Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon.on December 3, 1980. Present: Mayor-Commissioner Lee P. Moore Co~fLissioner Julian L. Stenstrom Commissioner Eddie O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Commissioner David T. Fart The Chairman called the meeting into session to canvass the returns of the Munici- pal Election held on December 2, 1980, for the purpose of electing a Mayor-Commissioner and three Commissioners, and a st=aw ballot on the question of districting. Election returns and absentee ballots were received, opened and examined by the City Clerk and the City Commission and recorded as follows: For Mayor: Lee P. Each of the four Commissioners elected, on a district basis must be a resident of the district, and would be elected by the voters of ~ that particular district. Seconded by Corr~aissioner Keith and carried.. Thereupon, Lee P. Moore, Seat for Mayor, was certified, as duly elected, to said. of- fice, for a term of four years to commence on the first Tuesday after the first Monday in Jan- uary, 1981; Ed A. "Ned" Yancey, Seat No. 1, was certified as duly elected, to said. office, for a term of four years to commence on the First Tuesday after the first Monday in January, 1981; and. E. O. (Eddie) Keith, Seat No. 2, was certified as duly elected, to said office, for a term to commence on the first Tuesday after the first Monday in January, 1981. Commissioner Keith moved to authorize a Run-Off General Election to be held on Dec- ember 16, 1980, for City Commissioner Seat No. 4, for candidates as follows: A. A. "Mac" McClanahan Milton Smith Seconded by Commissioner Stenstrom and carried.. Commissioner Keith moved to pay the poll workers for the December 2, 1980 General Election at the rate of $40.00 for Inspectors and $45.00 for the Clerk. Seconded by Commis- sioner Stenstrom and carried.. The City Manager reported that Judge S. Joseph Davis, Jr. had, on December 4, 1980 issued a court order requiring City Chemicals Industries, Inc., 3920 Forsyth Road, Orlando, to clear a fire break, install a berm or dike, and fence the area leased from SEEDCO, at Jew- ett Lane and Airport Boulevard, where they are storing chemical wastes. The City Manager stated that the Court Order stipulates that if by Decembers4, 1980, these items are not done, City Chemicals Industries, Inc., must provide a security guard at the site, until precaution- MINUTES City Co.mmission, Sanford, Florida December 3, at: 7:00 P.M. 19 80 On recommendation of the City Manager, the Commission authorized, to continue the City fire watch at the chemical storage site until the company completes security and precau- tionary measures, and. to petition the court for reimbursement of expenses incurred after Dec- ember 3, 1980.
