M. on December 8, 1980. Present: Mayor-Commissioner Lee P. Moore Commissioner Julian L. Stenstrom Commissioner David T. Farr Commissioner Edwin O. Keith City Attorney C. The first item of business was presentation of Resolution No. 1293, commendation to G. W. "Bill" Braceland for service to the City as Building Official. Said Resolution be- ing in words and figures as follows: RESOLUTION NO. 1293 A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, COMMENDING GEORGE "BILL" BRACELAND FOR HIS EIGHT YEARS OF FAITHFUL AND VALUABLE SERVICE TO THE CITY OF SANFORD, FLORIDA. WHEREAS, GEORGE BRACELAND, affectionately known by the officials and commissioners of the City of Sanford, Florida, as BILL BRACELAND, has sub- mitted, his resignation as Building Inspector of the City of Sanford, Flo- rida; and., WHEREAS, BILL BRACELAND has, throughout the terms of his employment with the City of Sanford, enforced, the various codes of the City relative to construction, and in such enforcement, displayed a remarkable ability to establish and. maintain good public relations with those persons doing business with the City; and, WHEREAS, BILL BRACELAND, in addition to the duti-es involved, in his position of employment, has been active in various associations, includ- ing his service as a Director, specifically in the Building Officials As- sociation of Florida, and his service as Vice President of the Central Florida Chapter of the Southern Standard Building Code Congress; and., WHEREAS, in addition to his activities in the above-named associa- tions, BILL BRACELAND has continuously, through his employment with the City, furthered, his education by attending numerous conferences in order to keep abreast of the complex and. detailed provisions of the various building codes involving construction and development in the City of San- ford; and, WHEREAS, the services of BILL BRACELAND will be sorely missed, by his fellow employees, the various officials, and the City Commissioners of the City of Sanford, Florida, MINUTES City Commission, Sanford, Florida December 8, at 7:00 P. M. 19 80 and unselfish services to the City of Sanford, and wish him well in his future endeavors as Plans Reviewer with the EPCOT project of Walt Disney World. BE IT FURTHER RESOLVED that the original of this Resolution be pre- sented to GEORGE "BILL" BRACELAND, and a copy of same be entered in the minutes of the proceedings of the City Commission. He stated that the Cavalier Motor Inn has two mobiletrailez signs at the present time, and that this is a request for a large one for use on the state parkway. Commissioner Farr moved to deny the request. Motion failed for lack of a second. Keith. Commissioner Stenstrom moved to approve the request. Mr. Thomas Todd, Expert Roofing Company, 1106 South Sanford Avenue, appeared to re- quest the City to waive his competency examination as a Roofing Contractor in the City of San- ford. He stated he has taken and failed the test three times, that 95% of the Block Associa- tion's Exam is Florida Business LaW; also, that he has a Certified Public Accountant doing his bookwork, because he works seven days a week and doesn't have time to study. He further stat- ed. he has done roofing for 12 years, is qualified,,~has all necessary insurance, bonds, etc., and has not passed a competency test in any other city or county. The Minimum Housing Code Inspector reported, that Mr. Cammarasana pulled a $7,000.00 repair permit on September 29, 1980, after the 90 day extension was granted on September 2, 1980, but the owners have done no work. He further stated the owners say they cannot obtain a loan to fi- nance the work, as long as the house is Condemned. The Minimum Housing Code Inspector recom- mend. ed. demolition, or an~open end. extension. The City Manager recommended a final 90 day extension. Mrs. Cammarasana appeared and stated they have made a lot of repairs, everything that was on the original condemnation has been done, and they cannot obtain mortgage money to finance the remaining repairs.
