121780-Special Session MINUTES City Commission, Sanford, Florida December 17, at 7:00 P. M. 19 80 MIDSTAT~ LEGAL 5UPPLY GOMP.ANY The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on December 17, 1980. Present: Mayor-Commissioner Lee P. Moore Commissioner Julian L. Stenstrom Commissioner David T. Fart Commissioner Eddie O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The Chairman called the meeting into session to canvass the returns of the Munici- pal Run-Off Election held on December 16, 1980, for the purpose of electing one Commissioner. Election returns and absentee ballots were received, opened and examined, by the Cit' Clerk and the City Commission and recorded as follows: For Seat No. 4: A. A. "Mac" McClanahan Milton Smith Election Absentee Total Returns Returns Votes 649 55 704 993 15 1,008 Commissioner Stenstrom moved that the returns of the election held. December 16, 19- 80 be accepted, and. the absentee ballots be approved as recorded., Seconded. bY Commissioner Fart and. carried. A. A. "Mac" McClanahan appeared and stated he had received calls from voters com- plaining that the punch voting machines did not line up with the punch cards, and would not punch accurately opposite the candidates name. He requested a manual recount of the ballots. After discussion, the Commission authorized to manually check each ballot, separ- ating those ballots which they felt might not be punched in line with the printed, ballot and questionable as to how it was counted by the computer in the Office of the Supervisor of Elec- tions, and to re-count all the ballots on the computer, running the questionable ones separ- ately. The meeting was recessed, and City Attorney C. Vernon Mize, Jr., Mr. A. A. "Mick" McClanahan, Jr., Attorney for Mr. Mac McClanahan, and City Clerk H. N. Tamm, Jr., were desig- nated, to take the ballots for a recount at the Office of the Supervisor of Elections. The Chairman called, the meeting back to order, ported, that the computer recount was as follows: For Seat No. 4: A. A. "Mac" McClanahan Milton Smith The City Clerk and. City Attorney re Votes 655 996 and, further, there were 24 ballots not counted by the computer because they were punched, one space above Mr. McClanahan's name and not beside his name. Commissioner Fart moved to certify total election votes as follows: For Seat No. 4: Votes MINUTES City Commission, Sanford, Florida December 17, at 7: 00 P. Commissioner Keith moved to authorize payment in amount of $40.00 to Inspectors and $45.00 to the Clerk, for work in the December 16, 1980 Run-Off Election, and transfer from Contingency for the election expenses.
