M. 19 81 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 12, 1981. Present: Mayor-Commissioner Lee P. Moore Commissioner Milton E. Smith Commissioner Edward A."Ned"Yancey Commissioner David T. Fart Commissioner Eddie O. Keith City Attorney William L. The first item of business was presentation of Resolution No. 1297 to G, Manning Harriett, upon his retirement as Fire Chief for the City of Sanford. Said Resolution No. 1297 was read in full and adopted, and being in words and figures as follows: A RESOLUTION OF THE CITY OF SANFORD. FLORIDA COMMENDING GEORGE MANNING HARRIETT FOR HIS FAITHFUL SERVICE TO THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA. WHEREAS, George M. Harriett was employed on September 1, 1942, and was retired on January. 7, 1981 as Fire Chief of the City of Sanford, Florida: and, WHEREAS, George M. Harriett was appointed by the Sanford City Commis- sion on November 22,'1965, as Fire ~hief, and has served faithfully and dili- gently in that capacity since that time; and, WHEREAS, George M. Harriett utilized his ability to attain the position of lieutenant and then fire chief by observing, studying, attending fire- fighting schooling and programs; and, WHEREAS, George M. Harriett understands people, their human nature, and is a leader due to his compassion for people wherein people follow without being ordered; and, WHEREAS, he has seen the advancement of his department through new and added service and aid to the public by the implementation of Ememgency Medi- cal Techniques; and, WHEREAS, George M. Harriett has shown exceptional patience, loyalty and dedication to his work and to the City of SanfOrd by leading and directing his firemen at hazardous fires, displaying his professional expertise and courageous manner, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, that the City Commission of the City of Sanford, Florida, hereby acknowledges and commends George M. Harriett and hereby expresses its sincere gratitude and appreciation for his thirty-eight (38) years of devoted and unselfish services to the City Commission of.the City of Sanford, Florida. Mrs. Daniel L Consla, 2016 Elizabeth Court, appeared and stated her house had been robbed and jewelry taken. She Said she had been unable to recover the jewelry, which she felt had been melted and sold. She further stated that if the Ordinance regulating the purchase of precious metals by secondhand dealers had been in effect, she felt she would have been able to recover the jewelry. He further stated he is more than willing for the Police Department to look at items he has purchased, and would take them to the Police Department to be checked. Mr. John Johnson, 746 Baywood Drive, Sanford, .appeared and stated he was a dealer at the San~ord Flea Market. Commissioner Fart moved to adopt Ordinance No. 1541. M. 19.81 511 MIDSTATE LEGAL SUPPLY COMPANY Request submitted from Gary W. Cole, 2251 Celery Avenue, for water service at that location, not in the City Limits. On recommendation of the City Manager, Commissioner Farr moved, to deny same. Seconded. by Commissioner Keith and. carried. Request for annexation submitted from Cornelius and Virginia Green, North Street, Sanford, Florida, for Lot 3, Harden Addition, PB 7, page 71, Public Records of Seminole County Florida. The City Engineer reported that the City cannot provide services to this property. On recommendation of the City Engineer and the City Manager, Commissioner Keith moved to deny the request for annexation. Seconded by Commissioner Yancey and carried. The City Manager reported that the Suggestion Review Committee recommends a $25.00 award to Marilyn Kempnich for suggestion to install a new walk to the City Hall entrance on the north side. Commissioner Farr moved to authorize same. Seconded by Commissioner Yancey and. carried. The City Manager reported that the number and value of suggestions has declined, and suggested, the Commission consider discontinuing the program. The CommissiOn authorized to con- tinue the program as it is. On recommendation of the City Manager, Commissioner Fart moved to authorize salary reclassifications as follows: a) Monroe Smith, from Equipment Operator D to E, $9,709.20 annual. b) Melba Reid, from Police Officer D to E, $10,864.11 annual. Seconded by Commissioner Yancey and carried. The City Manager reported, the Civil Service Board had certified Lt. Tom Hickson, and conditionally certified Lt. "Red" Evans, Lt. Billy Lee and Lt. Jim Poo~ey, for consideration as Assistant Fire Chief. -The City Manager reported the Civil Service Board had tabled further discussion to change from a Civil Service Board to a Personnel Board. The City Manger reported he had received a negative rePly from the City's insurance carrier, on the request for coverage for the Trustees of the Police and Fire Pension FUnds. The. City Manager submitted a revised, bench advertising agreement. Commissioner Farr moved, to authorize the re~isions,:~and send. copies of the revised agreement to the companies in- terested in supplyidg the benches. Seconded by Commissioner Smith and carried. Commissioner Smith moved to appoint the Mayor as the CoLLm~ission liason to the Po- lice Department. Seconded by Commissioner Yancey and. carried. Commissioner Smith moved, to appoint Commissioner Keith to the Regional Sewer Plant Committee. Seconded by Commissioner Yancey and carried. The City Manager reported, the City had received a Federal Revenue Sharing check in the amount of $86,266.00 for quarter ending December 31, 1980, and that the City anti- cipates receiving $334,223.00 in the 80-81 fiscal year. The City Manager reported that Gulf Life Insurance Company had notified the City that the group dependent coverage premium will be increased, approximately 13%, due to in- creased costs, and that the funds are available from the city portion of the insurance com- pany refund to cover the payment for the balance of this year and maybe next year.
