The meeting was called to order by the Chairman.
The Mayor read a proclamation, designating February 2 Yh~ough.~,:~I~.81~as.purple
Martin Week. Commissioner Fart moved to adopt same. Seconded by Commissioner Keith
and carried.
Mr. Vic Arnett, Chairman, Cmmmunity Beautification Committee of the Greater Sanford
Chamber of Commerce, appeared and presented the City with a birdhouse for purple martins.
A public hearing was held in accordance with notice publimhed in the Evening Herald
on January 6 and 16, 1981, as follows:

Amos Jones~appeared and stated he represented the Seminole Neighborhood United
Council, and the manner of presenting the questions on districting on the December 2, 198E
ballot were Confusing because they were not numbered, and some were on the front of the
ballot and some on the back. He further stated that he interpreted the results ~ the
election to indicate that the voters want a change to some form of districting.
Commissioner Fart moved to 'authorize the City Attorney to prepare!and submit to the
Commission at the next meeting, a schedule 6~ steps to be taken to appoint a Charter
Revision Committee. Seconded by Commissioner Smith and carried.

to provide for materials for four lights at Lake Gem. Seconded by Commissioner Fart and

The City Manager stated that the City has negotiated with the owners of these two
parcels of property for almost a year, and the owner of parcel no. 1 had indicated that
he would be receptive to selling his proper~y for the amount established by an updated
appraisal. The City Manager further stated that if sale can not be negotiated, the
City will have to consider condemnation proceedings.
The City Attorney stated that for him to complete paperwork for condemnation
proceedings on these parcels, he will need in addition to the appraisal, items as

~e City Manager reported that the City is making preparations to relocate utilities
on SR 46 (West First Street) for the railroad over-pass, and that the estimated cost is
$7,850.00.
The City Manager reported that gasoline prices have risen to $1.23 per gallon, and
recommended increasing the monthly gas allotment fnom 757° of $1.16 per gallon to 757° of
'$1,23 per gallon, for employees driving private cars for city business.

The City Manager reported that two bench advertising companies are willing to abide·
by the revised bench adVertising agreement, except the clause restricting advertising to
25% of benches for the first year. The Commission authorized to remove the clause from
the agreement and send the revised agreement to the companies interested in providing· thi~
service.

The City Manager reported the owner wants the property annexed so she can obtain city
water, but the City cannot annex the property because it is 1,150 feet outside the City,
and not contiguous to the City. He also stated that~ the privately-owned Lincoln Heights
water system, operated under a county franchise, could provide the water, and that
Seminole County cOUld compel the service. On recommendation of the City Manager,
Commissioner Fart moved to deny the request for annexation, and direct Ms. Blanche to
contact the Lincoln Heights water system for water service. Seconded by Commissioner
Yancey and carried.

On recommendation of the City Manager, commisSioner Fart moved to accept bid in
~mount of $78,294.00 from Jet Vac, for a sewer cleaning machine on a 1981 Ford chassis.
Seconded by Commissioner Kc±th and carried.

±ng specs in amount of $610.00 from Hunter-I(nepshield Company for one pre-cast aggre-
gate drinking fountain for the Dr. Starke Park. Seconded by Commissioner Smith and
carried.
Letter submitted from Melvin and Zelda Siskin~, owners of Army-Nav~ Surplus Store,
310 Sanford Avenue, commending the Fire Department for their proficiency, efforts and
concerniin saving their business from a'fire on January 11, 1981.
Letter submitted from the Seminole County Board of County Commissioners, stating
that the sale o£ a portion of the City borrow pit as authorized on January 6, 1981,
to Mr. and Mrs. Patrick Temp~rly would not jeopardize the city's permit for the borrow
pit. The City Attorney stated he felt the letter was sufficient. Commissioner Keith
moved to authorize the City Attorney to prepare the proper deed for sale of the prop-
erty. Seconded by Commissioner Smith and carried.
Petition submitted from Mr. and Mrs. James M. Smith., 1224 Windsor Avemue, Long-
wood, Florida, for annexation of Lot 4 and the north one-half of Lot 5, Block 2, Flora
Heights, plat Book 3, page 19, Public ReCords of Seminole County, Florida. The City
Manager recommended to deny the request until petitions for annexation are received
from owners of property on the east half of the block. Co=~issioner Smith moved to
authorize the City Attorney to prepare the proper ordinance to annex the property and
to properly advertise same. Seconded by Co~[~nissioner Keith and carried.
The.Commission mo~ed to clarify action taken .at meeting.of January 12, 1981, and
stated the intent of the motion was to appoint Commissioner Keith to the Regional
Sewer Plant Cor[~f~ittee, not to recommend to Seminole County that he be appointed to the
Seminole Community Action Board°i~ Directors
Commissioner Smith moved to appoint Commissioner Fart as the City representative
on the Seminole Community Action Board ~f Directors. SeConded by Commissioner Yancey

Commissioner Farr moved to declare Thursday, January 29, 1981 as a Municipal Day
of Celebration for the freeing of the hostages from Iran. Seconded by Commissioner
Smith and carried.
City Auditors Fitzpatrick and Hartsock, C.P.A., submitted a statement in amount of
$2,500.00 for the balance of the annual audit for the 1980 fiscal year. Commissioner
Farr moved to authorize payment of same. Seconded by Commissioner Keith and ~arried.
The Commission declined request to join the Florida Downtown Development Associatiol
with annual dues of $125.00.
There being /no further business, the meeting was adjourned.
