Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 23, 1981. Present:: Mayor-Commissioner Lee P. Moore Commissioner Milton~E. Smith Commissioner Edward A, "Ned" Yancey Commissioner David T. Fart Commissioner Eddie O. Keith City Attorney William L. Colbert City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. Ron Riggs, owner of property at 1621 West First Street, appeared to request per- mission to pave the abutting easterly 30 feet of the Mulberry Avenue~street right-of- way to be used for parking. The City Mmnager recommended to deny the request. Commissioner Keith moved to authorize the request, as shown on the site plan. Seconded by Commissioner Farr and carried. Requests submitted to use mobile trailer signs as follows: a) Williams Amoco ,Station, 3790 Orlando Drive and 17-92, for 90 days, to advertise Free Car Wash for Valentine's Day, St. Patrick's Day and. Easter. b) Sanford Sewing Center, 2923 South Orlando Drive, for 30, or i=f needed, 60 days, to advertise Grand Opening at new to.cati6n. Sign to be ~next to the Flagship Drive-in sign. c) Big "10" Tire Store of Sanford, 2650 South Orlando Drive, for 60 days to advertise New Business OPening and Special Sale itemm. The City Attorney reported he had reviewed the City Code pertaining to mobile trailer signs, that the cities of Casselberry and Altamonte Springs'have more stringent ordinances, such as time limit of 30 to 60 days, 30 days between each use, p~ysieal distance between signs, and permitted only in commercial districts. Commissioner Fart moved to authorize Item B and Item C for 30 days. Seconded by Commissioner Smith and carried. CommisR~onerfFarr moved to deny Item A. over dissenting votes of Mayor Moore and Commissioner Keith. Request for refund of Going Out of Business license fee in amount of $50.00, submitted from Phillip Deere d/b/a Furniture Manufacturer's Outlet, 207 Magnolia Avenue. On recommendation of the City Manager, Commissioner Fart moved to authorize s. ame. Seconded by Commissioner Smith and carried. Commissioner Yancey moved to remove from table, consideration of appointments to the Code Enforcement Board, tabled from meeting of February 9, 1981. Seconded by Commissioner Smith and carried. The City Attorney reported on restrictions which could be incorporated in the City Code to curb the use of mobile trailer signs. On motion of Commissioner Farr, seconded by Commissioner Yancey and carried, Minutes of December 22, 1980 were approved. lhe City Clerk reported that the Audit for FisCal Year ended $~Ptember 30, 1980 had been submitted by Fitzpatrick and Hartsock, C.P.A.s. The Commission authorized to meet March 3 at 12:00 Noon in 'the City Manager's Conference Room to review same. Request submitted for water and sewer service to Lots 10, 11 and 12, Citrus Heights, lying at the northeasterly corner of the intersection of SR 427 and Tangerin~ Avenue. The City Engineer reported the property would be at th~eend of a two-inch water line and the end of an eight-inch sewer line. On recommendation of the City Engineer/Utility Director~and the City Manager, Commissioner Farr moved to deny the request. SeConded by Commission Keith and carried. On recommendation of the City ~nager, Commissioner 'Smith moved to authorize the Mayor~!~to execute a letter of intent to apply for a Florida R~Creation Development Assistance Program grant to develop a city park at 25Ch Street and Marshall Avenue; ~o direcB James Ri Jernigan, Director of Parks and Recreation, to file the proper application, and fUrther, to authorize matching city funds from Public Projects Fund in amount up to $25,000.00. The City Manager reported he had met with Mrs. Ca~mrasana, owner of property at 320 Oak Avenue, Condemnation Report No. 77-814. He stated that prior to the meetin the.Cammarasanas had made no contact with local lending institutions to obtain funds to repair the house. Statement in amount of $258.00 Submitted from Jack Bridges, Cleveland and Bridges, for services rendered by former City Attorney C. Vernon Mize, Jr. in case City of Sanford vs. Everett A. Harper. The City Attorney submitted a proposed revised Golf Course lease. Commissione~ Fart moved to approve the form of the lease, send it to the lessee, and if it meets their requirements, to authorize the Mayor to execute same. Seconded by Commissione Yancey and carried. The City Attorney reported he had discussed with Attorney Thomas A. Speer, the bill in amount of $75.00 for research done for him by a city employee, and that Mr. Speer had stated his check would be forthcoming. Orange/Seminole Cablevision submitted a gross revenue report for th~.~City of Sanford for year ended August.31, 1980, Showing total revenue in amount of $249,350.67, and minimum franchise fee in amount of $22,500.00 paid based on that period. The City Manager reported that the CitY!,has been notified that flooding/drain- age control in the~MillCreek area and control of beach erosion at the public beach,. on Lake Monroe are not eligible for Federal grants. The City Manager reported that all parties concerned have agreed to remove the houses on parcels known as "B" and "D", and a storage shed on parCel "A", on Lot 10, Block 9, Tier F, E. R. Trafford's Map .of the Town of Sanford, and rehabil- itate the houses remaining on parcels "Af' and "C", under the Comnum~ity Develop- ment Block Grant program to rehabilitate homes, administered by the Sanford Housing Authority. The City Manager reported that the case of Huron Braxton vs. City of Sanford had been settled by the City's insurance company. Bill Roberts, owner of property at 185 Airport Boulevard, appeared to appeal a denia by Planning and Zoning Commission for a:site plan and change of use from an automobile dealership to a conditional use of manufacturing mobile park-model homes in a GC-2 zoned district. He stated his company does very little manufacturing, and~rmost of the work is assembly of purchased frames, wheels, appliances, plumbing, etc. He further stated most of the work is done inside, final trim work is done outside, the company presently employ 58 or 60 people, and he would want to park trailers outSide for retail sales.
