M. 19 81 The City Commission of the City of Sadford, Florida, met in Regular Session in the City Hall in the City of Sanfor~, Florida, at 7:00 o'clock P. M. on March 9, 1981. Walter, owner of property at 2534 Oak Avenue, Lots 25, 26, and 27, Bloc 2, Dreamwold, appeared to support a request to waive the City Code Section 18-19 to place a mobile home on blocks, on Lot 25, which is not in a mobile home park. He stated he would sell Lot 26, and the house on .it, and live in the mobile home. He further stated there is a mobile home on the property located south of his, which is also not in a mobile home park. Commissioner Smith moved to authorize the request. Seconded by Commissioner Yancey and carried over dissenting ~ote of Commissioner Fart.~ Request submitted from Williams Ammco 17-92 at Lake Mary Boulevard, to use a mobile trailer sign for 90 days for a Special Promotion of a new $19,000.00 car washing nmching. Mr. Steve Williams, owner, appeared to support the request and stated he does not charge to wash marked law enforcement cars. Commissioner Yancey moved to authorize the request for Seconded by Commissioner Smith and carried over dissenting vo~e of Commissioner 90 days. Fart. Commissioner Smith moved to impose a 90 day moratorium on mobile trailer signs, during which time the Commission will consider amendments to the mobile trailer sign regulations. Seconded by Commissioner Fart and carried. Mr. D. K. Gunter, Pastor, Church of God, 801 West 22nd Street, appeared to support a request to waive Section 22-16(S) of the City Code to permit a sign in an SR-1 District. He stated the sign, which is already made and has been donated to the church, would be 16 to 18 feet high and eight feet wide, lighting would be turned off at 121:30 or 1:00 A. M., and would be no more objectionable than a street light. He also stated that one property owner near the church had no objection and the other houses are rental units, and further, that he would take it down if complaints are received. Larry Blair appeared to question the effects of the lighting during late hours and the large siz~ of the sign. Commissioner Fart moved to authorize the installation in accordance with regulations. Seconded by Commissioner Yancey and carried. Request submitted from Mrs. Gussie Comer, owner of property at 1620 West 12th Street, Condemnation Group 57, Report No. 80-932, for a time extension. Johnson's term on the Minimum Housing Code Board of Adjustment and Appeals expired February, 198tl. Commissioner Farr moved to re-appoint Mr. Johnson for a two.~year term. The City Manager reported that Larry Blair has acquired property at 437 West 19th Street for buSiness purposes, that the Planning and Zoning Commission had approved the si plan with a paved parking area but that Mr. Blair has requested to waive the paving requirement. Larry ~Blair appeared to support the request. He stated he would provide on site parking, but does not want to have to use'asphalt. Commissioner Smith moved his dog grooming business. Fart abstained from vote. to authorize the request, for.the duration of time that Mr. Blair uses the property for Seconded by Commissioner Yancey and carried. Commissioner The City Manager reported that the case Sands vs. City of Sanfordihas been re,filed. Commissioner Fart moved to continue to retain Attorney William Hutchis0n as the City's attorney for this case. Seconded by Commissioner Yanc~ and carried. Commissioner Fart moved to advertise for bids for sludge drying b~d roofs, and to~ authorize transfer from Renewal and Replacement in estimated amount ofi$102,400.00 to provide for same. Commissioner Farr moved to authorize the City Attorney to prepare a resOlution, commending Merle Warner for his ~ervice as Mayor, Commissioner, Civil Service Board member and Board of Adjustment and Appeals board member. Cor~issioner Farr moved to authorize use of the Civic Center,~with alcoholic beverages, by Family Line Credit Union on March 7, 1981, with payment of proper fee. Seconded by ~Commissioner Yanceyyand carried. The City Manager reported he is allowing the flood insurance policy on the City Hall building to lapse, saving $420.00 per year. The City Manager reported AJG Locksmith ~ Sons had submitted an estimate in amount of $523.96, for hardware to lock the Commission Chambers. Request submitted from Edgar B. and Natalie R. Chaudoin, to annex Lots 11 and 12, Block 10, Dreamwold, Plat Book 3, page 90, and Plat Book 4, page 99, Public Records of Seminole County, Florida. The City Engineer reported that sewer service would not be available to the property, bet~iause of engineering problems. The City Manager stated the City policy is to extend a water line up to 100 feet at no cost, but the property owner must pay the costs for any portion over 100 feet. Commissioner Smith moved to authorize the City'Attorney to prepare the proper ordinande to annex the property. Seconded by Commissioner Farr and carried. The City Attorney reported on the progress of the new golf course lease, which the Mayor had previously been authorized to execute, and stated that the present owners, Mr. McNulty and Mr. Pierce do not want to operate under the terms of the new lease, if ~he new owner defaults and they have to take the business back. Commissioner Smith moved that in the event the lease and operation of the business revert to Mr. McNulty and Mr. Pierce, the terms of the or%ginal leases will apply.
