The meeting was called to order by the Chairman.
A public hearing was held in accordance with notices authorized at meeting of March 9,
1981, to consider condemnation of eight structures on Condemnation Group 62, Reports Nos.
81-980 through 81-987.
The Chairman announced that the Commission would hear from property owners or
representatives thereof. A review of each individual report was as follows:

After consideration, Commissioner Keith moved that finding the buildings under
Condemnation Reports Nos. 81-980 through 81-987 to be unsanitary, unsafe and detapidated,
that said structures be condemned and the owner given 90 days in which to repair or demolis[
said structures; and if the structures are not repaired or demolished within 90 days, to
authorize the City to demolish same and levy a lien against the property. Seconded by
Commissioner Fart and carried.
Hugh Pain, representing the Friends of the St. Johns, Inc., appeared and stated that
the St. Johns River Water Management District is considering a Basic Design Concept which
would benefit the Upper St. Johns River but would not relieve the stagnation in the rest
of the river. He asked the Commission to support their efforts to appeal to the St. Johns
River Water Management District, to incorporate the principles and concern for the entire
St. Johns River. Cor~aissioner Keith moved to authorize the City Attorney to prepare the
pr9per resolution to support the appeal, and to authorize copies of same to be. sent to

at the southwest corner of the intersection of Lake Mary Boulevard and U. S. Highway
17-92, appeared to request a waiver to reduce the angle parking spaces from 10 feet
by 20 feet to nine feet by 18 feet. He stated they have not completed final engineering
plans because the size of the parking spaces will affect the design and layout of the
proposed shopping center, the Village Market Place. He further stated that if they use
the reduced size angle parking spaces, they will have approximately 100 more spades
than the City requires, and if they use the required size, they will lose about 30 to
40 spaces, and consequently, his company'will reduee the size of the proposed structure.,
Commissioner Smith mov&d to deny the request. Seconded by commissioner Fart amd carried
over dissenting vote of Commissioner Keith.
Recommendation dated March 20, 1981 submitted from the Planning and Zoning
Commission as follows:
Recommend approval t° the City Commission to rezone
from SR-1 to MR-I, the southeast portion of Groveview
Subdivision on Lake Mary Blvd. The planned use of the
property is attached townhouses.
The City Manager stated that the developer has not submitted full water and
drainage plans and recommended the recommendation be tabt~d'. Commissioner Smith:',moved
to table same. Seconded by Commissioner Yancey..!and carried.

Minutes of January 12 and January 26,~ 1981 were approved.
Steve Chapman, owner of Lots 28 and 29, Block 2, Dreamwold, Plat Book 4, page 30,
Public Records of Seminole County, Florida, located on Oak Avenue, appeared to support
a request to place a mobile home,~ outside a mobile home park, on Lot 28, for a neighbor
to live in to provide security for his trailer on Lot 29 when he is not there.· He stated
his property has been vandalized several times. Commissioner Farr moved to approve the
request, with proper set-back. Seconded by Commissioner Keith and carried.
Request submitted from the Seminole Mutual Concert Association for free use of the
Civic Center. The City Manager reported they do not meet the criteria for free use, and

Mayor to execute the renewal of an annual contract with:~uture Property SerVices for

The City Manager rep·o~ted that the Seaboard Coast Line Railroad had requested the
City to constr, uct a~road to a 9.36 acr.e site north of Country Club Road, and they will

The City Manager reported the estimated material cost would be $42,110.00, and total
cost of approximately $64,783.00. The railroad would be reqUired to construct the
crossing, install any future crossing guards and pay total maintenance cost of protecti
devices. The City Manager further stated that negotiations are continuing, and that
water and sewer to the site will be a problem.
The City Manager reported that.the 5.16 acres needed for sewer plant expansion
had been appraised at $77,870.00, that neither of the~two property owners are willing
to sell, and recommended the City Attorney be instructed to initiate condemnation
proceedings as quickly as possible, commissioner Keith moved to authorize the City
Attorney to prepare the proper resolution for condemnation proceedings to authorize
the City Attorney to proceed to obtain a title search and survey, and file suit.
Seconded by Commissioner Fart and ~arried.
The City Attorney submitted a proposed draft of a revised, ordinance to regulate
mobile trailer sign use. The Commission authorized to consider'same at April 13, 1981
meeting.
The City Manager reported that a truck repair garage is operating without a
license at 1214 Elm Avenue, ~and without submitting a site plan to the Planning ~nd
Zoning Commission. Commissioner Fart moved to convene the Code Enforcement Board,
and with assistance from the City Attorney, to,investigate the garage at 1214 Elm
Avenue, and a wood yard at the intersection of Highway 17-92 and Park Drive, and to
enforce the City regulations. Seconded by Commissioner Yancey and carried.
The City Manager submitted that the Zoning Inspector had reported~that the
Longwood Travel Trailer Company has not ~omplete~ycomplied with the stipulations to :
install a sightproof fence at 185 West Airport Boulevard. The City Attorney was
authorized to investigate steps to be taken to enforce compliance or to revoke the
conditional use granted at meeting of February 23, 1981, for this operation.
The City Manager reported that ~CRJ Investments released the two residential
structures located at 405 and 407 South Myrtlei'Avenue, so the City could demolish
and remove them as soon as possible.
The City Manager reported that the Florida Department of Natural.Resources,
Bureau of Recreation ~lanning and Local Assistance, Division of Recreation and Parks,
had reduced their grant contribution'ratio from 50% to 33 1/3%,'and the grant applicati
for a park at 25th Street and Marshall Avenue has been modified from $50,000.00 to
$37,500.00.
Letter submitted from Dayton Hudson, 2309 Lisa Court East, protesting noisy,
late night ball games at the Pinehurst~Park.
On recommendation of the Director of the Department of Recreation and Parks,
Commissioner Yancey moved to appoint members to the Sanford Museum-Library Moard of

On recommendation of the City Engineer, Commissioner Keith moved to remove traffic
signals at the intersection of 20th Street and Sanford Avenue, and install a four-way
Stop with a flashing red light. Seconded by Commissioner Smith and Carried.
Request submitted from the American Television and Communication Corporation for
an increase in the basic service rate for subscribers in Seminole and Orange ~ounties.
Commissioner Fart moVed to approve the rate increase. S~conded by Commissioner Yancey
and carried.
The Commission authorized the City Manager to attempt to set up the dedication
services for the Dr. George Starke Park on May 27, 1981 between 3:30 and 4:00 o'clock.
Letter of ~ommendation for City Engineer Mack LaZenby submitted from Joel P.
Weiner, consultant, 960 Waverly Drive, Longwood, Florida.
The City'Manager submitted a copy of a letter dated March 20, 1981, from the
U. S. Department of Housing and Urban Development, Jacksonville, Florida, re: Grants
#B-79-DS-12-0084 and #B-80-DS-12-0084, stating in part, that the City may have to
reimburse, the Community Development Block Grant account if any monies from the
residential rehabilitation program through the Sanford Housing Authority have been
used for activities not approved in the grant or not in accordance with its regulations.
On recommendation of the City Manager, Commissioner Keith moved to retain a 1978
Dodge, Vehlcle No. 534, for use in a Police Pursuit Driving course. Seconded by
Conmiissioner Yancey and carried.
Commendation for the Sanford Police Department submitted from Mildred Ball, Princ~
ipal, South Side Elementary SChool, for their actions when a child was "legally abducted
from.:~the playground of the school ~
The City Manager stated he has been coming in to-,work in the afternoons, because
he has to care for his elderly, temporarily wheelchair-bound mother, but that he is
doing his regular workload at home. The Commission a~thorized same.
There being no further business, the meeting was adjourned.
