July 13 at 7:00 P___. _M. _19 81 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on JulY 13, 1981. A public hearing was held in accordance with notices authorized at meeting of June 22, 1981, to consider condemnation of structures or buildings on Reports Nos. 81-988 through 81-997, Gr~np 63. The Chaizman announced that the Commission would hear from the property owners or representatives thereof. Gremling Ralph & Mona 3arvis The Reverend Leon Deneaux, 700 North Wood Circle, Winter Park, appeared and stated he represented Ruby Henderson, owner of property at 1009 Orange Avenue, Condemnation Report No. 81-988, and that Ms. Henderson would like the City to demolish the struciture and she would reimburse the City. Ms. Ella Roberts, 804 East 8th Street, owner of property at 716 Cypress Avenue, Condemnation Report No. 81-992, appeared and requested information about the notice and was referred to Ms. Leah Rogers,. Minimum Housing and Zoning Inspector. After consideration,~Commissioner Smith moved that finding the buildings under Con- demnation Group No. 63 to be unsanitary,~unsafe and.delapidated, that said structures be con- demned and the owners be given a notice of.90 days in which to repair or give just cause why same has not been repaired or demolished. Seconded by Commissioner Yancey and carried. Mr. Herb Ross, Thompkins Development Company, requested the Commission to accept the plats of Groveview 1st, 2nd and 3rd Addition and the dedication of park Property by plat and to eliminate the request for a deed to the park. Commissioner Yancey moved to remove from table consideration of Civic Center rental increases. Seconded by Commissioner Smith and carried. After discussion, Commissioner Fart moved to table same until meeting of July 27, 1981. Seconded.by Commissioner Yancey and carried. The next item of business was appointments to the Advisory Charter Committee. The Mayor announced that he had not yet found anyone willing to serve. On recommendation of the Planning and Zoning Commission, Commissioner Yancey moved to authorize a conditional use for sale of beer and wine for consumption on the premises at the Fox Fire Restaurant, 3221 Orlando Drive. Seconded by Commissioner Farr and carried. The next item of business was consideration of an appointment to the Minimum Housing Code Board of Adjustments and Appeals. Commissioner Yancey moved to reaPpoint Mrs. Mary Smit 1703 West 13th Street. Seconded by Commissioner Smith and carried. The Mayor reported that he will be unable to attend the Metropolitan Planning Organi zation meeting of July 30, 1981 at Orlando City Hall in the City Commission Chambers. Com- missioner Fart m~ed to appoint Commissioner Smith to attend tP,represent the Mayor at the meeting. Seconded by Commissioner Yancey and carried. Commissioner Farr moved to authorize the roll back millage of 5.875 mills, a pro- posed millage of 6.135 mills, and to authorize a public hearing to be held September 14, 1981 to consider a "tentative" budget for 1981-82. carried. He stated that he owned a business in Sanford Plaza with 21 coin operated skill and video games and his license fee is $787.50 per year and'objected. to th~ proposed increase. Commissioner Fart moved to approve a request of the First Federal of Seminole, 312 West First Street, to waive for a period up to three years, the requirement to pave one parking space at the site of a planned 2.4. x 60 foot concrete block storage, building at the corner of Second Street and Elm Avenue. Seconded by Commissioner Smith and carried. Commissioner Yancey moved to approve the County's request to place Bus Stop signs on existing City regulatory signs on. M~_1981 ~EREAS, Ordinance No. 859 (the "Origina~i Ordinance") authorizing the Public Improvement Revenue Bonds, dated Septlember 1, 1965, is the basic authority for the issuance of all of the Bonds and the covenants and pledges contained in the Original Ordinance are applicable to all the Bonds in like manner except as expressly changed by Ordinance Nos. 1054 and 1349, respectively. and WHEREAS, the Original Ordinance pledged to the payment of the Bonds the Franchise Tax and Utilities Service Taxes as defined in said Ordinance, collectively referred therein as the "Excise Taxes"; and WHEREAS, the City Js desirous of discharging and de- feasing its obligations as to the source of payment in regard to said bonds; and WHEREAS, to fulfill its obligation to fully secure its obligation to the bondholders, the City determines that it is in the best interest of all parties to set up an escrow account to be administered by the Board of Bond Trustees of the City of Sanford, Florida, in order to insure the following: To invest and reinvest funds on hand in time contracts fully guaranteed by securities or insurance in accordance with Florida Statutes; the acquisition of the appropriate United States Government obligations; the timely payment of the principal of and interest on the Outstanding Bonds; and to transfer all sur- plus funds to the General Fund of the City of Sanford, Florida. MIr)STATE LEGAL SUPPLY COMPANY The City Manager reported that the City of ~ke Mary is purchasing a new master water meter and the City of Sanford will assist with the installation of the meter. The City Manager reported that City employees elected Mr. Gordon Frederick to the Civil Service Board to replace Mr. Bob Morris. The City Manager reported receipt of an executed copy of a lease ~ted March 11, 1981 between Seminole Club, Inc., John K. Daniels, President, and the City, for the Sanford (Mayfair) Golf Course and Country Club, with a termination date of October 10, 2048. The Commission authorized the Mayor and City Clerk to execute same. On recommendation of the City Manager, Commissioner'Smith moved to authorize the City Attorney to join Altamonte Springs in suit against Seminole County for double taxation for proposed payment of Seminole County Sheriff employees from the General Fund of Seminole County.
