Bruce Nelson, ~wmer of the property, appeared to support the rezoning and stated he wants to convert the building to a carpentry shop, with all the activity inside the build- ing. On recommendation of the Planning and Zoning Commission, Commissioner Fart moved to authorize the City Attorney to prepare the proper ordinance to rezone the property. The City Attorney submitted a report, that Sections 18-1, 18-18 (11) and 18-33 of the City Code control loitering and prowling, and therefore, the Police Department has the authority to control loitering near schools. Mr. Pelham appeared and stated that the school hours for Sanford Middle School have been moved ahead one hour to coincide with the hours of Seminole High School and Crooms High School. The Commission authorized the City Manager to instruct the Police Chief to enforce the present ordinances pertaining to loitering in and around schools, and to ask school per- sonnel to do all they can under their school regulations. Commissioner Smith moved to remove from table, consideration of revised Civic Cemter rental rates. Seconded by Commissioner Yancey and carried. ~ . Dixon. Commissioner Yan- cey moved to table consideration of an appointment to fill the unexpired term of Mrs. Dixon. Seconded by Commissioner Smith and carried. The City Manager submitted memorandums dated July 15, 1981, between the Building Official and the City Manager, pertaining to correcting use of mobile signs as ground signs. Commissioner Smith moved to authorize the City Manager and the City Attorney to make recom- mendations to amend the City Code to more clearly define mobile t~ailer signs and the cri- teria they must meet. The City Manager reported that due to lack of available funds, the Florida Depart- ment of Environmental Regulation had returned the City's request for a grant increase in the amount of $328,956.00, for preparation of plans, specifications and contract documents including construction and administration for minor rehabilitation of Subsystems 4, 5 and 6, and that the City will be notified when additional funds are available. The City Manager reported that notice had been received that S~mifiole County pro- poses to increase to $9.00 per ton the charge for use of the county refuse disposal service. The Acting City Manager reported that there were 3,264 barrels at the dump site of City Chemicals Industries, Inc.-and they are to submit to the Circuit Court a plan which would result in removal of the barrels. Commissioner Smith moved to authorize the Mayor to submit an application to the State Department of Community Affairs for a grant in amount of $3,040.00 from the Community Service Trust Fund for installation of 18 handicap sidewalk ramps in the downtown area. The City Manager reported that the Florida Department of Law Enforcement asked the City for a site on which to locate a new Central Florida Crime Laboratory. The City Manage: was authorized to revise the estimated budget for 1981-82, to reflect only the tax increase required for the roll forward millage increase resulting from the additional homestead exemp- tion provided by state legislation. The City Manager reported that the St. Johns River Water Management District has requested the City to adopt an~ordinance to pr. ohibit lawn sprinkling between 9:00 A. M. and 6:00 P. M., plus restrict private well users, even though the City has reduced pumpage by 22.84% belOw the April level, when their order only called for 15% reduction.
