The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Her-

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of'Sanford, Florida, at
7:00 o'clock P. M. om July 27, 1981, to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as follows:
A portion of that certain property lying between West Second
Street and West Third Street and between Poplar Avenue and
Cedar Avenue is proposed to be rezoned from MR-1 (Multiple-
Family Residential Dwelling) District to CC-2 (General Com-
mercial) District. Said property being more particularly
described as follows:
The North 132 feet of the West ~ (less the West 100
feet), Block 4, Tier 12, Town of Sanford, Plat Book
1, pages 56 through 64, Public Records of Seminole
County, Florida.

Bruce Nelson, ~wmer of the property, appeared to support the rezoning and stated
he wants to convert the building to a carpentry shop, with all the activity inside the build-
ing.
On recommendation of the Planning and Zoning Commission, Commissioner Fart moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property.

The next item of business was discussion of a request from Dan Pelham, Principal
of the Sanford Middle School, to adopt regulations to control loitering on streets contigu-
ous to schools.
The City Attorney submitted a report, that Sections 18-1, 18-18 (11) and 18-33
of the City Code control loitering and prowling, and therefore, the Police Department has
the authority to control loitering near schools.
Mr. Pelham appeared and stated that the school hours for Sanford Middle School
have been moved ahead one hour to coincide with the hours of Seminole High School and Crooms
High School.
The Commission authorized the City Manager to instruct the Police Chief to enforce
the present ordinances pertaining to loitering in and around schools, and to ask school per-
sonnel to do all they can under their school regulations.
Commissioner Smith moved to remove from table, consideration of revised Civic
Cemter rental rates. Seconded by Commissioner Yancey and carried. ~ .

Request submitted from~the East Central Florida Regional Planning Council for a
nomination for membership on the Advisory Committee on Aging, with the appointment to be
made by the Chairman of the Regional Planning Council. Commissioner Fart moved to table
consideration of same. Seconded by Commissioner Yancey and carried.
Request submitted from Jim Latham, 2330 Narcissus Avenue, for water service to
his residence, outside the City and not contiguous to the City. On recommendation of the
City Manager, Commissioner Fart moved to deny the request.

On recommendation of the~City Manager and Acting City Manager, Commissioner Fart
moved to accept low bid from Davis Meter and Supply in.amount of $943.58 for pipe and
$2,772.90 for fittings. Seconded by Commissioner Yancey and carried.
The City Manager submitted memorandums dated July 15, 1981, between the Building
Official and the City Manager, pertaining to correcting use of mobile signs as ground signs.
Commissioner Smith moved to authorize the City Manager and the City Attorney to make recom-
mendations to amend the City Code to more clearly define mobile t~ailer signs and the cri-
teria they must meet. Seconded by Commissioner Yancey and carried.
On recommendation of the City Manager, Commissioner Fart moved to authorize salary

Commissioner Keith nominated L. Daniel Pelham as a member of the Advisory Charter
Committee. Commissioner Fart moved to appoint Dan Pelham to said committee. Seconded by
Commissioner Smith and carried.
The City Manager reported that due to lack of available funds, the Florida Depart-
ment of Environmental Regulation had returned the City's request for a grant increase in
the amount of $328,956.00, for preparation of plans, specifications and contract documents
including construction and administration for minor rehabilitation of Subsystems 4, 5 and
6, and that the City will be notified when additional funds are available.
The City Manager reported that notice had been received that S~mifiole County pro-
poses to increase to $9.00 per ton the charge for use of the county refuse disposal service.
The Acting City Manager reported that there were 3,264 barrels at the dump site
of City Chemicals Industries, Inc.-and they are to submit to the Circuit Court a plan which
would result in removal of the barrels.
Commissioner Smith moved to authorize the Mayor to submit an application to the
State Department of Community Affairs for a grant in amount of $3,040.00 from the Community
Service Trust Fund for installation of 18 handicap sidewalk ramps in the downtown area.
Seconded by Commissioner :Yancey and carried.
Request submitted from K-Mart Corporation for approval~of permit for package sale
of beer and wine at 3101 Orlando Drive. Commissioner Keith moved to approve same. Seconded

Mike Capko appeared and stated he represented the owners and they plan to construct
an office building on the property. Commissioner Yancey moved to authorize the City Atto=ney
to prepare the proper ordinance to annex the property, after certification by the property
appraiser. Seconded by Commissioner Smith and carried.
The City Manager reported that Orange/Seminole Cablevision had offered to the
Commission a half-hour program once a month. Commissioner Smith moved to decline the offer.
Seconded by Commissioner Keith and 'carried.
Steve Harriett, Assistant ¢o the City Manager, reported that in the case of Collazo
vs. City, C181-3410, Circuit Judge Cecil H. Brown had ordered a distribution of funds in
amount of $3,028.64 to the City. On recommendation of the City Manager,' Commissioner Fart
moved to authorize Jesse F. sparks, Attorney, to appeal said Findings. 'Seconded by Commis-
sioner Yancey and carried.
The City Manager reported that the Florida Department of Law Enforcement asked
the City for a site on which to locate a new Central Florida Crime Laboratory. The Commis-
sion directed the City Manager.to inform the state that the City has no land, available.
Statement in amount of $334.75 submitted from the City Attorney for Professional
Services rendered for June, 1981. Commissioner Fart moved to authorize payment of:same.

The City Manager reported that :the state.had increased by $38,501..00 the 1981-82
Florida ReVenue-Sharing,Funds and further,that the final-Revenue Sharing check for FY 1980-81
was $182,868.00, which is $115,700.00 greater than the estimated~.$67,069.00. The City Manage:
was authorized to revise the estimated budget for 1981-82, to reflect only the tax increase
required for the roll forward millage increase resulting from the additional homestead exemp-
tion provided by state legislation.
The City Manager reported that the St. Johns River Water Management District has
requested the City to adopt an~ordinance to pr. ohibit lawn sprinkling between 9:00 A. M. and
6:00 P. M., plus restrict private well users, even though the City has reduced pumpage by
22.84% belOw the April level, when their order only called for 15% reduction. Commissioner
Farr moved to authoriZe, the'City Manager to advise the St. Johns River Water Management
District that the City feRls it has adequately complied with their request. Seconded by
Commissioner Smith and carried.

The Mayor recommended a study be made of the flow of traffic at the intersection
