on July 22, 1981 as follows:

You will take notice that the City Commission of the. City of
Sanford, Florida, at 7:00 o'clock P. M. on August 10, 1981,
in the City Commission Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not
the City will vacate and abandon any right of the City and
the public in and to a plat of Hidden Lake-Airport Boulevard
Access Road, lying South of Airport Boulevard & between U.S.
Highway 17-92 and Lake Mary Road, being more particularly
described as follows:

The Chairman announced that the Commission would hear from those persons present

No one appeared.
The City Clerk reported that the owners were notified of the public hearing on
July 16, 1981, and that the City has received an alternate easement, recorded in ORB 1346,
page 1743.
Commissioner Fart moved to authorize the City Attorney to prepare the proper ordi-
nance to vacate the plat. Seconded by Commissioner Smith and carried.
Request to authorize package sale of Beer and Wine at the Minit Mizer, 1407 French
Avenue, submitted from Scovell Oil Company. Commissioner Fart moved to authorize same.
Seconded by Commissioner Yancey and carried.

Commissioner Smith moved to remove from table, consideration of a nomination to
the East Central Florida Regional Planning Council, Advisory Committee on Aging. Seconded
by Commissioner Yancey and carried.
Commissioner Fart reported that John J. Kane, 306 Meadow Hills Court, Sanford, FL,
32771, would serve, if appointed.
Commissioner Yancey moved to nominate John J. Kane to the Committee on Aging.

Commissioner Smith moved to remove from table, consideration of an appointment
to the Sanford Housing Authority Board of Directors.

Commissioner Fart reported that it is difficult to find qualified citizens of
the City of Sanford who have the time and are willing to serve on this board, and that people
think that service on this board involves a lot of hassle and grief.
Commissioner Fart moved to table consideration of an appointment to the Sanford
Housing Authority Board of Directors. Seconded by Commissioner Smith and carried.
Recommendation dated August 7, 1981 submitted from the Planning and Zoning Commis-
sion as follows:
Recommend approval to rezone from MR-1 to GC-2, .that property lying
NW of U.S. 17-92 and east of Seminole Community College. The planned
use of the property is for the County Operations Center (Municipal
buildings) including offices, fire station, storage building, public
works operations, detention centers, animal control operations and
other existing uses.

The City Manager reported that the owners of property at 415 and 415~ East Sixth
Street, Condemnation Report No..80-933, have made no apparent effort to repair or demolish
the structures since the property was condemned JanuarY 28, 1980. The City Manager recom-
mended that the persons residing on the property be ordered to vacate, and the City demolish
the structures if a permit is not obtained and corrective work not begun within ten days.
Commissioner Fart moved to initiate proceedings to demolish~the-structures.

lution to authorize the Mayor and City Clerk to execute an agreement with Seaboard Coast
Line Railroad to install a 12 inch water linc'under the railroad on Airport Boulevard. at
the intersection with Lake Mary Road. Seconded by Commissioner Yancey and carried.

Be it resolved by the City Commission of the City of
Sanford, Florida in regular meeting assembled that the Mayor-
Commissioner of said City be, and he hereby is, authorized to
enter into an agreement with the SEABOARD COAST LINE RAILROAD
COMPANY, and. to sign same on behalf.of said City whereby said
Railroad Company grants unto said City the right or license
to install and maintain, f~r the purpose of conducting WATER,
a line of 12-inch pipe across the right of way and under the
main track of said Railroad Company at or near SANFORD, FLORIDA,
as more particularly described in said agreement, which agree-

SAID SECTIONS PROVIDING FOR A DEFINITION OF
GROUND SIGNS AND MOBILE TRAILER SIGNS; PRO-
VIDING FOR SEVERABILITY, CONFLICTS AND EFFEC-
TIVE DATE.

The City Manager reported that the Refuse Division is working a five-day, instead
of the regular four-day, work week, due to a back-log of requests for trash pick-ups during
the spring clean-up, and submitted alternate ways to eliminate back-logs during future
clean-ups as follows:
1. a) Reduce the time to two weeks for trash to be placed .out;
b) Nothing over a half truck load, total;
c) Not more than one time pick-up per home.
2. Send out a card with the resident's name and address for that person to
send into the City at any time during the year for one, free, half a truck
load, pick-up at only that address.
Ail other pick-ups to be at City costs, billed and added to their monthly
refuse fee.
The regular twice a week refuse pick-ups would continue with pick-ups of
all containerized materials that a man can lift into the truck.
Commissioner Farr moved to authorize implementation of Alternate #2. Seconded
by Commissioner Smith and carried.
The City Manager reported that the legislature has increased the general employees
pension cOntribution to 10.93% of salary, with no change in benefits, and that since the
City joined the Florida Retirement System ~n May 1, 1973, the state has changed the system
in ways more costly to cities as follows:
a) Eliminated the waiting period;
b) Eliminated the employee contribution portion;
c) Mandated the City pay the total contribution;
d) Eliminated all returning of funds when an employee terminates, and
e) Began to increase the percentage~'o~st of the service up to the now
established level of 10.93%.
On recommendation of the City Manager, Commissioner Fart moved to authorize the
City Manager to survey all municipalities now under the Florida Retirement System to see if
they would support legislation to allow the City to withdraw general employees from FRS
and establish a locallretirement plan. Seconded by Commissioner Yancey and carried.

between September 15 and October 1,-1981, will. not clear the fire station entrance. On
recommendation of the City Manager, Commissioner Smith moved to authorize a transfer from

The city Manager reported that a traffic count at 25th Street and Mellonville
Avenue is not high enough to meet state warrants for a signal;~ but that the City can pur-
sue signal upgrading-with ~the Department of TranSportation,' with the City to pay 50 % of
the installation costS~ ~ ~ " -
The City Manager submitted Condemnation Group 64, Report No. 81-998, 210 Laurel
Avenue, and recommended holding a public hearing August 24, 1981.' to consider condemning
the property. Commissioner Smith moved to auth same. Seconded by Commissioner Fart and

The City Manager report'ed that the County had informed-~.the' City: that the-plats

The City Manager~r. epor~ted that'.,.;the owner of~ p~operty ~at '1009 Orange Avenue, Con-
demnation Report No. 81-988, has authorized the City :to demolish 'the structure.
The City Manager reported that the population for. Sanford on July 1,.-1981 was
23,774. · .........
John Kendricks, President, Peoples Transit Organization, Metro Orlando Area,
appeared to request the City to fund expansion of the local bus service. The Commission
stated that since ridership on the system is very low and capital and operating costs are
subsidized by tax dollars, that the Commission has no interest in expanding the system
at this time.
George Currie, President, Sanford Jaycees, appeared to support a request for
an exempt license to hold the Hoxie Brothers Circus on October 30, 1981, at the VFW on
17-92, with a large part of the proceeds to be donated to the Downtown Business Association
for Christmas lights. Commissioner Fart moved to waive the license fee to the Jaycees,
upon submission of proper insurance. Seconded by Commissioner Yancey and carried.

Ms. Willie Cart, 2026 Alexander Avenue, appeared~to support the Peoples Transit
Organization and to request to move some of the benches.
The City Manager reported that the City has moved all the benches it had been
asked to move, which, are located in the City.
