A public: hearing was held in' accordance ·,with notice authorized at mjeeting of August 10, 1981, to consider condemnation of structure or'building.on,Report No. 81-998~, ~Condemna- tion Group 64, 210 LaureI'Avenue,'Mr., and Mrs'. Raymond. King, owners. The Chairman~announced that the Commission would hear from the property owners or representatives thereof. Raymond King, 210 Laurel Avenue, owner of the property, appeared and stated some of the items cited in the inspection report have been corrected and he is working on others. Juna J~nes, 2R0 South Laurel Avenue, appeared and stated that they have been ask- ing the Kings to clean up the property for the past two years, and that 12 out of 14 families on the block signed a petition asking the City to take action to correct the situation. Britley C. Angle, 214 Laurel Avenue, appeared to 'complain that the Kings have a lot of dogs, with messes between the houses, and the dogs bark a lot. Jack Burney, 206 South Laurel Avenue, appeared and r~ported that a former dog be- longing to the Kings dug a large hole under the house in which he lives, and they have to kee' the front porch blinds closed to keep from seeing the mess. Also, he cannot park .a vehicle on the street without it being hit and/or damaged by children. Glynn M. Jones, 200 South Laurel Avenue, appeared and stated there are too many people living in the house. Commissioner Keith moved to authorize the City Attorney to prepare the proper ordi- nance to vacate the alley, and retain same as a utility easement. Seconded by Commissioner Smith and carried. A public hearing was held in accordance with notice published in the Evening Herald on August 4 and 14, 1981, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 24, 1981, to consider~changes and amend- ments to the Zoning Ordinance of the City of Sanford, Florida as fol- lows: A Portion of that certain property lying between U.S. Highway 17-92 and Hospital Road and south of Lake Mary Boulevard, is pro- posed to be rezoned from MR-1 (Multiple-Family Residential Dwelling) District to GC-2 (General Commercial) District. The City Clerk reported notice was mailed to the owner on July 17, 1981 and the property posted on July 20, 1981. John Purcey, Director of Public Services, Seminole County, appeared to support the rezoning, and stated they want to bring the property to the same zoning as the property across Highway 17-92. · Edna Swizonski, Box 430a, Old Orlando Road, appeared to protest the proposed do- nating of the property by Seminole County to the Humane Society. On recommendation of the Planning and Zoning Commission, Commissioner Fart moved to authorize the City Attorney to prepare the proper ordinance to rezone the property. Seconded by Commissioner Yancey and carried. On motion of Commissioner Yancey, seconded by Commissioner Fart and carried, Ordi- nance No. 1570 entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, .,~ AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN; SAID AMENDMENT CHANGING THE ZONING OF A PORTION OF THAT CER- TAIN PROPERTY LYING BETWEEN U.S. HIGHWAY 17-92 AND HOSPITAL ROAD AND SOUTH OF LAKE MARY BOULE- ~ VARD FROM MR-1 (MULTIPLE-FAMILY RESIDENTIAL DWELLING) DISTRICT TO GC-2 (GENERAL COMMERCIAL) DISTRICT; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. was introduced and placed on first reading and read in full. Recommend that a definition of "Mini-warehouse" be adopted, as follows: "A warehouse building which is divided into individual rental spaces or bays, to be rented to the public for personal stor- age purpose~, only, none of which spaces or bays will exceed 400 square feet". -Off-street parking requirement: "Three (3) parking spaces for each 25,000 square feet of storage space." Mayor Moore reported the Commission has received a letter from Oscar Redden II, asking to be appointed to said job. Commissioner Keith reported the Commission has received a resume from J. Wain Cum- mings to be appointed. Commissioner..Keith moved to appoint J. Wain Cummings to the Commission of the Hous~ lng Authority of the City of Sanford, Florida. Seconded by Commissioner Yancey and carried. The Mayor stated he had .no nomination for the vacancy on the Advisory Charter Com- mittee. Commissioner Yancey moved to remove from table, consideration of Building Division Permit fees. Seconded by Commissioner Fart and carried. Gary Winn, Building Official, appeared and stated he would like to see the permit fees updated to cover the Building Division's operational costs. Commissioner Fart moved to authorize the City Attorney to prepare the proper ordi- nance to adopt the revised fees. Seconded by Commissioner Smith and carried over dissenting votes of Commissioner Yancey and Commissioner Keith. Commissioner Farr moved to remove from table, consideration of revised editions of various codes, tabled at meeting of August 10, 1981. carried. Seconded by Commissioner Keith and On motion of Commissioner Yancey, seconded by Commissioner Keith and carried, Ordi- nance No. 1571, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT VARIOUS .STANDARD CODES AND AMENDMENTS AND REVISIONS THERETO RELATING TO INSPECTION ACTIVITIES OF THE CITY OF SANFORD AND ENFORCE- MEN.T:" OF BUILDING PROVISIONS AS PROVIDED IN SAID CODES, PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. was introduced and placed on first reading and read in full. The City Clerk reported that Section 2-5.1 of the City Code provides for travel ex- pense of 17¢ per mile and $40.00 per diem and meals. The City Manager reported that the cur- rent allowance under state .law is 20¢ per mile and $50.00 per diem and meals. Commissioner Yancey moved to authorize the City Attorney to prepare the proper ordinance to amend Section 2-5.1 of the City Code to read "as provided by Florida Statutes". Keith and carried. Statement in amount of $1,207.50 submitted from. City Attorney William L. Colbert for services during the month of July, 1981. Commissioner Fart moved to authorize payment of same. Seconded by Commissioner Keith and carried. Request submitted from Henry Gilmore for a No. 81-984, 714 Hickory Avenue. On recOmmendation of the Minimum Housing Code Inspect~m and the City Manager, Commissioner Keith moved to authorize same. Seconded by Commissioner Smith and carried. Request submitted from William A. Cagle to vacate and abandon the northerly 151.48 feet of Palmetto Avenue, lying between East 28th Street .and East 28th Place. Commissioner Smith moved to authorize a public hearing to be held September 14, 1981 to consider same. Seconded by Commissioner Keith and carried.
