091681-Special Session MINUTES City Commission, Sanford, Florida_ September t~ at 4:00 P _IZI .__19. 81 ./ The City Commission of the City of Sanford, Florida~ met in Special Session in the City Manager's Conference Room in the:City Hall in the City of Sanford, Florida, at 4:00- o'clock P. M. on September 16, 1981. Present: Mayor-Commissioner Lee P. Moore Commissioner Milton E. Smith Commissioner Edward A. "Ned" Yancey Commissioner David T. Fart City Attorney William L. Colbert City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Commissioner Eddie O. Keith The meeting was called to order by the Chairman, who announced that the purpose of the meeting was to discuss a rezoning request which had been submitted to Seminole County, to rezone from A-1 to R-2, which would be the same as Ag (Agricultural) District to SR-1A (Single-Family Residential Dwelling) District in the City,. property~described as follows: NE~ of SE~, Section 31, Towhship 19S, Range 31E (less N 32.91 acres and W 20 feet), Public Records of Semi- nole County, Florida. · The Mayor reported that the south boundary line of the property is contiguous to the Sanford City Limits, and the Wynnwood Subdivision, and that residents of the Wynnwood Subdivision are opposed to the propos',,~d rezoning. Commissioner Smith moved to request *tke~iiS-emino!elGo:u~gY~i~klSion to either re- zone the eight acre tract to comply with Sanford's SR-1A zoning as in the adjacent Wynnwood Subdivision, or refuse to Change the present zoning and leave it to the owner to request rezoning from the City afte~ annexation. Seconded by Commissioner Farr and carried. The City Clerk reported that the Sanford Plaza Merchants Association proposes to have White Rides set up eight kiddie rides and one popcorn stand for a promotion from Sep- tember 23 to 26, 1981, and that the application for same is being processed, but has not been received. Commissioner Farr moved to authorize the City Manager to issue an exempt license for same, upon receipt of proper application, subject to insurance and inspection by the Building Division.
