FL_____19 81 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 26, 1981. Alex Senkevich, Florida Department of Environmental Regulation, appeared to pre- sent the final results of the survey of the Lake Monroe-St. Johns River as to waste load allocation for a regional sewer plant for Sanford. Jim Holbrook, Chemical Biologist, Florida Department of Environmental Regulation, appeared and reported the survey was started in late May, with 18 stations in Lake Monroe. Randy Armstrong, Water Quality Management Section, Tallahassee, appeared and reported they have been involved with the 201 program for some time and that information from the surveys made from May to July, 1981, had been summarized and a document is being prepared on it. Further, that in March of 1979 more stringent water quality standards were put into effect. The City Manager stated that the people at the Department of Environmental Regu- lation wrote the new, more stringent standards, after the City of Sanford constructed the secondary Sewer Treatment Plant according to Department of Environmental Regulation approved plans. Commissioner Farr moved to withdraw from the 201 Facility Plan for waste water treatment and to utilize the city's treatment plant for only expansion within the city. Seconded by Commissioner Keith and carried. Mr. Senkevich announced the denial of the application from the City of Sanford for an increase in waste load allocation from 6.5 million gallons per day to 8 million gal- ions per day. John Higgins, Florida Power and Light Company, appeared to report that all new street light installations requested by the City have been installed. They have converted 49 street lights from mercury vapor to the energy saving high pressure sodium vapor, and as they find a defect with a mercury vapor light, it is replaced by the high~!ipressure sodium vapor light. Also, they 'have a five year plan to replace all mercury vapor lights with high pressure sodium vapor lights. Commissioner Smith moved to authorize the City Attorney to prepare the proper ordinances to annex said property. Seconded by Commissioner Yancey and carried. Commissioner Keith moved to remove from table, consideration of merit increases for department heads, tabled at meeting of October 12, 1981--.. Seconded by Commissioner Yan- cey and carried. The City Manager reported that the last time the department heads were considered for a merit raise was October 1, 1979. After discussion, the Commission authorized the City Manager to compile a proposed one-time merit increase plan for department heads, based on ~/o per year of service in that position and to compute the total cost for same. After being read by title, the Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the adoption of the ordinance. No one appeared. Commissioner Yancey moved on the passage and adoption of Ordinance No. 1581. Seconded by Commissioner Smith and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1581, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 25-5(a) OF THE SANFORD CITY CODE KNOWN AS SWIMMING POOL CODE TO PROVIDE FOR AN ENCLOSURE AT LEAST 4 FEET HIGH AROUND SWIMMING POOLS; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. On motion of Commissioner Fart, seconded by Commissioner Yancey and carried, Minutes of October 12, 1981, were approved. The City Manager submitted replats of Groveview First Addition, Groveview Second Addition and Groveview Third Addition, which he said had previously been approved, but because the owner of record had not signed the original plats, it is necessary to file corrected plats. Commissioner Farr moved to authorize the Mayor and City Clerk to execute said replats. Seconded by Commissioner Yancey and carried. The City Manager reported that the Florida .Department of Transportation had re- quested the City enter an agreement to pay one-half of the maintenance cost of railroad signals on Sanford Avenue at Rosalia Avenue and on 20th Street at Glenway Drive, at an annual cost of $490.00 each. Commissioner Yancey moved to table same. Seconded by Com- missioner Smith and carried. The City Manager reported that the city personnel had met with A. B. Hal~, Sea- board Coast Line Railroad Roadmaster, on October 19, 1981, to discuss action to remove and repa've rail crossings at six locations in Sanford on the old Sanford and Everglades Branch Railroad which have been abandoned, and that they agreed with action as follows: 1) City to provide men and equipment to remove rails, rail plates, and ties, shaPe up crossing for limerock; compact limerock and asphalt with steel wheel roller. 2) Railroad to provide limerock and asphalt, place, and City will compact both. 3) No bills. ~ Further, that the work will beg~n November 2, 1981. M I'NU TE"S City Commission, Sanford, Florida October 26 at 7:00 P, M_ 19 81 The City Attorney next reported on the case of City of Sanford vs. City Chemicals Industries, Inc., that there is a hearing scheduled to consider whether or not to hold City Chemicals in contempt of court for-not furnishing financial data as requested; there is discussion of settling the case by agreement, which is to be in writing no later than October 28, 1981, said agreement to provide: 1) removal of the first lot of chemicals be within 24 hours after signing the agreement. 2) removal of no less than 7,000 gallons per week. 3) removal of the empty drums within 48 hours of the time they are emptied. The City Manager reported the proposed removal as stated would take a mimimum of 22 weeks. " On recommendation of the City Attorney, Commissioner Farr moved to authorize the City Attorney to file said agreement on behalf of the City. Seconded by Commissioner Yancey and carried. On recommendation of the City Manager, Commissioner Fart moved to authorize salary reclassificationa .as follows: Roy Williams from Police Sergeant E to F, $19,988.85 annual. F. John Steffens from Building Inspector E to F, $16,151.10 annual. David Ansley from Police Officer E to F, $17,524.50 annual. Seconded by Commissioner Yancey and carried. The City Manager reported that three businesses at the Marina have asked for regulation of organized events held at the Marina and have submitted proposed rules as fol- lows: A.An organized event of 30 boats or more must obtain a permit from the City. B.The permit will entitle them to free use of the public facilities on the island. C.An organized event of 30 boats or more must provide Port-A-Lets on the beach area for their participants. D. Monzoe Harbour, Inc., Holiday Inn and Strictly Sail will get a copy of the permit. The permit will include the group name, the person organizing the event, the address and the telephone number to contact them. · E. A clean-up, committee must be provided by the group. The City will hold a $50.00. deposit to insure proper clean up.- The deposit will be returned to the group. We are recommending that the City Parking Area be relined and NO PARKING areas~be designated. Commissioner Yancey moved to authorize the City Manager to consolidate the suggestions with City regulations to be~submitted at the next meet:ing.. Seconded by Commissioner Keith and carried. On recommendation of the City Manager, the Commission authorized the fall art show of the Art Association to be in Fort Mellon Park. Commissioner Yancey reported that people in his neighborhood want to organize a Crime Watch Area. The City Manager stated that the Sanford Police Department will probably have a Crime Watch Program initiated by November 15, 1981. Commissioner Yancey moved to open the General Sanford Museum and Library for an additional day each week, and to authorize transfer in amount of $1,400.00 from. Contingency to Provide for same. Seconded by Commissioner Fart and carried.
