the City Hall in the City of SangTd, Florida, at 7:00 o'clock P. M. on November 23, 1981.

The meeting was called to order by the Chairman.

ABANDONING A PORTION OF AN ALLEY.
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
' Florida, at 7:00 o'clock P. M. on November 23, 1981, in the City Com-
mission Room at the City Hall in the City of Sanford, Florida, will
consider and determine whether or not the City will vacate and aban-
don any right of the City and the public in and to a portion of a
nOrth-south alley lying between Fifth Street and Sixth Street and be-
tween Park Avenue and Oak Avenue, further described as follows:
The Easterly 1.0 foot of the South 20.25 feet of the North
136.35 feet of an alley being in Block 7, Tier 4, E. R. 'Traf-
ford's Map of the Town of Sanford, according to the plat there-
of as recorded in Plat Book 1, Pages 56/through 64 of the
Public Records of Seminole County, Florida.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed alley closing.
The City Clerk reportedi that notice of the public hearing was sent to property
owners on November 2, 1981.
Robert J. Cartwright II, P. O. Box 656, Casselberry, FL, appeared to support the
request.
The City Manager and the City Engineer sUbmitted recommendations to deny the re-
quest, since the alley contains an 18-inch concrete sewer, line approximately seven feet deep,
and a six-inch water line.
On recommendation of the 'City Manager Commissioner Smith moved to deny the request

The Commission next presented a plaque to Fire Lieutenant Ed Brooklyn, in recogni-
tion of 25 years employment with the City.
On recommendation of the City Manager, Commissioner Yancey moved to authorize stree
to be closed for the Sanford-Seminole Art Association's 1982 Art Show, October 9 and 10, 1982
as follows:
First Street between Park Avenue and Palmetto Avenue.
Magnolia Avenue between First Street and Third Street.
Seconded by Commissioner Smith and carried.

On recommendation of the City Manager, Commissioner Farr moved to authorize the City Manager
to issue purchase orders for same, including the additional costs for street division flat
bed dump truck to increase the bed from 11 feet to 14 feet, if within the budget. Seconded
by Commissioner Smith and carried.
Commissioner Fart moved to authorize the City Manager to be the delegate to attend
the Florida League of Cities 21st Annual Conference for City Officials and City Attorneys
in Tallahassee on January 7 and 8, 1982. Seconded by Commissioner Smith and carried.
On recommendation of the City Manager, Commissioner Smith moved to authorize the
City to install 2,260 feet of six-inch PVC sewer force main pipe and 890 feet of eight-inch
PVC water line for Rush-Hampton Industries building, on Silver Lake Road, with Rush-Hampton
to pay estimated costs of $24,892.01 for materials, borings and jackings and the City to
provide the labor and equipment, at estimated cost of $10,867.74. Seconded by Commissioner

attend a review by a legislative committee on December 2, 1981 at 9:00 A. M., of the water
districts' mandatory rules for water supply limitation. Seconded by Commissioner Yancey
and carried.
The City Manager rep°rted that on November 17,'1981, Mr and Mrs. David Freeman,
owners of property at 819 West Third Street, Condemnation Report No. 80-960, obtained a demoi
lition permit for said property, and that Michael D. Jones, Attorney, had written to inform
the City Attorney that his firm does not represent Mr. Freeman anymore in regard to this
matter.
The City Manager submitted a copy of an Order, executed by Circuit Judge Kenneth
M. Leffler on November 16, 1981, requiring, in part, that City Industries, Inc., City Chemi-
cal Company and Arthur Greet, begin removal of hazardous wastes from the Sanford site within
24 hours of signing, by the Department of Environmental Regulation of a Contract for use of
the Hazardous Waste Management Trust Fund, with completion of the clean-up within 26 weeks
from the signing of said Contract, with a minimum removal of at least 7,000 gallons per week.

On recommendation of the City Manager, Commissioner Farr moved to authorize salary
reclassification as follows:
Frederick D. Robinson, Street Division, from Maintenance Worker

Joe Dillard, Police, from Sergeant C to D, $17,675.70 annual.
Seconded by Commissioner Yancey and carried.
The City Manager reported that the Downtown Merchant's Association's Christmas
decorations are no longer useable, and recommended the City re~u'mn them to said association.
The Commission authorized same.
On recommendation of the City Manager, Commissioner Yancey moved to authorize use
of the Civic Center, with alcoholic beverages, after payment of proper fee, as follows:
