M. 19_82 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford,. Florida, at 7:00 o'clock P. M. on February 22, 1982. A public hearing was held in accordance with notices authorized at meeting of Feb- ruary 8, 1982, to consider condemnation of 12 structures or buildings on Condemnation Group 67, Reports Numbers 82-1015 through 82-1026. After consideration, Commissioner Fart moved that finding the buildings under Con- demnation Reports Numbers 82-1015 through 82-1026 to be unsanitary, unsafe and delapidated, that said structures be condemned and the owners given 90 days in which to repair or demolish said structures; and if the structures are not repaired or demolished within 90 days, to auth( rize the City to demolish same and levy a lien against the property. Seconded by Commissione~ Keith and carried. Request submitted from Raymond Fields, Jr., for a 90 day time extension on Condem- nation Report Number 81-1010, 1018 Maple Avenue. On recommendation of the Minimum Housing Code Inspector and the Acting City Manager, Commissioner Keith moved to authorize same, with 30 day inspections, and if no satisfactory progress, to bring the extension back to the Commission for rescinding and demolition of the structure. Seconded by Commissioner Yancey and carried. Commissioner Yancey moved to remove from table, consideration of use of Seminole County's "Baker Act" funds for a community-based residential care facility. Seconded by Commissioner Smith and carried_ 4 MINUTES City Commission, Sanford, Florida February 22, at 7:00 P.M. 19 82 The City Manager reported that some persons who are hospitalized under the Baker Act could instead be cared for in a residential community-living center, at less cost than hospitalization, and that Seminole County has asked the state to authorize them to use paft~ of said-funds to develop and operate, on a trial basis, a residential community-living center Commissioner Keith moved to support the concept of such a center, financed with Baker Act funds. Seconded by Commissioner Smith and carried. Commissioner Yancey moved to remove from table, consideration of an~appointment to the Board of Bond Trustees. Seconded by Commissioner Keith .and carried. Commissioner Keith submitted the name of Joseph A. Oritt, for consideration of appointment to said board. Commissioner Fart submitted the name of John Mercer for consideration. Commissioner Smith moved that the nominations be closed. Seconded by Commissioner Keith and carried. Commissioner Yancey. moved to appoint Joseph A. Oritt to the Board of BondT~ustees. Phillip Logan, Attorney, appeared and stated he represented the owner, Abraham I. Tenzer, and reported that the owner plans to construct single-family homes on the property, compatible with the surrounding areas, under SR-1A zoning. The C%ty Manager reported that Mrs. King, owner of property at 210 Laurel Avenue, Condemnation Group 64, Report No.~8t-998, had asked that the 30 day prOgress inspection be delayed a week from the scheduled date of February 18, 1982, and stated the inspection will be made and reported at the next Commission meeting. The City lqanage~ reported that from available information it appears they have been using a private service for approximately five years, but never asked the' city to stop the service until now. The Commission affirmed that the service was available to them and denied the request for a re- fund. The Mayor reported he had received a letter from Amos C.
