The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford,. Florida, at 7:00 o'clock P. M. on February 22, 1982.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notices authorized at meeting of Feb-
ruary 8, 1982, to consider condemnation of 12 structures or buildings on Condemnation Group
67, Reports Numbers 82-1015 through 82-1026. The Chairman announced that the Commission
would hear from property owners or representatives thereof. A review of each individual re-

No one appeared.
After consideration, Commissioner Fart moved that finding the buildings under Con-
demnation Reports Numbers 82-1015 through 82-1026 to be unsanitary, unsafe and delapidated,
that said structures be condemned and the owners given 90 days in which to repair or demolish
said structures; and if the structures are not repaired or demolished within 90 days, to auth(
rize the City to demolish same and levy a lien against the property. Seconded by Commissione~
Keith and carried.
Request submitted from Raymond Fields, Jr., for a 90 day time extension on Condem-
nation Report Number 81-1010, 1018 Maple Avenue. On recommendation of the Minimum Housing
Code Inspector and the Acting City Manager, Commissioner Keith moved to authorize same, with
30 day inspections, and if no satisfactory progress, to bring the extension back to the
Commission for rescinding and demolition of the structure. Seconded by Commissioner Yancey
and carried.
Commissioner Yancey moved to remove from table, consideration of use of Seminole
County's "Baker Act" funds for a community-based residential care facility. Seconded by
Commissioner Smith and carried_

The City Manager reported that some persons who are hospitalized under the Baker
Act could instead be cared for in a residential community-living center, at less cost than
hospitalization, and that Seminole County has asked the state to authorize them to use paft~
of said-funds to develop and operate, on a trial basis, a residential community-living center
Commissioner Keith moved to support the concept of such a center, financed with Baker Act
funds. Seconded by Commissioner Smith and carried.
Commissioner Yancey moved to remove from table, consideration of an~appointment
to the Board of Bond Trustees. Seconded by Commissioner Keith .and carried.
Commissioner Keith submitted the name of Joseph A. Oritt, for consideration of
appointment to said board.
Commissioner Fart submitted the name of John Mercer for consideration.
Commissioner Smith moved that the nominations be closed. Seconded by Commissioner
Keith and carried.
Commissioner Yancey. moved to appoint Joseph A. Oritt to the Board of BondT~ustees.
Seconded by Commissioner Keith and carried.

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on February 22, 1982, to consider the adoption of
an ordinance by the.City of Sanford, Florida, as follows:

WHEREJkS, there has been filed with the City Clerk Of

and address of the property owner in the area described herein-
after requesting annexation to the corporate area of the City of
Sanford, Florida, and requesting to be included therein; and
WHEREAS, the-Property Appraiser of Seminole County,
Florida, having certified that there is one property owner
in the area to be annexed, and that said property owner has
signed the petition for annexation; and'
WHEREAS, it has been determined that the property
described hereinafter is reasonably compact and contiguous
to the corporate area of the City of Sanford, Florida, and it
has further been determined that the annexation of said property
will not result in the creation of an enclave; and
WHEREAS, the City of Sanford, Florida, is in a position
to provide municipal services to the property described herein, i-
and the City Commission of the City of Sanford, Florida, deems
it in the best interest of the City to accept said petition
and to annex said property.

Phillip Logan, Attorney, appeared and stated he represented the owner, Abraham I.
Tenzer, and reported that the owner plans to construct single-family homes on the property,
compatible with the surrounding areas, under SR-1A zoning.
The Commission answered several questions from the audience.

Ms. Davis submitted letters from parents recommending her services. Commisaioner Yancey

On recommendation of the City Manager,-Commissioner Fart moved to authorize salary
reclassification for Melba Reid, Police Department, from Communications Officer D to E,
$12',149.55 annual. Seconded by Commissioner Yancey and carried.
The C%ty Manager reported that Mrs. King, owner of property at 210 Laurel Avenue,
Condemnation Group 64, Report No.~8t-998, had asked that the 30 day prOgress inspection be
delayed a week from the scheduled date of February 18, 1982, and stated the inspection will
be made and reported at the next Commission meeting.

The City lqanager reported that the Firestone Store, a commercial refuse customer,
claims it.has not been using the' City refuse service and requested a refund. The City lqanage~
reported that from available information it appears they have been using a private service
for approximately five years, but never asked the' city to stop the service until now. The
Commission affirmed that the service was available to them and denied the request for a re-
fund.
The Mayor reported he had received a letter from Amos C. Jones, Executive Director,
Seminole Community Action, Inc., asking the Commission to designate a representative to the
Seminole Co~mmunity Action, Inc. Board of Directors for the new program year. Commissioner
Smith moved to appoint Commissioner Yancey. Seconded by Commissioner Farr and carried.
