The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, on March 22, 1982 at 7:00 P. M.

The meeting was called to order by the Chairman.
Thomas Wilson III, Chairman, Advisory Charter Committee, appeared and gave a pre-
sentation of the highlights of their report. The Commission authorized to meet in a workshop
session in the City Manager's Conference Room on April 5, 1982 at 4:00 P. M. to discuss the
proposed Charter changes and amendments, and to invite the members of the Advisory Charter
Committee to attend said meeting.
A public hearing was held in accordance with notice published im the Evening Herald
on March 2 and 12, 1982, as follows:

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on March 22, 1982, to consider changes and amend-
ments to the Zoning Ordinance, and amending the Future Land Use Ele-
ment of the Comprehensive Plan of the City of Sanford, Florida, as
follows:
A portion of that certain property lying south of and abut-
ting Silver Lake Drive and between Mellonville Avenue exten-
ded southerly and Ohio Avenue extended southerly is proposed
to be rezoned f~m AD (Agricultural) District to MI-2 (Me-
dium Industrial) District. Said property being more particu-
larly described as follows:
The South one-half of the Southeast one-quarter
of Section 7, Township 20 South, Range 31 East,
Public Records of Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman announced.that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Those appearing in opposition were~as follows:
Richard Fowler,. 3400:Whitner~Way, appeared and reported he represented other prop~
erty owners in'the Silver Lake Area, that ~they had opposed the:rezoning of this property:to
industrial in 1979, and still do, for.reasons as follows:

1. The Comprehensive Land Use Plan calls for residential.
2. Industrial property is north and west of Silver Lake and this will make in-
dustrial zoning on three sides of a highly-zoned residential area.
3. Property values and quality of life would suffer.
4. There is now adequate industrial property in the area.
Also, that his group is concerned about adequate buffer areas, and questioned if repeated
changes in the Comprehensive Land Use Plan will render it useless.
The Mayor reported that Duke Adamson, owner of property fronting on Silver Lake
Drive, had offered to provide trees and plants for a buffer area, and had requested only
one entrance to the property, and that it be on Mellonville Avenue~
Margeurite Terwilliger Cornell, 309 West 15th Street, reported she had lived on
Silver Lake until last December, and read a petition which she said contained signatures of
city and county residents opposing the rezoning.
F. Whitner Chase, Jr., Winderme~.e~, Florida, appeared and reported he and his wife
own property in the Silver Lake area and are opposed to ~he rezoning.
Dorothy McReynolds, Lake Golden, appeared in opposition.
Joyce Hetzel, Lake Onora, appeared in opposition.
Nancy P. Butler 3105 Mellonville Avenue appeared in opposition.
Mary Tobin, intersection of ~io Avenue and Marquette Avenue, appeared and com-
plained of pollution and smell around her home about three weeks ago, which she reported
was from the smelter plant.
W. L. Gramkow, 130 West Airport Boulevard, appeared and reported he is concerned
about traffic, no adequate streets, and that he doesn't think the water and sewer plants
are adequate to handle the increased loads.
Elise Cornell, Silver Lake, appeared and asked for .:.~some restriction of traffic
going north on Mellonville Avenue from :Sitve~.Lake~Drive~
Jane Chase, Windermere, appeared in opposition.

Also, that Bob McKee, a builder, is constructing residential unitS, to sell around the $150,-
000.00 price range, closer to the proposed industrial ,property than Duke Adamson's house, that
there is a 500 foot wooded Buffer area on Silver Lake Drive and they intend to keep as many

portion of Hunt Industries located in the City, that they,would be happy to pu~ some type
of restriction on the property, recorded in public records, like requiring site plans of each
industrial building to be submitted and app:ro~ed by.an architectural review committee, one
member of which would be a resident of the Silver Lake area, before the site plan could be
submitted to the City's Planning.and Zoning Commission. ~
Scott Burns, 119 Scott Avenue, appeared and reported he has been a member of the
Industrial Development Committee at the Chamber.of Commerce, and he supports theproposed
rezoning
W. C. Hutchison, Wekiva River, appeared and :repo=tedl they have employed Compton,
Porter & Homes as engineers for this property, and they intend to hire a good planner, and
want to see that this project will,not do an injustice to the people in this area, and that
the development can be controlled by site plan. .~
Jack Homer, 123 Linda Lane, Sanford, Executive Director, Greater Sanford Chamber
of Commerce, appeared and read a resolution, which he reported was adopted unanimously by
the Industrial Action Committee of the Chamber of Commerce, said resolution supporting the
proposed rezoning.
On recommendation of the Planning and Zoning Commission, Commissioner Yancey moved

to authorize the City Attorney to prepare~the proper ordinance to rezone the property. Secon
ded by Commissioner Keith and carried.
The Commission affirmed that the residents to the north of the property would be
invited when the site plan for this property is brought .to the. City Commission.
The City Manager reported that the request tabledliat meeting of March 8, 1982, sub-
mitted by Barbara Hughes, Seminole County Extension Agent - Home Economics, had been satis-
factorily resolved.
Joe Johnson, 402 Satsuma Drive, Minister, Sanford Christian Church, 137 West Air-
port Boulevard, appeared to support a request to install on the church property, one perma-
nent and two temporary trailer homes.with proper utility hook-ups. He reported one would
be used by the church staff and two would be used by visiting evangelists. The City Manager
reported that mobile homes/travel trailers .are not: permitted, except in licensed mobile home
parks Mr. Johnson inquired about the use of a modular home.

The City Attorney reported he did not feel it would be against the law to install "speed:
bumps", but in.the .event of ~an accident involving them, the City could be liable.. The Com-
mission authorized the Police Chief?~and the City Manager t,o survey the area and to take
necessary action to slow the traffic, also to survey the Coronado Concourse area for same.

pay raise for the City Attorney and the City Physician, effective April 1, 1982, as budgeted.
Seconded by Commissioner Smith and carried.
On recommendation of the City Manager, Commissioner Farr moved to authorize the
Mayor and City Clerk to execute a renewal of the Cemetery maintenance contract in amount of
$36,000.00 per year, for period of July 1, 1982 to June 30, 1983. Seconded by Commissioner
Yancey and carried.

Request for Changes in FY 1982 Budget
The $508,000 AMF construction project was budgeted-for completion.
in FY 81, but approximately $318,000 of this project slipped to
FY 82. In addition, since approval of the FY 82 budget, the
'Airport Authority has approved:

$300,000 for RIS Irrigation Systems
Addition of a billet for another Air..Traffic
Controller
Procurement.of a Paint Striper, a 50 KVA Power
Unit and three radios for use in the terminal

Also provision must be made for the increase of the state
retirement payments from 9.1% to 10.93% of the salary.
Accordingly, the Sanford Airport Authority, at its meeting this
date, approved the following changes to the FY 82 budget and it
is requested that the City of Sanford approve these changes and
that the line items in the Airport Authority FY 82 budget be
adjusted as indicated.

The City Manager reported that the City Policy on Loadi~gi~ Zones had inadvertently
been left out of the Policy Manual, and recommended the existing policy be put in writing,
as follows:

The City shall not pr'ovide more than one (1) loading zone
on one side of the street in any block length (or using
an equivalent block length).

On recommendation of the City Manager, Commissioner Farr moved to accept low bid from Raybro
Electric in amount of $2,210.00 for five magnetic starters and low bid from Jones Electric
in amount of $250.00 for two disconnect switches, and to authorize transfer in amount of
$428.00 from Account 2-01-51469-2 to cover the two additional disconnect switches, and in-
flation. Seconded by Commissioner Keith and carried.
The City Manager reported there had been a third breaking and entering at the City's
Maintenance and Parks buildings on West Sixth Street, and that City Staff is considering
security measures as follows:
A) Provide area cleanup by removing two out buildings,

C) Providing fencing, 9 guage, 6 foot height, with
three strand barbed wire, 1 swing gate, at rea.z of

on the City of Sanford working together with my Firm on its renovation.

renovation. Presently, we. are leasing tvx~ separate buildings in Deland. We

period. We feel this location is suitable for our growing needs. Obviously,

Commissioner. Smith moved to cooperate with Mr. Lee, with the stipulation that the renovations

be completed within six months from March 22, 1982. Seconded by Commissioner Yancey and
carried.
Request submitted from the Ballet Guild of Sanford-Seminole, for a contribution in
the amount they paid for Civic Center rental, as the Commission authorized for the Mutual
Concert Association. Commissioner Yancey moved not to consider any requests for municipal
support of various functions pertaining to rental of the Civic Center until budget prepara-
tion workshops. Seconded by Commissioner Keith and carried.
The City Manager submitted Condemnation Group 68, Reports Nos. 82-1027 through
82-1038, and recommended a public hearing be held April 12, 1982. to consider same. Commis-
sioner Fart moved to authorize said public hearing and to authorize the proper notices to
the owners. Seconded by Commissioner Smith and carried.
The City Manager was authorized to prepare letters of commendation for the Commis-
sioner's signatures, to the members of the Advisory Charter Committee for their work on
said committee.
Slim Galloway appeared and reported that Forrest Foggin had submitted his resig-
nation as a member of the Planning and Zoning Commission. The Commission authorized to dis-
cuss appointment of a replacement at meeting of April 12, 1982.
There being no further business, the meeting was adjourned.
