The City Commission. of the City of Sanford, Florida, met in Special Session in
the City Manager's Conference ~ Room in the City Hall at 4:00 o'clock P. M._ on April 5, 1982.

The meeting was called t~o. order by the Chairman, who' announced the purpose of the
meeting was to discuss with the Advisory Charter Committee,' the proposed revisions and amend-
ments to the Charter as submitted by said committee.
Article II, Sec. 2.01 (a-) and.2.01 (b) were discussed',

Dear Henry:
'As a follow-up to our' telephone conversation of March 30, 1982, I am providing
information you requested relative to the City Commissioners giving consi~deration to
conducting your municipal election on the same-day on which the first primary
'elections are held.
In the event a determination is made to hold the municipal election on the
same day on which the first primary elections are conducted, I would recommend
. that the items listed below be included in your E~ection Procedures:
(1) (Sec. 100.061,'F.S.) Indicate that' your city general election J shall
be held on the first Tuesday that falls on the sixth day or later
in September of each year. This would make your city general
election date conform to the date of our first primary election.
In 1982, your city general election would be held on September 7.
(2) '(Sec. 100.091(1), F.S.) Indicate that a run-off election shall be
- held on the third Tuesday after the city general election in each
year in all contests in which a candidate does-not receive a
majority. However, in 1982, the run-off election shall be held
on the fourth Tuesday after the city general election. This
would make your run-off election date conform to the date of
our second primary election. In 1982, your run-off election
would be held on October 5. PLEASE NOTE: We have previous-
ly assisted you in conducting your run-off election two weeks
after your city general election. Because of the workload in
this office at that particular time, we would not be in a
position to perform all the necessary functions (such as ordering
ballots, programming the computer, counting the ballots, etc.)

held on the same date as our second primary elect;on.. In addition,
: this would allow additional time in which to issue absentee ballots
for your run-off election.
(3) .(Sec. 99.061(1), F.S.) Indicate that each person seeking to qualify
'- for election shall file his qualification papers with, and pay the
· qualification fee to the qualifying officer at any time after noon
of the 1st day of qualifying, which shall be the 63rd day prior to
the city general election, but not later than noon of the 49th day
prior to the date of the city general election. This would make
your qualifying dates conform to our qualifying dates. In 1982,
the qualifying period would be from noon on July 6 through noon
~ on .July 20.
(a) . (Sec. 99.061(3)(a), F.S.) Indicate that each person seeking
to qualify as a write'in candidate shall file his qualification
papers with the qualifying officer at any time after noon
of the 1st day of qualifying, which shall be the 63rd day
~ prior to .the city general election, but not later than noon
of the 42nd day' prior to the date of the city general
election.. This would make your qualifying dates conform
· to our qualifying dates. In 1982, the qualifying period for
'write-in candidates would be from noon on July 6 through
noon on July 27.
(b) (Sec. 99.061(3)(b), F.S.) Indicate that any person who is
seeking election as a write-in candidate shall not be re-
quired to pay a'filing fee. A write-in candidate shall not
'be entitlcd to have his name printed on any. ballot; however,
' space for his name to be written in shall be provided on the
city general election ballot. No person may qualify as a
write-in candidate if he has also otherwise qualified for
election to such office. This procedure would put you in
compliance with Chapter 99.061(3)(b), Florida Statutes.
~ (4) (Sec. 101.27(3), F.S.) Indicate that the names of unopposed
i candidates shall not appear on the city general election ballot;
i each unopposed candidate shall be deemed to have voted for
himself. This would prevent you from the requirement of going
to the expense of conducting an election when a candidate has
no opposition.
(5) (Sec. 99.092(3), F.S.) Indicate that the qualifying officer shall,
immediately after the last day of qualifying, submit to the
Supervisor of Elections, a list containing the names and addresses
of all candidates and the offices for which they qualified. This
: procedure would assist this office in immediate preparation of
the ballot layout and expedite the printing of your ballots, in
1982, the date for submitting this list to this office Would be
July 21.
At this time, it would appear that the cost of conducting your city election on
the same day as.our first primary election would be approximately 15 cents per
ballot Plus the cost of poll workers at each precinct. According to the number of
registered voters per precinct in the City of Sanford, it would appea? that you would
need a maximum of 32 poll Workers.
For your information, we currently have two municipalities which conduct their
~..~: elections on the same day as our general election during the month of November in
i even-numbered years; the City of Altamonte Springs and the City of Winter Springs.
In even-numbered years when we are conducting the general election, the city
'residents of Altamonte Springs and. Winter Springs cast both city and county ballots
at the county precinct polling places. This procedure would also be required for
" Sanford city residents.
· In Odd-numbered years when we are not conducting general elections, the City
'of Altamonte Springs and the City of Winter Springs has only three polling Place
locations each. As has been done in the past; you would have the option, in odd-
~ numbered years, of designating one or more polling place locations as long as the
boundary lines are concurrent with county precinct boundary lines.
In the event a determination is made that you conduct your city election on
, the same day as our first primary election, I wobld recommend that you designate
an individual to be present in our ballot counting equipment room when we conduct
the logic and accuracy ..test which is required under Chapter 101.5612, Florida
Statutes, and on election night during the time the city ballots are being coonted.

As has been done in the past, you would receive the official precinct election
results on election night, As has also been done in the past, your absentee ballots
would be turned over to your Canvassing Board prior to noon on the day following
the election or we' can count your absentee ballots on our ballot counting equipment.
I am hopeful the aforementioned information will be of some assistance to
you and hopefully I have included all the major procedures which should be made a
part of your Election Procedures. If you have any questions regarding the information
provided, please do not hesitate to contact me. Of course, if any of the City
Commissioners feel there is a need to discuss any of the items on which they may
have any questions, I will be glad to attend .any such meeting.
