The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 12, 1982.

The meeting was called to order by the Chairman.
Carl Weist, New Resource Group, Inc., appeared and presented a demonstration on
water conservation and his group's programs to retrofit existing homes with water conserva-
tion devices. He reported a typical home could save approximately 100 gallOns of water per
day by using their kit consisting of an aerator-type shower head, a water saving aerator for
the sink faucet, and flush dams for the water tank. Further, the cost of the basic kit is
$15.00, and his company would give educational demonstrations for an additiOnal charge of
$3.00 per kit. Commissioner Farr moved to implement the plan to retrofit existing homes with
the water conservation devices, and ~o autho.rize:'i:the~city to offer the kits for sale for
$15.00, and further, to authorize the educational program by New Resource Group, Inc. at a
cost of $3.00 per kit to be paid by the City, and to authorize the City 'Manager to execute
a contract for same. Seconded by Commissioner Smith and carried over dissenting vote of Com-
missioner Keith.
A public hearing was held in accordance with notices authorized at meeting of
March 22, 1982, to consider condemnation of 12 structures or buildings on Condemnation Group
68, Reports Numbers 82-1027 through 82-1038. The Chairman announced that the Commission woul~
hear from property owners or representatives thereof. A review of each individual report was

The City Manager reported that Mrs. Phoebe Carpenter, Administrator, Community
Coordinated Child Care for Central Florida, Inc., had requested the City provide free office
space for their organization, and that the request had been denied.
The City Manager reported'that Meg Newman and Carole Pegram, Co-Chai=men, Miss
Sanford Scholarship Pageant, sponsored by the Junior Woman's Club of Sanforid, Inc., had sub-
mitted a request to remodel the Civic Center from an auditorium use to a theater tYpe facility
and that he had informed them that the Commission had determined an auditorium type facility
was the best utilization of the building for the City in general.
On recommendation of the City Manager, Commissioner Fart moved to authorize pay-
ment in amount of $1,233.33 to Kelton and Associates, Inc., for work on the double taxation
suit. Seconded by Commissioner Smith and carried.

Drive, across the street from 2630 E1 Capitan Drive.

On recommendation of the City Manager, Commissioner Yancey moved to authorize the
Elks Club to use the Civic Center, with alcoholic beverages, on October 23, 1982, after pay-
ment of the proper fee. Seconded by Commissioner Keith and carried.
Letter submitted from Forrest Foggin, resigning from the Planning and Zoning Com-
mission. The Commission accepted same with regrets and authorized a letter of appreciation
to Mr. Foggin.
Commissioner Keith moved to appoint Darrell Grieme to fill the unexpired term of
Forrest Foggin on the Planning and Zoning Commission. Seconded by Commissioner Smith and
carried.

On recommendation of the City Manager, Commissioner Fart moved to authorize salary
reclassifications as follows:
a) Anardi Collazo, from Police Officer C to D, $16,115.74 annual.
b) Eugene PhariS, from Police Sergeant E to F, $20,788.40 annual.
c) A. Robert Kelly, from Public Works Director D to E, $31,200.00 annual.
Seconded by Commissioner Smith and carried.
The City Manager reported that the Veterans of Foreign Wars is vacating the log
cabin building located at Seminole Boulevard and Myrtle AvenUe and that three different
service organizations have already requested use of the building. On recommendation of
the City Manager, Commissioner Smith moved to authorize the City Manager to terminate, in
writing, the Veterans of Foreign Wars' use of the building no later than June 30; City inspect
the building upon its becoming vacant and allow all interested Sanford community service
organizations to present proposals for their use of the building and the City select the
offer the Commission feels is in the best interesta of the City. Seconded by Commissioner
Yancey and carried.
On recommendation of the City Manager, Commissioner Keith moved to adopt up-dated
Cemetery Regulations as fOllows:

SECTION I. BURIAL & CEMETERY LOT PURCHASE
A). Eligible Purchasers:
To be eligible for purchase of cemetery lots or spaces

Eligible for Burial:
To be eligible for burial in the Sanford Municipal Cemetery,
one must:
1, Be' owner of record; or
2. ' Be given permission 'by owner of record or their
legally appointed probater of the family estate
or executor of the estate of the deceas-ed.
C). Method oS Grave Locations for Burial:
Assuming all conditions in Section B are met,.when need
arises for use of owned cemetery spaces, the owner of record
must:
Contact City of sanford Recreation & Parks
Department and request grave layout; and
Designate actual space for burial;
.Or have funeral home handling arrangements
contact City of Sanford with information.

Funeral Arrangements:
Families must make all arrangements with'Funeral Director
in regards to:

Burial Regulations: ,,
Those companies or individuals responsible for actually
opening and closing of graves:
Shall be liable for any damages done to monuments,
markers,-turf, shrubbery and water lines or
irrigation systems which are damaged in process
of per~0rming their duty.
The funeral home, employing any person or ~ompany
to open and close graves, shall be considered the
primary 'contractor and the company or persons
hired to open and close graves shall be considered
sub-contractors of the funeral home'. Therefore,
in case of damages as listed in Section I, (E) 1
above shall apply and the Funeral Director shall
be liable.
All graves for adult burials shall be a minimum of
4'.3" in depth and shall provide a covering of fill
not less than 18" on top of ~he vault; compacted
to ground level.
Absolutely no mounding of graves will be allowed·
SECTION II.
i).
VETERAN BuRIALs
Free burial for veterans will be provided under the
following circumstances:
1.Deceased must be a resident of the'City of
Sanford;
2. Or must be resident of Seminole County with
active-membership in a local veteran Organization
in the City of Sanford. (Excluded are non-residents~
out-of-county, or out-ofrstate persons.)
SECTION III.
A).
COST OF CEMETERY SPACES: "
The Sanford City Commission, at their decretion.may set
an equitable value on the price of cemetery spaces.
1. Prices are $2'00.00 per graye space as established
August 25, 1980.
2. Baby spaces in Lakeview are $15.00 per grave
space.
Price includes perpetual care.

SECTION IV.
CEMETERY LOT MAINTENANCE
A).

~erpetual Care:
'All spaces purchased from the City of Sanford after November
14, 1960 are under the perpetual care progrs~n.
Annual' Care:
Annual care is available to lot owners who'purchased cemetery
spaces prior to the perpetual care program. The cost is
$18.00 per year.
SECTION V.
MONUMENTS AND MARKERS
A). Monument Dealers:
All monument dealers must be duly licensed in the City of
Sanford prior to any work being performed in the Municipal
Cemetery.

Procedure for Installing Monument) Markers:

Notify Recreation Office at 322-3161 any day',
Monday through Friday, at least 24 hours in
advance of work being done.
When contacting office:
a. Give the secretary the approximate-~m~ and
date the marker will be set; and
b. Give the exact location where the marker will
be set. (If unknown ask ~ecretary to v~rlfy
location.); and
Give the exact dimensions of'~the marker.
The location of the marker will be indicated
by four (4) brightly painted 1/2 x 1/2" stakes
approximately one (1) foot long as set by
Superintendent of Parks.
Work can be' performed'only during the following
days:
Monday through Friday, 7:00 A.M. to 4:00 P.M.
Absolutely no setting of markers will be allowed
on Saturday,· Sunday or Holidays. ·,Any violations
~hall be subject to prosecution by City of Sanfbrd.
C),
~pecifications of Marker Foundations:
1).
Concrete foundation of marker bases shall be:
Six (6) inch thickness of concrete; and
One (1) inch overhang around perimeter of marker;
and Twenty-four (24) inch pilings on four (4)
· corners of base.
Bases for Marble, Granite Slabs:
Twenty-four (24) inch pilings at six (6) points,
one (1) at each corner and one (1) half-way each
long side.
Width of base shall be four (4) inch of concrete
completely around base with thickness being .six
(6) inch of conCrete throughout.
3).
Inspection: ~
All foundations must be inspected and approved by
Superintendent of Parks before markers can be set~

All markers must be plac~d in uniform fashion in
compliance with cemetery regulations and upon approval
of Superintendent of Parks.
No work on lots may be started in cemetery without
approval of Superintendent.

Onthe eighth day, all such items must be removed by

The City of Sanford, or their representatives, will not
be held responsible for wreaths~ flowers, vases, etc;
or other items missing or removed from premises.

Dear Pete:
Enclosed herein is a copy of Resolution No. 1300 which,
as you recall, is the Resolution creating the Advisory
Committee. There seems to be some question of what the
City Commissions course of action could be. I believe
paragraph 4 of the Resolution speaks to this issue.
Now that the Advisory Charter Committee has rendered its
report to the City Commission, the City Commission, pur-
suant to paragraph 4, shall review it and determine
whether the existing Charter should be amended or re-
vised.
If the City Commission deems it advisable to amend or
revise the'Charter, they should instruct the City Attorney
to prepare an Ordinance incorporating any provisions the
City Commission wishes to address. The Ordinance would
be reviewed and adopted in the normal procedure with an
additional provision that before any amendment could take
effect it would have to be approved by the voters in a
referendum as pro¥ided for in Chapter 166, Florida Statutes.

On recommendation of the City Manager, Commissioner Yancey moved to authorize pay-
ment of statement from the City Attorney in amount of $9,003.28. Seconded by Commissioner
Fart and carried.
The City Manager~reported Mr. John Sobik had requested that use of trailer signs
be allowed for approximately two weeks, while permanent signs are being repaired for the
damages received from the hail and windstorm on April 8, 1982. On recommendation of the
City Manager, Commissioner Keith moved to authorize same as an emergency procedure, for
30 days for all storm damage.to signs. Seconded by Commissioner Yancey and carried.
Request for annexation of approximately 26 acres ~ubmitted by Sunniland Corpora-
tion, Lee P. Moore, President, for property at the northeast corner of the intersection of
Pine Way and Mellonville Avenue extended northerly, further described as follows:
The West 2/3 of the Northwest one-quarter of the Northeast one-quarter

Commissioner Yancey moved to authorize the City Attorney to'prepare the proper ordinance
to annex the property. Seconded by Commissioner Fart and carried. The Mayor voted in favor
of the motion, and announced that he is the sole owner of Sunniland Corporation, which is
the owner of the property being considered for annexation.
The City Manager submitted a report on the Consumer Price Index and its affect
on the employees' cost of living and recommended the Commission consider an 8% cost-of-living
salary adjustment for employees in FY 82-83 to maintain its competitive position in the local
labor market. The Commission authorized the City Manager to include in the proposed budget
an amount he would recommend for cost of living pay increase.
The City Manager reported the City is discussing with the Florida Department of
EnvirOnmental Regulation, a wasteload allocation for the City's Sewage Treatment Plant Facili.
ties. The Commission authorized the City Manager to continue the discussions, and, if neces-
sary, to ask them to take over the facilities in accordance with their rules, if said facili-
ties are not being operated in a manner which meets their approval.
Resume submitted from Mr. Suso, 711 East First Street, Sanford, Florida. The
City Manager reported Mr. Suso has informed the City he is available to work on any board
or project to which the Commission might appoint him.
The City Manager reported on damage to Sanford, caused by intense storms on Thurs-
day afternoon, April 8, 1982, and work being done and still to be done, to clean-up and
repair city property in approximate amount of $300,000.00. Commissioner Farr moved that
due to the damage from said storm and the emergency nature of the necessary repairs, to
authorize the City Manager to negotiate costs and award work for repairs, in the interest
of the public health, safety and welfare, without the necessity of bids, for work as fol-
lows:

ing and replacing service damaged by the storm on April 8, 1982. ~
The Mayor reported he ~will be unable to attend the East Central Florida Regional
Planning Council Metropolitan Planning Organization meeting at 3:30 P. M. on April 29, 1982
in the Orange County Commission Chambers, and the Commission appointed commissioner Smith
as the Mayor's representative to attend said meeting.
There being no further business, the meeting was adjour:ned.
