The City Commission of the City of Sanford, Florida, met in Special Session in
the City Manager's Conference Room in the City Hall in the City:of Sanford, Florida, at
4:00 o'clock P. M. on May 3, 1982.
Present:
Mayor-Commissioner Lee P. Moore
Commissioner Milton E. Smith
Commissioner Edward A. Yancey
Commissioner David T. Fart
Commissioner Edwin'.O. Keith "'
City Manager W. E. Knowles

Absent: City Attorney William L. Colbert
The meeting was'called to'order bY the Chairman, who announced the purpose of the
meeting was to continue to discuss with the Advisory Charter Committee their proposed Charter
revisions. ·
The .Commission affirmed they.Want the Charter Revisions submitted to the public,
for a vote of approval.
The Commission authorized to amend the first pamagraph of Section 2.01 (c) to read
"votes cast at large".
Commissioner Farr moved to accept all the changes recommended by the Advisory
Charter Committee and to submit same to the voters, except the amendment to place the Police
and Fire Departments under 'the direct supervision of the City Manager's Office. Seconded
by Commissioner Smith. Motion failed to carry over diSsenting~votes of Mayor Moore, Commis-
sioner Yancey and Commissioner Keith.
Commissioner Yancey moved t'o accept the revised Charter' as proposed by the Advisory
Charter Committee, including"amendments in regard to election dates and procedures. Seconded
by Commissioner Smith and carried.
.There being no further business, the meeting was adjourned.
