Colbert The meeting Was called to order by the Chairman. Request for annexation submitted from Harold T. Fues, Trustee, for a portion!~f the property lying East of and abutting 17-92 and between Airport Boulevard and Americana Boulevard, further described as follows: From the Southeast corner of the SW~ of the SE~ of Sec. 11. TWP 20S, RGE 30E, Seminole County, Florida, run North 0o52'04'' East, along the East line of said SW~ Of SE~ a distance of 659.86 feet for a Point of Beginning, thence run West parallel with the South line of said SE~ 339.91 feet to the Easterly Right-of-Way line of State Road 15 & 600, thence run Northerly along said Right-of-Way line and a curve concave Westerly having a radius of 5,844.65 feet~:.a central angle of 3o54'59'', an arc distance of 399.49 feet, to a Point 293.84 feet South 0052'04'' West, of the North line of sa~id SW~ of SE~, thence run South 89°57'10'' East, parallel with said North line, 191.33 feet, to the East line of said SW~ of SE~, thence run South 0o52'04'' West, 368.34 feet tO the Point of Beginning. Commissioner Farr moved to authorize the City Attorney to prepare the proper ordi- nance to annex said property. Seconded by Commissioner Yancey and carried. Commissioner Yancey moved to re-appoint Commissioner Fart as the Commission's representative on the East Central Florida Regional Planning Council, for a three year term. Seconded by Commissioner Smith and carried. WOODRUFF'S SUBDIVISION, as recorded in Plat Book 3, Page 44, of the Public Records of Seminole County, Florida. The above described property is further described as a portion of that certain property lying between West 26th Street and West 27th Street and between Elm Avenue and Oak Avenue; Seminole County, Florida. SECTION 2: That upon this ordinance becoming effective the property owner and any resident on the property described herein shall be entitled to all the rights and priviledges and immunities as are from time t6 time granted to residents and City Commission, Sanford, Florida. SECTION 5: That this ordinance shall become effective immediately upon its passage and adoption. On motion of Commissioner Smith, seconded by Commissioner Farr and carried, Minutes of July 12, 1982 were approved. The Mayor reported he will be unable to attend the East Central Florida Regional Planning Council Metropolitan Planning Organization meeting Thursday, August 19, 1982 at Apopka City Hall. Commissioner Fart moved to appoint Commissioner Smith as the Mayor's representative at said meeting. Seconded by Commissioner Yancey and carried. Commissioner Yancey moved to authorize a public hearing to be held August 9, 1982 to consider the Sanford Airport Authority 1982-83 budget. Seconded by Commissioner Farr and carried. Request submitted from Rosanne D. Spain, Infant Swimming Research instructor, for an occupational license to teach survival swimming to six month old ~to three year old chil- dren at the Sanora Subdivision pool. Mrs. Spain appeared to support the request. On recom- mendation of the City Manager, Commissioner Smith moved to waive the Zoning Restrictions for a four month period until November 26, 1982, and to authorize an occupational license to be issued for same. Seconded by Commissioner Fart and carried. Request submitted from Elder Carrie Buie Bryant, Pastor, Tabernacle of Prayer for Ail People, 950 West 13th Street, to lease for 10 years, the lot directly across the street from 927 West 13th Street for a recreation/playground area for the Church Day Care Center, further there would be no construction on the property. On recommendation of the City Manager, Commissioner Yancey moved to authorize a yearly lease at $1.00 per year, with stipulations as follows: 1. Church to develop and maintain area. 2. Church to fence the area. 3. Church to obtain insurance to indemnify the City. Seconded by Commissioner Fart and carried. Letter of resignation from the Sanford Airport Authority submitted from Robert W. Seconde~ MINUTES City Commission, Sanford, Florida Julsi 26 at 7:00 P. M. 19 82 Yancey and carried. Commissioner Fart mo~ed to appoint James deGanahl to the Sanford Airport Authority. Seconded by Commissioner Smith and carried. Statement in the amount of $1,625.00 submitted from the City Attorney for services rendered in June, 1982. Commissioner Fart moved to authorize payment Of same. Seconded by Commissioner Smith and carried. Letter submitted from .Jack Shubert, Shubert ConStruction Company, Inc., owner of lots on Grandview Avenue, stating that, due to the cost of fill dirt and no new construction to help pay for it, they have not filled the lots, but will do so when it will not be a hardship on them. On recommendation of the City Manager, Commissioner Fart moved to authorize the City to do the work, to ~evy the costs of same against the property, to place a lien on the prop- erty, if the costs are not paid, foreclose on the lien after 30 days, and sell the property. Seconded by Commissioner Smith and carried. On recommendation of the City Manager, Commissioner Fart moved to authorize salary reclassifications as follows: Bonnie RiCharde, Public Works Administration, from Secretary 1 D to E, $12,582.02 annual. Diane J. Smith, Finance, from Account Clerk II C to D, $13,444.70 annual. Cleo T. Carter, Finance, from Account Clerk I E to F, $12,887.78 annual. Robert M. Meyers, Public Works, Maintenance, from Trades Worker C to D, $12,894.34 annual. Ernest D. Woodard, Public Works, Refuse, from Refuse Collector E to F, $12,355.98 annual.' Bernard Mitchell, Utility, Water, from Maintenance Worker I C to D, $10,324.86 annual. Darrel Presley, Police, from Police Officer C to D, $16,115.74 annual. Elsie L. Marforio, Account Clerk D to E, $12,119.02 annual. Seconded by Commissioner Yancey and carried. The City Manager submitted circular letter 82-27 from the U. S. Department of Housing and Urban Development, regarding Community Development Block Grant Programs, setting forth that the grantee is responsible for monitoring operating parties even when the grant is administered by a third party. Wain Cuaanings, a Commissioner of the Housing Authority of the City of Sanford, Florida, appeared to report problems with the operation of the Commission, and to ask for assistance to rectify them. The City Manager reported that the Commission of the Housing Authority answers directly to the office of Housing and Urban Development in Jacksonville, and that the only way the Mayor and the City Commission can act is if he can prove malfeasanc, or misfeasance in office, and that otherwise, the City will not become involved. William Hutchison, Attorney representing The Law Company, appeared to request the Commission to authorize the Mayor to execute a document. Commissioner Fart moved to authorize the Mayor to execute a refunding certificate for the City of Sanford as Sponsor, with the Sanford-Seminole Housing Corporation, for financing through the U. S. Department of Housing and Urban Development, the Georgia Arms project. carried. Seconded by Commissioner Smith and The City Manager reported that the state discontinued reporting on Worker's Com- pensation claims July 1, 1982, and that the City continuously uses this service to look at the past history of job applicants, further that microfische copies of the state's records can be purchased for $310~.00, with updating in amount of $3.00 per month. On recommendation of the City Manager, Commissioner Yancey moved to authorize purchase of said records, and to transfer the amount of $350.00 from Contingency to personnel to provide for same. by Commissioner Smith and carried. The City Manager reported that John Sauls had submitted an appraisal report in amount of $226,725.00 for the City warehouse on West Sixth Street, and his statement in amount of $450.00 for this service. Commissioner Smith moved to pay the statement, and to authorize transfer in amount of $450.00 from Contingency to provide for same. Seconded by Commissioner Yancey and carried. On recommendation of the City Manager, the Commission took the appraisal under advisement, and authorized the City Manager to discuss with the Real Estate Agent, his customer's plans for the property, to determine the material benefits to the City. The Commission authorized the City Manager to request.i'the State Department of Transportation to consider a traffic signal at 25th'Street (46-A) and Georgia Avenue, or Ridgewood Avenue, and a sidewalk on 25th Street from Geneva Garden Apartments to French Avenue.
