The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 23, 1982.

The meeting was called to order by the Chairman.
Tony Liberatore, 119 West Greentree Lane, Sanford, Florida, appeared to request
use of the Marina Complex on August 28, 1982, to raise funds for Anthony Rosenhart and to
request a waiver of all fees. He proposed to have hot air balloon rides, boat rides, a few
carnival type rides and refreshment stands, and r~p~rtled that ail expenses will be borne by
the sponsors so all funds received will go to the Rosenhart family. Further, the sponsors
will insure the City of Sanford through POE and Associates of Orlando.
On recommendation of the Aet~n~:~City Manager, Commissioner Farr moved to autho-
rize use of the Marina Complex for said fund-raising on August 28, 1982, provided Mr. Liber-
atore submits the proper insurance, to waive the permit and inspection fees, and to desig-
nate August 28, 1982 as Anthony Rosenhart Day in Sanford. Seconded by Commissioner Smith
and carried.
The next item of business was consideration of ~aX!.::~-sat~C~tif£eate.~N~ 1981C-496,
for unpaid 1980 taxes on property owned by the City and leased to Mayfair Country Club,
further described as follows:
All of Block 6, Bel-Isle Section of Loch Arbor, Plat Book 7,
Page 72, Public Records of Seminole County, Florida.
On recommendation of the City Manager, Commissioner Fart moved to authorize payment of $70.03
to redeem the certificate. Seconded by Commissioner Smith and carried.
Letters submitted ~from Jack Kaplan, General Manager, Weiners on Wheels, 536-1 Hwy
434, Altamonte Springs, Florida, to set up mobile Hot Dog Carts for longer than the two
hour time limit at locations as follows:
1. Texaco station at the northeast corner of
25th Street and French Avenue
2. State Employment Office at the corner of
Second Street and French Avenue
3. Parking lot at the southeast corner of Park
Avenue and Commercial Street

Jack Kaplan, 645 Lemonwood Court, Altamonte Springs, Florida, appeared to support
the request and reported the units are completely self-contained and are built to meet county
and state health codes.

provided they submit authorization from the property owners or leaseholders to set up the
stands on .the specified private property, and comply with all county and state health regula-
tions. Further, that Mr. Kaplan come back before the Commission during the first part of
October', 1982, to request the licenses be re-issued for 1982-83. Seconded by Commissioner
Smith and carried.
Request for a time. extension on Condemnation Report No. 81-1003, 1201 West llth
Street, submitted from_ Richard D. Handy, Jr., owner. On recommendation of the City Manager
and the Minimum Housing Code Inspector, Commissioner Keith moved to authorize a 90 day ex-
tension, with inspections each 30 days, Seconded by Commissioner Yancey and carried.
Statement in amount of $1,321.28, dated August 13, 1982 submitted from the City
Attorney for professional services rendered. Commissioner Yancey moved to authorize payment
of same. Seconded by Commissioner Kei.th and carried.
On motion of Commissioner Yancey, seconded by Commissioner Smith and carried, Ordi-
nance No. 1610, entitled:

Patricia Baxley, owner of the property described in Ordinance No. 1611, appeared
to report they have begun repairs and construction on the property and want to be able to
continue, so they can open the business in September, 1982.
The Commission authorized the Acting City Manager and the City Attorney to work
with the Baxleys, to try to accommodate their repairs and construction within the boundaries
of the Code.

plus up to 60 days before the general election, and an unopposed candidate cannot erect cam-
paign signs until 30 days before the general election· On recommendation of the City Manager
Commissioner Smith moved to authorize the City Attorney to prepare the proper ordinance to
amend the Sanford Code to permit all candidates to erect signs 60 days before the general
election. Seconded by Commissioner Yancey and carried.
On recommendation of the City Manager, Commissioner Yancey moved to authorize the
Mayor and City Clerk to execute an Agreement for Consulting Engineering Services with Conklin
Porter and Holmes-Engineers, Inc., for a water quality/wasteload allocation study. Seconded
by Commissioner Smith and carried·

On recommendation of the City Manager, Commissioner Yancey moved to accept low bids meeting
specs as follows:

pump: Blankenship and Associates in amount of $1,202.00
discharge drop pipe, etc.: Layne Atlantic in amount of $749.00
slurry seal program: J & B Slurry Seal in amount of 30.2¢
per square yard.

The City Attorney reported he had prepared the lease as instructed, for the
Tabernacle of Prayer For All People to use as a playground, the East 50 feet of Lot 8, Block
G, A. D. Chappell's Subdivision, Plat Book 1, page 71, Seminole County, Florida. Com~issionel
Smith moved to authorize the Mayor and City Clerk to execute the lease. Seconded by Commis-
sioner Farr and carried.
The City Manager submitted a recommendation to eliminate refuse pick-ups on hell-
days, as follows:

SUBJECT: Refuse Department working Holidays
We tried in the past to stop picking up on Holidays
and let that route get only one pickup that week, but
it didn't work because the load was too heavy the next
pickup.
What.do you think about not picking up on the Holidays
and run one day behind for the next two days?
For instance Thanksgivin.g is always on Thursday and
we could pick up Thursday's route on Friday and get
Friday's route on Monday. If a holiday falls on
Monday pick up Monday's route on Tuesday and Tuesday's
route on Wednesday. If Friday is a holiday we could
pick up Monday and Monday's route on Tuesday.

EACH OF THE SEVEN CITY HOLIDAYS, THE CITY PAYS 128 MAN HOURS OF
OVERTIME FOR THE REFUSE COLLECTION ON THE DAY OF THE HOLIDAY.
THIS IS A SALARY COST OF $704.67 AS OF NOW. IT INCREASES EACH
HOLIDAY AS SALARY AND MERIT RAISES CHANGES THE INDIVIDUAL SALARIES.
THE SEVEN DAYS COMPUTE INTO $4,q32o69 ANNUALLY PLUS EMPLOYEE COSTS
FOR FICA AND PENSION OF $986.54 FOR A TOTAL HOLIDAY PERSONNEL COST
OF_$5:91q.25 ANNUALLY. THIS DOES NOT TAKE INTO CONSIDERATION THE
COSTS OF EQUIPMENT OPERATION. "
IF HOLIDAY REFUSE COLLECTION WAS ELIMINATED AND SHIFTED TO A TWO DAY
CATCH UP SCHEDULE, THE $5,919.23 WO~JLD BE AN ACTUALLY CASH SAVING TO
THE CITY IN THE REFUSE OPERATION.

After discussion, Commissioner Yancey moved to table same and refer to staff for further
study. Seconded by Commissioner Fart and carried.
Request submitted from the Seminole County Administrator to extend the lease agree-
ment for the Seminole County Public Library to use part of the first floor of the City Hall,
beyond the corrected termination date of August 31, 1982 on a month to month basis. Further,
they agree to a revised cost per day of $21.36 and a revision to reflect operation of the
library six days per week. Commissioner Fart moved to authorize a two month extension.
Seconded by Commissioner Keith and carried.
After discussion, the Commission authorized Staff to obtain quotes to replac? the
draperies for the meeting room in the Civic Center.
On recommendation of the City Manager, Commissioner Keith moved to authorize the
Mayor and City Clerk to execute an agreement with the Sanford Men's. Softball Association,
Inc., for use of the Pinehurst Park softball field from March 15, 1983 through November 30,
1983. Seconded by Commissioner Smith and carried.
On recommendation of the City Manager, Commissioner Fart moved to authorize salary
reclassifications as follows:

Seconded by Commissioner Yancey and carried.
The City Manager reported that Seminole County will make a traffic count and signal
study for CR 46A (West 25th Street) at Ridgewood Avenue and at Georgia Avenue, when school
is in session in September, and also to include a pedestrian count and sidewalk need study.
Commissioner Farr moved to authorize the City Manager or his designee to attend
a meeting of the Construction Industry Subcommittee II on September 2, 1982 in Tampa, to
voice opposition to proposed state mandatory certification of building inspectors. Seconded
by Commissioner Smith and carried.
Commissioner Keith reported he will be unable to attend the CALNO meeting on Sep-
tember 1, 1982 and the Commission authorized Commissioner Smith to represent the City at
said meeting.
