The City commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 27, 1982.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on ~September 22, 1982, as follows:'
NOTICE OF BUDGET HEARING
The City of Sanford h~S~tentatively adopted a budget
for 1982-83. A public hearing to make a FINAL DE-
CISION on the budget AND TAXES will be held on Sep-
tember 27, 1982 at 7:00 o'clock P. M. in the City
Hall in the City of Sanford, Florida.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed budget and taxes. No one appeared.
On motion of Commissioner Yancey, seconded by Commissioner Smith and carried,
Resolution No. 1334 was adopted. Said resolution being in words and figures as follows:
RESOLUTION NO. 1334
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA~
APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND
AT THE END OF THE FISCAL YEAR 1981-1982 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY
FOR THE FISCAL YEAR 1982-1983 FOR USE OF ORDIN-
ARY PURPOSES IN OPERATING EXPENSES OF SAID CITY.
WHEREAS, the City Commission of the City of Sanford,
Florida, deems it necessary, expedient, and for the best interest
of said City that any unexpended cash surplus as of September
30, 1982 of the operating revenues of said City for the.~iscal
year 1981-1982 be appropriated for the ordinary purposes and
operating expenses of said City in the budget for the fiscal
year 1982-1983.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY coMMIsSION
OF THE CITY OF SANFORD, FLORIDA, that any unexpended cash surplus
as of September 30, 1982 of operating revenues of said City

corporated in the budget of revenues and expenditures'of said

BE IT FURTHER RESOLVED that this Resolution shall become
effective as of the first day of October, 1982.

RESOLUTION NO.
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, ADOPTING A BUDGET
OF REVENUES AND EXPENDITURES FOR THE CITY
OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BE-
GINNING OCTOBER 1, 1982 AND ENDING SEPTEMBER
30, 1983; AND .CAPITAL BUDGET.
WHEREAS, in accordance with Article VI of the Charter,
as amended, of the City of Sanford, Florida, the City Manager
of the City of Sanford, Florida, has made and submitted to the
City Commission of the City of Sanford, Florida, an estimate
for budget of revenues and expenditures of the City of Sanford,
Florida, for the fiscal year beginning October 1, 1982 and end-
ing September 30, 1983, and a Capital budget, such estimates
or budget having been made with particular application to the
various departments of the City' a true copy of which is hereto
attached and by reference made a part of this Resolution; and
WHEREAS, each and every item contained and set forth
in said budgets prepared by the City Manager has been carefully

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF .SANFORD, FLORIDA, that said budget, as ~repared
and submitted by the City Manager to the City Commission, be
and the same is hereby adopted as the budget for the City of
Sanford, Florida, for the fiscal year beginning October 1, 1982
and ending September 30, 1983; and the Capital budget as pre-
pared and submitted by the City Manager to the City Commission,
be and the same is hereby adopted.
BE IT FURTHER RESOLVED that, upon colleCtion of any
revenues of said City, the Cit~ Clerk shall allocate from
each dollar collected and received, the several amounts to
the respective funds for purposes for which the same are
hereby authorized and approved.
BE IT FURTHER RESOLVED that this Resolution shall
become effective as of the first day of October, 1982.

On motion of Commissioner Yancey, seconded by Commissioner Smith and carried, Reso-
lution No. 1336 was adopted. Said resolution being in words and figures as follows:
RESOLUTION NO. 1336
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
DETERb~NING THE AMOUNT AND FIXING THE RATE OF
TAXATION AND MAKING THE ANNUAL TAX LEVY FOR
THE FISCAL YEAR 1982-1983 FOR THE CITY OF SANFORD,
FLORIDA.
WHEREAS, the City Commission of the City of Sanford,
Florida, has determined a budget for the operation of the
municipal government of the City for the fiscal year 1982-1983;
and
WHEREAS, the City Commission of the City of Sanford,
Florida, has determined that a tax levy on all taxable real
and personal property of 4.369 mills should be ~cvied by the
City of Sanford, Florida, for the fiscal year 1982-1983, from
which levy the total sum of $1,037,581.00 is estimated to
be collected.
NOW THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA, AS FOLLOWS:
1. That the amount determined necessary to be raised
by taxation in the City of Sanford, Florida, for the year
198221983 for the ordinary purposes of the municipality is the
sum of $1,037,581.00.
· ~ ~ 2. That the millage for the year 1982-1983 to be
assessed upon each dollar of the assessed valuation of all the
taxable property, except homesteads to the extent that the laws
of the State of Florida provide for various homestead exemptiOns,
within the corporate limits of the City of Sanford, Florida, is
hereby fixed at 4.369 mills, to be allocated as follows:
Department of General Government, 4.369 mills. '~
3. That there shall be and is.hereby l~vied for the
fiscal year 1982-1983 upon each dollar of the assessed valuation
of all taxable property, except homesteads to the extent that the
laws of the State of Florida provide for various homestead exemp-

to meet and defray the necessary and ordinary running and operat-

City Manager was authorized to administratively recompute and certify to the Seminole County
Property Appraiser the adjusted adopted millage upon notice from said office of a variance
of more than 3% between the certified taxable value and the taxable value on the roll to be
extended, in accordance with FS 200.065(5)).

Betty Swift, 1524 Douglas'Avenue, Sanford, Florida, appeared to get information on
a notice she received that her house would be demolished. The Commission authorized the
Minimum Housing Oode Inspector to meet with Mrs. Swift and report on the situation at the
next meeting.
On motion of Commissioner Yancey, seconded by Commissioner Smith and carried,
Minutes of September 13, 1982 were approved.
The City Manager reported that the Sanford Municipal Stadium lessee, Wes Rinker,
had reported hail storm damage to the field lighting, fence and stadium structure on April 8,
1982. Also, the original supplier and installer, Musco, quotes $9,991.46 to restore the
damage to the lights and there was no insurance coverage on same. Further, that Mr. Rinker
had asked that the lease pay-back be reduced. On recommendation of the City Manager, Com-
missioner Keith moved to extend the lease pay-back time period from five years to eight years
which would reduce the four remaining payments from $9,600.00 per year to $5,485.71 per year
for the remaining seven payments. Seconded by Commissioner Smith and carried. The City
Manager reported it will be the lessee's responsibility to repair the damaged lights.
On recommendation of the City Manager, Commissioner Smith moved to authorize the
City Attorney to review changes in state law regarding Code Enforcement Boards, and to pre~
pare the proper amendments to the City's code to reflect same. Seconded by Commissioner
Yancey and carried.
Commissioner Keith moved to authorize salary reclassification for Leonard Smith,
Public Works, from Shop Superintendent C to D, $17,754.83 annual. Seconded by Commissioner
Smith and carried.
The City Manager reported the Lake Mary Boulevard Corridor Study Citizen Advisory
Committee will hold a public hearing September 30, 1982 on the results of a traffic study
which includes a circumferential road around the southern end of the present Sanford area,
and is in accordance with the Sanford Comprehensive Plan adopted October, 1960 and revised
March, 1961. On recommendation of the City Manager, Commissioner Keith moved to support the
Committee study, to notify the Committee by letter from the Mayor of the City's support and

mission authorized to continue the present schedule.

Per your request, this letter serves to outline the rate and review procedures used by the
Board of Trustees of the Florida Municipal Health Trust Fund. (Taken from FMHTF Janu-
ary 22, 1982 minutes).
Trustee Budd moved to instruct the Professional Administrator to
grant no more than a quarterly guarantee unless there is an up-
to-date three year claims record, and any annual guarantees would
be approved by the Administrator, as well as the Service Company.
The Committee of Mayor Falck, Mr. Sittig and the Service Company
would review the monthly rate structures based upon recommendations
from the Service Company for the authority to grant necessary in-
creases and adjustments. These adjustments would be reported to the
TrUstees quarterly. The motion was seconded by Trustee Sheppard and
unanimously adopted.
This motion addressed rate guarantees to new members. On February 5, 1982, the Review
and Rating Committee determined that rates would be guaranteed for a quarter of each year.
Rate increases and adjustments are based upon loss ratios. All loss ratios are ceviewed on
a monthly basis. Rate increases and adjustments are reviewed on a quarterly, semi-annual
or annual basis as warranted by the claims. Naturally, continued adverse conditions will
constitute more frequent review. Past records reflect that no member of FMHTF has re-
ceived more than one increase within a six month period.

The City Manager reported on Charter requirements for municipal elected officials
as follows:
a) proposed charter draft requires only re~$dence in the district - no time of
residency.
b) present charter requires that electors must be residents.of the City for
six months but courts have ruled there is no residency period for the pur-
poses of voting, therefore, that section is void. Also, the present charter
requires candidates to be qualified electors, with no stipulation as to
residency.
Therefore, under both the present and the proposed charter, any person who qualifies as a
voter can run for election, and asked if this was the intent of the City Commission. The
Commission affirmed this was the intent.
On motion of Commissioner Smith, seconded by Commissioner Yancey and carried,
the City Attorney was authorized to prepare the proper resolution to commend Superintendent
R. Hughes for the high test scores obtained by Seminole County students.
Commissioner Smith asked about the possibility of re-enacting the Scenic Improve-
ment Board, or some other form of help for the Parks Division to keep median strips mowed
and curbs edged.
The City Manager reported the Commission had authorized to discontinue edging
curbs, and that'it would take~three.~add~tional employees an~iano~her .mower to keeP'the
City parkways edged. ~.''~

WHEREAS, the Central Florida Zoo was begun in the
City of Sanford, Florida many years ago; and
WHEREAS, it has been a source of civic pride~t'0
the community and a resource..for training and educating
the children of the area; and
WHEREAS, the relocation of the Central Florida Zoo
to its present site was the product of the hard work and
dedicated efforts of area residents and civic minded citizens;
and
WHEREAS,.. :the" ~res~nt !~ocatipn of the :Central Florida
Zoo is readily accessible to area residents and visitors to
Central Florida; and

WHEREAS, the site and facilities are modern and
efficient and adequate to meet the present and future needs
of the Central Florida Zoo.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, that the City Commission of the
City of Sanford, Florida supports the concept of retaining
the Central Florida Zoo in its present location'and urges the
Board of Directors of the Central Florida Zoo to give Rue
consideration to this request.
BE IT FURTHER RESOLVED that copies of this Resolution
be presented to the Board of Directors of the Central Florida
Zoo and that a copy of same be entered in the minutes of
the proceedings of the City of Sanford, Florida.
