The City Commission of the City of Sanford, Florida, met in Re;gular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 25, 1982.

The meeting was called to order by the Chairman.
Matt Job, representative from the Barnett Bank, appeared to support a request to
use a mobile home type structure as a temporary office building at the Southwest corner of
the intersection of Airport Boulevard and Highway 17-92, from December, 1982 until cOnstruc-
tion of a permanent facility can be completed, by December, 1984. The Commission authoriZed
the City Manager !.to meet with 'Mr. Job and work out the details to~:,use a temporary structure
for a shorter period of time.
Ed Schuckman, 545 Devonshire Boulevard, Longwood, Program Director of the Citizens
Dispute Committee of the Office of State Attorney, appeared to support a request to reserve
26 parking spaces in the parking lot at the Northwest corner of First Street and Park Avenue,
for use by the employees of said office. On recommendation of the City Manager, Commissioner
Keith moved to deny the request. Seconded by Commissioner Yancey and carried.
Dr. W. H. Runge appeared to support a request to waive the City Code to permit
a 15 square foot professional sign for his dental office at 2105 Park Avenue. The City
Clerk reported Sec. 22.16(5)(1) prohibits this sign in an MR-1 zone, and the dental office
is a non-conforming use. Commissioner Fart moved to deny the request, and to suggest Dr.
Runge request the Planning and Zoning Commission to consider rezoning the property to RMOI,
in which the dental office and sign would be permitted. Seconded by Commissioner Keith and
carried.

RECOMMENDATIONS
Recommend approval of a final plat of Hidden Lake, Phase III, Hnit
I, II and III, (100 single-family dwellings) to be located west of
Highway 17-92 and south of Airport Blvd. in the~SR-1 zoned district,
subject to the park area being deeded to the City of Sanford as a
parcel letter or number, after the plat has been .recorded and before

Drive 4-speed units. Belt Drive will eliminate use of chains and
sprockets that have to be replaced every 6,000 miles which is costly.
Belts are rated for 40,000 miles. The additional cost of $600 total
for both units will be recovered many times over during the approx.

salary reclassifications for employees as follows:

The Acting City Manager reported that Metro Systems, Inc. has forwarded insurance
indemnification to the City as required in agreement dated February 9, 1981 for benches at
bus stops, but has not addressed the problem of maintenance and up-keep. Commissioner Smith
moved to table same. Seconded by Commissioner Yancey and carried.

All jurisdictions surveyed except the City of Lake Mary, have an
ordinance relating to property mowing and maintenance.
Several (5) jurisdictions require mowing based on a written complaint
from a neighbor or abutting property owner,others do it on an as
needed basis as the City deems necessary.
Property owners are notified of compliance by the City by certified
letter, with return receipt requested, after an inspe.ction by City
Code Enforcement Inspectors.
Upon return of receipt, most Cities allow 14 days to meet ordinance
requirements; if property owner fails to take action, the City
enforces the ordinance as follows:
(A) 4 turn the mowing over
to a private contractor,
(Altamonte Springs, Maitland,
Winter Park, and New Smyrna)
(B) 6 Cities do their own mowing
and bill by labor and materials
based on lot size. (Casselberry,
Lake Mary, Longwood, Oviedo,
Winter Springs, and Kissimmee.)
NOTE: The City of Kissimmee charges $125.00 hour for mowing and cleanup.
This is the most costly program for the the public. Winter Park charges
contractor cost plus $50.00 administration fee; the City of Maitland
charges contractor cost plus 10% administration fee.
Seminole County: Does not mow, but files a complaint with the State
Attorney's Office of those lot owners who refuse to comply with the
County Ordinance.

The work on the auditorium windows frame and structural
repair has been completed as of 10/21/82. Ail .roofing
design deficiency has been corrected and completed.
Remaining to be done is the painting of the other areas
of the building which is to be scheduled at a later date
after the Maintenance Division has time to catch up'with
other City'work that has stacked up.
Drapes for annex/lobby:
The order has been sent and acknowledged by Don
Bresnicki' the vendor. The matching material has been
loc~ged and is at the flame proofers. Th~ flame proofers
will ship the material to Don Bresniok and he will have
them fabricated in about five (5) working days after he
receives it. We are looking for a 11/5/82 installation.

.as commending the Maintenance Division for' the patient,
tedious and very professional job that they performed on
the recent maintenance/repair of the Sanford Civic Center.
I was very impressed with the repair of the laminated-
columns and beams completed by their staff carpenter,
Curtis Pike and the assistance he received from the entire
crew.
I wOuld also like to commend the Engineering Division
for their recommendations and alternatives presented so
that directions for the solving of the probleCs could be
formulat'ed.

cost sommwhere in the area of $125,000. He was the successful bidder at
a bankruptcy sale for $11,500. or thereabout.
It occurred to me that the building on 'Freamh Avenue wo~ld adapt v.~ll as
an indoor firing range, t sooke to Mr. Blecha about ~rking with the City
on a lease basis on the building, with the City reserving use of the
facility two days a week for its own personnel and other enforce~_nt
agencies as the City sees fit. He seemmd agreeable. Cost for installa-
tion and renovation will be approximately $50,000.
A basis for the lease would be $2,000. per month with this cost being off-
set by the cost of the two day use, estimated as follows:

The City Manager reported that the Sanford Police Department is not interested in participat-
ing with the lessee~.~to use the building for indoor training, and further, that the City
does use the building for storage. Commissioner Smith moved to table consideration of the
proposed lease and authorize the City Manager to report on other storage available for City
use if this building is leased. Seconded by Commissioner Yancey and carried over dissenting
vote of Commissioner Keith.

The City AttD~ney reported that the lease to Glenn McCall of abandoned railroad
right-of-way property now owned by the City and lying North of 25th Street, should be ready
tomorrow. Commissioner Smith moved to authorize the Mayor and City Clerk to execute said
lease. Seconded by Commissioner Yancey and carried.
