The City Commission of the City of Sanford, Florida, met in Special Session in the
City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on December 22, 1982.
Present: Mayor-Commissioner Lee P. Moore
Commissioner Milton E. Smith
Commissioner Edward A. Yancey
Commissioner David T. Farr
Commissioner Edwin O; Keith
City Attorney William L. Colbert
City Manager W,! E. Knowles
City Clerk H. N. Tamm, Jr.
The Chairman called the meeting into seSsion to canvass the returns of the Municipal
Run-Off Election held on December 21, 1982, to consider questions on the Charter.
Election returns and absentee ballots were received, opened and examined by the Cit~
Clerk and City Commission and recorded as follows:

Commissioner Yancey moved that the returns of the election held December 21, 1982 be
accepted and the absentee ballots be approved as recorded. Seconded by Commissioner Smith
and carried.
Thereupon, the Chairman announced that the voters had not adopted a new Charter.
Commissioner Farr moved to authorize payment in amount of $40.00 to Inspectors and
$45.00 to the Clerk, for work in the December 21, 1982 Run-Off Election. Seconded by Commis-
sioner Yancey and carried.
Commissioner Yancey moved to appoint Commissioner Smith as a City Commission member
in addition to the Mayor, on the Chamber of Commerce Board of Directors for 1983. Seconded
by Commissioner Keith and carried.
Request submitted from ComBank/Seminole County, Sanford Office, to be designated as
a depository for city funds for the remainder of the year 1982 and also for the year 1983.
Commissioner Keith moved to authorize same. Seconded by Commissioner Smith and carried.
The City Attorney reported that in accordance with City Commission direction, he ha(
prepared a lease with All Souls Church for the city park between Ninth Street and Tenth
Street and between Park Avenue and Oak Avenue. Commissioner Smith moved to authorize the
Mayor and City Clerk to execute said lease. Seconded by Commissioner Yancey and carried.
There being no further business, the meeting was adjourned.
