The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on December 27, 1982.
Present: Mayor-Commissioner Lee P. Moore

A public hearing was held in acordance with notice published in the Evening Herald
on December 7 and 17, 1982, as follows:

The Chairman announced that the Commission would hear from those persons present to
speak in favor of, or in opposition to, the proposed rezoning.
Persons appearing in opposition were as follows:
Arthur Vitello, 2536 Poinsetta Avenue, Sanford, Florida 32771.
William Weber, 2513 Poinsetta Avenue, Sanford, Florida 32771.
Chuck Least, 2524 Poinsetta Avenue, Sanford, Florida 32771.
John Fontaine, 2521 Poinsetta Avenue, Sanford, Florida 32771.
Those appearing in favor of the proposed rezoning were as follows:
Ken Ireland, 106 Skogen Court, Sanford, Florida 32771, reported he is the owner of
K and D Manufacturing and he_ wants to lease this property from Seminole County, to be used
for trailer repair, manufacturing, and installation of trailer hitches. Further, the
entrance to the business would be from 25th Place or 25th Street and the majority of his wor]
would be done inside, between 8:00 Ao M. and 5:00 P. M. Monday through Friday, and between
8:00 A. M. to 12:00 Noon on Saturdays° Also, that he would install a buffer fence from the
front of the building to the back of the lot on each side.
John Dwyer, Land Management Coordinator, Seminole County, appeared and reported the
lots on the West side of Grandview Avenue are not a part of the proposed lease, and the
County does not desire them to be rezoned.
Robert L. Allman, 2504 Poinsetta Avenue, Sanford, Florida 32771, appeared and
reported he lives next door to the Vehicle Inspection Station, and Ken Ireland's proposed use
of the property is alright with him, if he puts up a buffer fence.
The City Clerk reported that the Planning and Zoning Commission had recommended to
rezone the property, in a recommendation submitted at meeting of December 13,'1982.
Commissioner Keith moved to deny the rezoning. Seconded by Commissioner Yancey and
carried.

Commissioner Yancey moved to authorize same. Seconded by Commissioner Farr and carried.
Request submitted from G. Troy Ray, Jr., Seminole. County Tax Collector, for refund
of Aggregate Personal Property tax in amount of $4,305.90, paid in July 1980 for 1978 taxes
re: Auto Train bankruptcy Court Order in the District of Columbia Case ~80-00391. Commis-
sioner Yancey moved to authorize same. Seconded by Commissioner Keith and carried.
On motion of Commissioner Farr, seconded by Commissioner Yancey and carried, Minute
of December 8, 1982 were approved.
The Commission authorized to hold a Special Organizational Meeting January 4, 1983
at 7:00 P. M. to seat Commissioner Farr and Commissioner Smith.
On motion of Commissioner Yancey, seconded by Commissioner Keith and carried, Ordi
nance No. 1621, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
TO ANNEX WITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, UPON ADOPTION OF SAID OR-
DINANCE, A PORTION OF THAT CERTAIN PROPERTY LY-
ING NORTH OF AIRPORT BOULEVARD, SOUTH OF RESER-
VOIR LAKE, EAST OF OLD LAKE MARY ROAD AND WEST
OF U.S. HIGHWAY 17-92; SAID PROPERTY BEING SITU-
ATED IN SEMINOLE COUNTY, FLORIDA, IN ACCORDANCE
WITH THE VOLUNTARY ANNEXATION PROVISIONS OF
SECTION 171.044, FLORIDA STATUTES; PROVIDING FOR
SEVERABILITY, CONFLICTS, AND EFFECTIVE DATE.

OF THE SANFORD CITY CODE, SAID AMENDMENT SHALL
BE THE ADDITION OF SUB-PARAGRAPH (10), SAID
SUB-PARAGRAPH PROVIDING FOR ENCLOSED FIRING
RANGE, SUBJECT TO ADEQUATE SAFEGUARDS AND
REGULATIONS; PROVIDING FOR SEVERABILITY, CON-
FLICTS, AND EFFECTIVE DATE.

John Root, 1002 South French Avenue, appeared to request approval of a site plan a:
conditional use as a bus depot for Trailways Bus System, of his property at the southwest
corner of French Avenue and 10th Street. He reported he will do landscaping work on the
property, construct a non-permanent, canopy type shelter with a bench under it and put a doc
through the wall for people waiting during inclement weather; pave the parking areas within
30 days, and get a City license.
The City Manager reported th~'~.planning'ani~<zoning:' Commission had rejected the loc~
tion as poor planning and an inappropriate use, but that the site plan is adequate.
Commissioner Farr moved as follows:
1. approve the conditional use as a bus depot for a
period of time not to exceed one year, at which time
it will be reviewed for renewal.

Seconded by Commissioner Yancey and carried over dissenting vote of Commissioner Keith.
Robert Lee appeared to discuss work on condemned property at 819 West Third Street,
and reported the outside of the building is now completely cleaned up, and the fire truck has
been moved off the property.
Commissioner Yancey moved to approve a 90 day time extension, with progress reports
every 30 days, and if there is no acceptable progress, to bring the extension back to the
Commission, said extension approved'with the stipulation that Mr. Lee submit a written out-
line of the work he proposes and the time frame for same. Seconded by Commissioner Farr and
carried.
The City Manager reported that Mr. Youngblood has the condemned structure at 2933
Orlando Drive removed and/or on trailers ready to move, and recommended no further action.
The City Manager reported that the advertising bench agreement with Metro Systems is
ready for the Mayor to sign, and that the City has received a $1,000.00 Cashier's Check as a
performance bond for maintenance. On recommendation of the City Manager, Commissioner Farr
moved to authorize the Mayor and City Clerk to execute said agreement. Seconded by Commis-
sioner Keith and carried.
The City Manager reported that construction of the Marshall Avenue park is ready to
begin and requested a budget transfer in amount of $25,000.00 from Public Projects Fund to
Marshall Park Project in the General Fund, to match the state grant for same. Commissioner
Yancey moved to authorize same. Seconded by Commissioner Keith and carried.
The City Manager submitted a tabulation of bids as follows:

On recommendation of the City Manager, Commissioner Farr moved to accept bids as follows:
I. LIFT STATION STANDBY ENGINES:
1-65 HP gas standby engine: Highway Equipment and Supply in amount~ of
$3,662.00.
3-25 HP gas standby engines: Highway Equipment and Supply in amount of
$5,656.00.
Ii. MISCELLANEOUS FIREFIGHTING EQUIPMENT
2 Self-contained Breath Air Packs: ABC Fire Equipment in amount of $1,410.00.
2-1%" automatic fire nozzles: Safety Equipment Company in amount of $554.00.
600' 1 3/4" fire hose: Safety Equipment Company in amount of $738.00.
600' 2½" fire hose: Safety Equipment Company in amount of $858.00.
Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner Yancey moved to authorize salary
reclassifications as follows:
Bertis Herring, from Trades Worker C to D, $13,410.11 annual.
Willie Robinson, Water Distribution, from Foreman D to E, $16,767 18 annual.
Augustus Brown, Water Distribution, from Foreman D to E, $16,767.18 annual.
Seconded by Commissioner Farr and carried.
Letter of commendation for the Building Division, Engineering Division, Fire Depart-
ment and Utility Department submitted from George P. Vrabel, Concurrent Construction Company,
for their cooperation during construction of the Sanford Landing Apartment complex.
Letter of commendation for the Fire Chief and Fire Lieutenant Poovey submitted from

The City Manager submitted a copy of hi~ letter to Thomas S. McDonald, expressing
the City's desire to obtain a site for an elevated water tank on his property on Silver Lake
Drive,
Commsisioner Farr requested the City Attorney to report on the procedures to de-
annex property.
Commissioner Keith moved to authorize sailary reclassifications as follows:
Ron Neel, Fire Department, from Lieutenant D to E, $22,386.52 annual.
Carlos Monti, Police Department, f~om Police Officer E to F, $18,954.50 annual.
Seconded by Commissioner Yancey and carried[
Bill Kirchoff, 2044 Hibiscus Court, appeared to request the City to close, vacate
and abandon a portion of West 12th Street between Cedar Avenue and Holly Avenue, and to re-
quest a time extension to clean up said property.
Commissioner Keith moved to authorize said time extension. Seconded by Commissione
Yancey and carried.
John Williams, Altamonte Springs, appeared and stated the City permits fee simple
title for four-plexes and requested the City to consider permitting fee simple title for eaC
unit in each duplex. The City Manager reported the City Attorney is researching the matter
and will submit a written opinion at the next Commission meeting.
There being no further business, the meeting was adjourned.

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE, AND AMENDING THE FUTURE LAND
USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE CITY
OF SANFORD, FLOR IDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on December 27, 1982, to consider changes and amend-
ments to the Zoning Ordinance, and amending the Future Land use Ele-
ment of the Comprehensive Plan of the City of Sanford, Florida as
follows: '
A portion of that certain property lying between 25th Street
and 25th Place and between Sanford Avenue and Poinsetta ~ve-
nue is proposed to be rezoned from RC-1 (Restricted Commer-
