The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock p. M. on February 27, 1984.

The meeting was called to order by the Chairman.
The Audit for Fiscal Year Ending September 30, 1983 was submitted from Hartsock &
Hartsock, C.P.A., City Auditors, and the Commission authorized to meet at 12:00 Noon on
March 6, 1984 in the City Manager's Conference Room to discuss same with said Auditors.
Letter submitted from Albert Starke, opposing Florida Power and Light Company's
request for a rate increase, as follows:

Commissioner Farr moved to authorize the City Manager to direct a letter to Mr.
Starke that the City Commission supports efforts for reasonable adjustments and increases to
power rates, and expressing confidance in the Public Service Commission to hold a fair and
just hearing to consider the consumer as well as the supplier, and oppose any increase in

RECOMMENDATIONS.
Set a Public Hearing to rezone from SR-1AA to SR-1, the area included in

On reccmmendation of the City Manager, Commissicner £mith moved to authorize
purchase in amount of $10,423.00, of a Perkins diesel power unit from Robinson Equipment
Company. Seconded by Commissioner Yancey and carried.
The City' Manager reported that, according to a recent news article, the City of
Lake Mary is collecting and remitting to Seminole County a non-refundable $425.00 water
connection fee. On recommendation of the City Manager, Commissioner Farr moved to authorize
the City Attorney to prepare the proper ordinance to charge all City of Sanford contract
water users a non-refundable water connection fee of the same amount charged to City of
Sanford residents, currently $332.30 per residence. Seconded by Commissioner Keith and
carried.
On recommendation of the City Manager, Commissioner Keith moved to authorize the
City Attorney to prepare the proper ordinance to revise the utility connection fee to
$1,925.00, effective July 1, 1984. Seconded by Commissioner Smith and carried.

On recommendation of the City Manager, Commissioner Yancey moved, to accept low bids meeting
specifications. Seconded by Commissioner Smith and carried.
On recommendation of the City Manager, Commissioner Smith moved to authorize
salary reclassifications as follows:
Debbie Boston, Police Department, from Clerk/Typist D to E, $12,996.06
annual.
Jeff Monson, Recreation Department, from Recreation Superintendent C to
D, $19,703.75 annual.
Billy Gilchrist, Ut. ility Department, from Maintenance Worker I,I D to E,
$13,700.15 annual.
Seconded by Commissioner Yancey and carried.
On recommendation of the City Manager, Commission Yancey moved to authorize
Seminole Ducks Unlimited Club to use the Civic Center, with alcoholic beverages, on March
24, 1984, after payment of proper fee. Seconded by Commissioner Fart and carried.
The City Manager reported that an Administrative Hearing for Site Specific
Alternative Criteria will be held on April 11, 1984, and asked for directions on how to
proceed. Commissioner Farr moved to authorize the City Attorney to hire consultants and
other expert witnesses as he deems necessary to make the best presentation and defense for
the City. Seconded by Commissioner Smith and carried.
The City Manager reported a citizen had asked about controls for electric fences,
and the City has no specific regulations for same. The Commission took no action.
The City Manager submitted memorandums from the City Clerk regarding utility tax
collected from Southern Bell telephone company, indicating a possible $50,000.00 decrease in
anticipated revenue for FY 1983/84, as follows:

was going to have someone from the treasurer's
office call back. No call by 10:30 A.M. February

Called same # and talked to Mrs Johnson - she was
aware of a change on January 1, of equipment being
turned over to A.T. & T. She spoke that some was
imbedded equipment and some was terminal
equipment.
Southern Bell is only billing the 10% tax on their portion of the
bill, however, they are billing for A.T. & T. equipment also,
which somewhere along the process has been determined to be
exempt. The 10% tax has not applied to long distance calls in
the past, so maybe this is the basis for this interpretation.
Called Micky Miller, Orlando, he is going to assign someone to
investigate and call back Monday.
If applied to balance of fiscal year, the City will be short
about $80,000.00 in Utility Tax on telephone service.

TELEPHONE UTILITY TAX
Larry Strickler has called a couple of times Monday and Tuesday
regarding the decrease in telephone utility tax.
The telephone sets were transferred to AT&T as of January 1,
1984, and therefore the charges for them were not covered by the
utility tax collected by Southern Bell.

On December 23 a bill was rendered with $1.38 utility tax,
including 23¢ tax on the phone set owned by AT&T, and remitted to
the City in January. In this 23¢, 6¢ was for December and 17¢
for January. Therefore on the January 23 billing, a credit of
17¢ was deducted from the new utility tax rate of $1.16 ($10.55 +
$1.00 = $11.55 x 10% = $1.16), making a net for this bill for tax
of 99¢ and remitted to the City in the questioned February check.
The March check will include the new full rate of $1.16 and
continue, unless Southern Bell gets the rate adjustment for which
they have applied.
The February check was 41% less than the average of the four
months prior to January 1. Larry had no estimate for Sanford,
but stated Dade County estimates that March will be 23% to 28%
less than the average prior to January 1.
If an estimate of 25% decrease is used for the remainder of the
year, Sanford will be approximately $50,000.00 below the budgeted
revenue.
The trend will become clearer with the receipt of the March
check, around the 15th of the month.
Co.mmissioner Farr moved to authorize salary reclassification for Doug Sutton,
from Equipment Operator II C to D $13,337.81 annual. Seconded by Commissioner Smith and
carried.
The City Manager reported that the Seminole County School Board is seeking
legislation to appeal and over-ride denial of their rezoning requests by any City or County
or for any other restrictions imposed on a school board. Commissioner Farr moved to
authorize the City Attorney to attend a meeting with the Seminole County Legislative
Delegation and present the City's objections to this proposed legislation. Seconded by
Commissioner Yancey and carried.

request that the City of Sanford, Florida extend water and sewer
service to the Board's new Hamilton Elementary School, located
adjacent to the District's Administrative Office in Sanford, Florida.
Pursuant to the provisions of Florida Statue 235.26(1)j The School
Board of Seminole County, Florida understands that it is responsible
to pay the City only for the actual cost of the water meter and the
actual cost of installation.

The Commission authorized the City Manager to notify the School Board of Seminole
County that the City will bill them for the actual expenses of the water and sewer
connections.
Joe Oritt, 223 Forrest Drive, Sanford, Florida, Member, Board of Directors of the
Central Florida Zoo, appeared to support a request from the zoo for the City to sponsor a
newspaper ad for the zoo, in a special supplement to the Easter Sunday paper.
The City Manager reported the City's policy has been to appropriate funds to the
Chamber of Commerce and has designated that agency as the City's publicity agent and let them
decide what advertisements and other activities to endorse.
The Commissioners agreed to make individual contributions from their private
funds, in total amount of $450.00, for an ad to support the Central Florida Zoo.
There being no further business, the meeting was adjourned.
