The meeting was called to order by the Chairman.
A public hearing was held in accordance with Notice published in the Evening
Herald on February 27, 1984, as follows:

You will take notice that the City Commission of the City of
Sanford, Flordia, at 7:00 o'clock P. M. on March 12, 1984, in the

Commissioner Farr moved to authorize the City Attorney to prepare the proper
ordinance to close the portions of the streets. Seconded by Commissioner Keith and carried.

American Legion Post fifty-three has asked if the occupational license
fee for the carnival located on 3506 Orlando Drive may be waived.
I informed them that this could only ~e done by the City Commission,
so they have paid the license fee. They requested to go before the
commission at their next meeting for a refund.

They state all proceeds will be used for public service projects
supported by the American Legion. The license amount is $625.00.
I told them there was no assurance the fee would be returned, and
they would need a representative at the meeting.

The City Manager submitted exCerpts from a report of Conklin, Porter & Holmes,
Engineers, of a study of removal of the City's wastewater disposal from the St. Johns River,
with the lowest alternative cost in amount of $24,359,335.00. The Commission took no
action.
On recommendation of the City Manager, Commissioner Smith moved to authorize
transfer in amount of $2,511.52 from Contingency to Police Department Account No. 2-01-
22462-3, for unbudgeted repairs to the air conditioning system. Seconded by Commissioner
Yancey and carried.
On recommendation of the City Manager, Commissioner Keith moved to authorize
salary reclassification of James Drawdy, Refuse Division, from Packer Loader/Driver C to D,
$13,337.81 annual. Seconded by Commissioner Yancey and carried.
On recommendation of the City Manager, Commissioner Farr moved to authorize the
Celery City Elks Lodge to use the Civic Center, with alcoholic beverages, on April 6, 1984,
after payment of the proper fee. Seconded by Commissioner Yancey and carried.
The City Manager submitted a letter from the City of Tampa regarding proposed
state legislation to eliminate control of placement of mobile homes through local zoning.
Commissioner Smith moved to authorize the Mayor to execute a letter to our Representatives
in Tallahassee, to oppose said legislation. Seconded by Commissioner Yancey and carried.
The City Manager submitted a report on water use during February, 1984, showing an
increase of 9.92% over 1983.
The Mayor discussed that in the future, water pumpage and distribution in the area
between Highway 17-92 and the Wekiva River and North of General Hutchison Parkway will need
to be coordinated and controlled by those entities in that area, and urged Sanford and Lake
Mary to interconnect their systems for mutual benefit, and to cooperate with each other on
future water uses.
The Commission authorized a luncheon meeting with the Lake Mary City Commission,
as soon as possible, in the City Manager's Conference Room to discuss same.
Commissioner Smith moved to authorize the City Attorney to prepare a resolution
thanking Ms. Patricia Stenstrom for free use of her 16 inch irrigation well, during the
water crises, and further, to present her with a token of appreciation for same. Seconded
by Commissioner Keith and carried.

The City Manager reported that no dredging work has been done at the Marina for
the past two weeks because the small dredge is unable to break through the hard layer on the
bottom of the West basin, however, the contractor is bringing in a backhoe on a barge to
break up the layer, ahead of the dredge, but no one knows how long this will take. The
Commission authorized the City Manager to discuss the work progress with the dredging
contractor and the Marina lessee, Chuck Volk.
The City Manager submitted a memorandum on a meeting of the Executive Board of the
Florida Consultative Council of the National Institute of Building Science he attended to
discuss the 1983 state law requiring certified inspectors for threshold buildings, as
follows:

The 1983 state law requiring certified inspectors for threshold buildings
was the topic of discussion at an all day meeting Friday, March 9, 1984
at the Marriott Hotel at the Orlando Regional Airport. I was attending
as the representative of the Florida League of Cities as a member of the
Executive Board of the Florida Consultative Council of the National Institute
of Building Science. The Executive Board is chaired by Senator John Vogt.
This initial meeting of the Executive Board met to have a discussion
"to pull together the building industry to address the problems of the
1983 threshold law as [he legislative year is getting started and hopefully
we can have some impact this year." This was the charge of the chairman,
Senator John Vogt.
Throughout the six and half hour Executive Board meeting, I was constantly
reminded of the shift of liability to the public this 1983 law effected.
My major thrust throughout this meeting was to soften the law's impact
and to attempt to lead the liability responsibility back to the "owner,
architect, engineer, contractor team". The recommendations that were
accepted may start this trend if they are placed into the law.
As a safeguard, for the City of Sanford, all threshold buildings must
have specific requirements:

No permit until the plans and the design are certified by the architect
and engineers as to complying with all current applicable codes in
the City of Sanford and the State of Florida. This should be a certification
form provided by the City that requires the architect-of-record'and
the enginner-of-record to physically sign the certificate and the
signature be notorized. The certificate must contain an accurate
description of the pro3ect and specify the plan to which this certificate
must be affixed.
A City of Sanford requirement that the certified inspector-of-record
must be on the project site at all times that any building construction
work takes place and said inspector must view all phases of the building
construction.
Daily reports of the certified building inspector for the project
must be a complete, detailed account of all building construction
relating to that specific date. The inspector's daily report shall
be signed by the certified building inspector and copies filed with
the owner, the architect, the engineer, and the City of Sanford building
division. The copy to the City of Sanford building division shall
be filed with the City no later than 72 hours after the date of the
construction covered wihin the daily report.

Effective this date, requirements a) through c) above shall be the
required policy of the City of Sanford for all threshold buildings as defined
by F.S. 553.71(6).

This will be submitted to the Sanford City Commission and to the City
Attorney for review. Future action may result in these or similar requirements
bein§ enacted by formal action of the City Commission. Until this is
done, a) through c) are in effect and shall be adhered to by. the buildin~
division.
On recommendation of the City Manager, Commissioner Farr moved to authorize the
City Attorney to prepare a resolution adopting a water conservation program, as recommended
by the American Water Works Association and to authorize the Mayor and City Clerk to execute
same. Seconded by Commissioner Smith and carried. Said resolution being in words and
figures as follows:
RESOLUTION NO. 1368
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
ADOPTING THE WATER CONSERVATION PROGRAM AS
RECOMMENDED BY THEIR CONSULTING ENGINEERS AND
THE AMERICAN WATER WORKS ASSOCIATION.
WHEREAS, it is the intent of the City of Sanford, Florida, to
conserve water resources; and
k~EREAS, the City intends to institute a water conservation
program; and
WHEREAS, the customers of the existing utility system will be
notified and informed regarding water conservation ~asures; and
WHEREAS, the City endorses the water conservation programs as
delineated by the American Water Works Association with their informational
supplements; and ~.
WHEREAS, the City intends to continue this water conservation
program into the future.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, adopts the
water conservation program as recommended by their consulting engineers

Commissioner Yancey reported that the Board of Public Instruction is considering
converting the school on Seventh Street, between Elm Avenue and Myrtle Avenue, into a
Teaching Museum, and moved to authorize a letter to the Board of Public Instruction to
support this proposal. Seconded by Commissioner Keith and carried.
Commissioner Keith moved to authorize the City.Attorney to prepare a resolution
formally opposing Proposition 1. Seconded by Commissioner Smith and carried.
Commissioner Yancey moved to authorize a proclamation to designate Senior
Citizen's Month. Seconded by Commissioner Smith and carried.
