M. 19__ 84 The City Coranission of the City of Sanford, Florida, met in Pegular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 25, 1984. The first item on the agenda was consideration of an open space requirement for 256 dwelling units development of 11.6 acres at Myrtle Avenue and Seminole Boulevard. Hutchinson, attorney, representing Seminole Club, Inc., appeared to submit a plan to revise and develop the Mayfair Golf Course property and stated that the City of Sanford received no revenues from the lease which still has 64 years to run. Fred Salgado presented proposed changes to the golf course, to permit construction of approximately 350 housing units on the golf course property and reduce the course to a par 70, with relocations of some trees, faJ_rways and greens. Mr. Salgado proposed to build a hotel with efficiencies and meeting rooms, a new pool, and further that the golf course would be platted in perpuity. The Mayor stated that the property is a city asset and should be advertised for bids. He also stated the City will continue to use the golf course as a well site and if needed, use the property form ore well fields. Mr. Hutchinson stated the owners will pay $150,000.00 cash at closing and taking of title or $300,000.00 with $50,000.00 at closing and $25,000.00 per year for ten years. Con~issioner Yancey stated he did not think the golf course should be sold. He also stated that the City should maintain its use as a golf course and maintain its use by the public. Mr. Horrell appeared and stated the proposed changes will destroy the Mayfair area, and that he was opposed to the selling of the golf course. After discussion, Commissioner Yancey moved to hold a public hearing on July 23, 1984 to consider the sale of the golf course property and receive bids and proposals, and to advertise for same. Seconded by Commissioner Keithand carried. On motion of Co~anissioner Yancey, seconded by Conn~issioner Keith and carried over dissenting vote of Con~nissioner Farr, Ordinance No. 1706, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, REGULATING TREES WITHIN THE CITY LIMITS BY REQUIRING PERMITS FOR REMOVAL OF TREES, PROVIDING ~ APPLICATION PROCEDURES, EXEMPTIONS AND EXCEPTIONS, REQUIRING THE PRESERVATION OF TREES DURING DEVELOPMENT AND CONSTRDCTION, PROVIDING REGULATIONS PERTAINING TO UTILITY COMPANIES, DEFINING REPLACEMENT STOCK. M. 19__ 299 84 The City Attorney stated the ordinance required a permit application to the City. The Cha~-man announced the Commission would hear from those persons present to speak in favor or in opposition to the proposed ordinance. Mike Martin, Florida Division of Forestry, representing the Garden Club of Sanford appeared and stated the ordinance is a draft from the Altamonte ordinance and he would help train individuals for inspection of trees. Pat Sentell stated the Sisters, Women's Club and Garden Club of Sanford support the ordinance. Mrs. E. Horell appeared and stated she is in favor of the ordinance. The City Commission authorized Staff to review the open space requirements and prepare recommendations. On recommendation of the City Manager, Commissioner Keith moved to approve transfer of open air restaurant license from 2600 Orlando Drive to 1000 West 1st Street Jack L. Bennett, II, d/b/a Jack's Greek Wagon. Seconded by Commissxoner Smith and carried. The City Commission ~authorized daily workshops to review the 1984-1985 Budget to begin on July 10, 1984 at 4:00 P. M. in the City Manager's conference room. The City Commission authorized to hold a joint meeting with the Lake Mary City Commission at 5:30 P. M. on June 27, 1984 to consider a new contract for furnishing water service to Lake Mary. The City Manager reported a preliminary estimate from County Land Appraiser's office indicates Sanford's growth re taxable valuation will allow a reduction of tax millage from the current 4.0679 to an estimated 3.8251 mills. On recommendation of the City Manager, Commissioner Smith moved to authorize MINUTES City Commission, Sanford, Florida June 25 at 7:00 P.M. 1984 The City Manager reported that last minute legislative action will require all Florida Retirement System accounts to be recomputed from 11.99% of salary to 12.24% for the 1984-85 Budget. Commissioner Keith moved to authorize the City to seek any source available to recover EDB costs for the Utility Fund. Seconded by Commissioner Smith and carried. Commissioner Yancey moved to table consideration to fill the vacancy of Mary Whitney, whose term has expired, on the Sanford Housing Authority Board. Seconded by Commissioner Smith and carried. On recommendation of the City Manager, Commissioner Smith moved to accept from McKee Development Company, a neighborhood park area in a proposed office/warehouse Commer- cial Park, located on the east side of Airport Boulevard, south of Academy Manor. Seconded by Commissioner Farr and carried. The City Manager reported that public' driving on the erosion control blocks and the beach area on the north side of the marina will cause damage, and recommended that the city construct a ramp for launching sailboats and install posts to protect the beach area and the erosion control blocks. The Commission approved same. Commissioner Smith reported complaints on progress of cleaning the streets and alleys of debris caused by last yers severe freeze and requested the City Manager check into the three to four week backlog.
