City Manager Comments. 5:55 — 6:00 PM 2012 -362 CITY COMMISSION MINUTES AUGUST 13, 2012 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 13, 2012, at 3:30 PM, in the Railroad Depot Room, Second Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Patty Mahany Commissioner Mark M Commissioner Velma Williams Commissioner Randy Jones Deputy City Manager Tom George City Attorney William L. Colbert City Clerk Janet Dougherty Deputy City Clerk Cynthia Porter Absent: Mayor Jeff Triplett City Manager Norton N. Bonaparte, Jr. 1. Presentation on Advocacy 4 Cities — Florida League of Cities — Kathy Till Kathy Till, Advocacy Consultant for Florida's Cities, distributed information and gave a presentation regarding advocacy planning. 2. Presentation on Community Visioning and Strategic Planning — Renaissance Planning Group [Commission Memo 12 -125] Whit Blanton, Vice President of Renaissance Planning Group, gave a powerpoint presentation of the visioning and strategic planning process for the City. 3. Sanford RiverWalk Phase II Update [Commission Memo 12 -126] Kurt Luman, CPH Project Manager, distributed a handout and gave an update regarding Sanford RiverWalk Phase II and Phase III. 2012 -363 CITY COMMISSION MINUTES AUGUST 13, 2012 WORK SESSION 4. Discussion regarding FY 2012 -2013 Budget. Commissioner Williams asked for confirmation that the 1% increase for employees is still in the budget. Mr. George said it is in the proposed budget. 5. Discussion of Board appointment procedures This item will be discussed at the next work session. 6. Discussion regarding CDBG program amendment [Commission Memo 12- 118 L] Senior Project Manager Andrew Thomas distributed and reviewed the City of Sanford Community Development Block Grant Annual Action Plan 2012 -2013. 7. City Financial Report — 3 Quarter Ended June 30, 2012 [Commission Memo 12 -124] Finance Director Cynthia Lindsay presented the Report. 8. Regular Meeting Agenda Items — additional information and/or questions. The Commission briefly discussed Consent Item F regarding staff's ranking to establish a qualified contractor to perform Water Quality Improvement Projects (5 Yr Capital Improvement Plan (CIP) for Water Treatment Plants; Well Fields; and Water Quality). Human Resources Director Fred Fosson briefly discussed information regarding the request for bids for the City's insurance. The City's current insurance carrier, the Florida League of Cities, provided the only responsive bid submission. He 2012 -364 CITY COMMISSION MINUTES AUGUST 13, 2012 WORK SESSION will provide a recommendation for Commission consideration at the next meeting. 9. Briefing items. Mr. George said that about a month ago the roadside memorial on Oregon Avenue was removed and since then has been re- erected and taken down several times. There is concern about the safety and welfare of those who are passionate about the issue. The City doesn't have a policy for roadside memorials but has the inherent right to remove things from the right of way and there are codes that regulate obstructions, litter, nuisances, etc., albeit nobody wants to apply those labels to a roadside memorial. Staff is looking for guidance. He provided the Commission a copy of various memorials throughout the City. There was discussion about having a public memorial garden area at the cemetery. City Attorney Colbert said that some cities have adopted an ordinance detailing various types of memorials that could be handled through an application process through the City: purchasing and planting a tree in memory of; dedicating a park bench; or a type of uniform memorial. If the City adopts a policy it would have to be City wide and applicable to all. The Commission concurred that more research should be done about what other cities are doing and information brought back for consideration. 10.
