Commissioner Yancey moved to remove from table, consideration of request from the Grace Bible Church of Sanford, Inc., for annexation of a portion of the property lying North of and abutting East 27th Street and. between Palmetto Avenue' and Sanford Avenue, further described as follows: Lots 111 and 112, Frank L. Ordinance No. 1714, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT THE 1983-1984 REVISIONS TO THE HOUSING CODE; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. introduced and placed on first reading at meeting of August 13, 1984, was next placed on final reading. After being read by title, the Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed ordinance. No one appeared. Commissioner Keith moved on the passage and adoption of Ordinance No. 1714. Seconded by Commissioner Yancey and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1714, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT THE 1983-1984 REVISIONS TO THE HOUSING CODE; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. On motion of Commissioner Yancey, seconded by Commissioner F~rr and carried, Minutes of August 13, 1984 were approved. On recommendation of the City Manager, Commissioner Farr moved to authorize transfers in the total amount of $136,720.00 in the Sanford Airport Authority's FY 1984 Budget. Seconded by Commissioner Yancey and carried. On recommendation of the City Manager, Commissioner Keith moved to approve, and authorize the Mayor to execute~ Amendment 1 to an Agreement dated August 23, 1982 with MINUTES City Commission, Sanford, Florida August 27 at 7:00 P. M. 359 19 84 the scope of the normal contract for the 201 grant for sewer plant work. Seconded by Commissioner Yancey and carried. Commissioner Farr moved to authorize transfer in amount of $1~052.45 from Contingency to Building Division account 2-01-11421-2, Postage, for postage to mail notices of public hearing to rezone Sanora and Hidden Lake to Modified PUD zoning. Seconded by Commissioner Yancey and carried. The City Manager reported the University of Florida has calculated Sanford's population at 26,759 as of April 1, 1984, and this is the figure used by the State for the Revenue Sharing formula. On reconm]endation of the City Manager, Commissioner Farr moved to accept the figure. Seconded by Con~issioner Yancey and carried. On recommendation of the City Manager, Commissioner Fart moved to authorize salary reclassifications as fol!ews: Darrel Presley, Police Department, Investigation Division, from Police Officer E to F, $20,226.06 annual. Christine E. Johnson, Civil Service, from Secretary I C to D, $13,129.37 annual. Cleo Cohen, Police Department, Administration Division, from Clerk Typist E to F, $13,820.14 annual. Melvin Vellines, Recreation Department, Parks Division, from Maintenance Worker I E to F, $12,957.28 annual. Seconded by Co~issioner Keith and carried. The City' Manager reported the 1984-85 millage has been revised from 3.028 mills to 3.4466 mills, due to an error by the Seminole County Property Appraiser's Office to decrease the gross taxable value from $406,017,668 to $339,284,468. Commissioner Yancey moved to set the proposed 1984-85 millage at 3.4466 mills. Seconded by Commissioner Farr and carried. The City Manager submitted resignations as follows: From Kirby Moncrief, resigning from the Airport Zoning Board. From Carol Kirchhoff, resigning from the General Sanford Museum-Library Board of Trustees. The Commission accepted same with regrets, and authorized letters to Mr. Moncrief and Ms. Kirchhoff, thanking them for their service. Commissioner Keith moved to authorize the Sanford Rotary Club free use of the Civic Center, with alcoholic beverages, on October 27, 1984, for a Country-Western Bar-B-Que and Dance, to raise funds for community services. Seconded by Commissioner Yancey and carried. Letters of commendation for police officers submitted as follows: From Berrie M. Lord, for actions of Officer Willie Harden on August 18, 1984. From Debborah H. Dickerson and Vandiver M. Villanti, Florida Department of Health and Rehabilitative Services, for actions of Sergeant William Bernosky and Officer Tito Fontana to teach a firearms safety course. The City Manager submitted a proposed sub-lease with the Sanford Gymnastics Association, of the property leased to the Sunrise Kiwanis Club. Commissioner Yancey moved to authorize the Mayor and City Clerk to execute said sub-lease. Seconded by Commissioner Keith and carried. The City Manager reported that the Seminole County Commission has set a public 36O MINUTES City Commission, Sanford, Florida August 27 at 7:00 P. M. 1984 increase all refuse rates by 13.6412% to pay the increased costs. Condemnation Group 76, Report No. 84-1118, 1107 Willow Avenue, submitted from the City Manager, who reported he, the Building Division, and the Fire Department all recommend action be taken now on this report, due to the hazardous condition of an open, vacant structure, with open fires being used on the premises by unauthorized individuals. Commissioner Keith moved to authorize a public hearing to be held September 10, 1984, to consider said Condemnation Report, and proper notice. Seconded by Commissioner Yancey and carried. The City Manager submitted a copy of the 1984 golf course maintenance program, from Mayfair Country Club, Inc., and reported that the lease requir'ed the program to be submitted and approved by the City Commission. Further, the maintenance program is not properly set up. On recommendation of the City Manager, Commissioner Keith moved to disapprove said program. Seconded by'Commissioner Yancey and carried over the dissenting vote of Commissioner Farr. On recommendation of the City Manager, Commissioner Yancey moved to authorize salary reclassification for Clara Graham, Police Department, Administration Division, from Secretary I D to E, $13,963.12 annual. Seconde~ by Commissioner Farr and carried. The City Manager reported that the State Department of Environmental Regulation is requiring Sanford to provide Value Engineering Studies to qualify for the grants for the 201 Program work at the sewage treatment plant, and submitted a cost proposal of up to $57,454.00, from CRS Engineers/Clark Dietz, to perform this work. On recommendation of the City Manager, Commissioner Yancey moved to authorize the City Manager to execute the agreement for the work. Seconded by Commissioner Keith and carried.. Truck mounted unit recommended over self propelled unit due to over the road mobility. 8 requests for bids sent out; 2 responses received. $155,650 appropriated in FY 84-85 budget for replacement of this equipment. CITy OF SANFORD MEMORANDUM From: CITY MANAGER To: Sanford City Commission Subject: Authorize purchase-of new hydraulic excavator Date, August 27, 1984 The 1984-85 budget authorizes the replacement of the 1972 existing machine. In order to save repair costs, the City has taken written bids and opened them this afternoon. It recommended that the City issue a purchase order now for the new machine. It is not expected to receive immediate delivery as the time quoted is 60 days. However, if it should be de- livered, both dealers have agreed the billing for payment would not be until October 2, 1984 when the new budget would be in effect. Recommend approval of the low bid on the mid-size machine, Badger 460 HS from H. F. Mason Equipment Co. in Lakeland for the net bid of $106,095. This would be trading in the existing machine. Budget contains $55,650. with the balance on an equipment purchase 'note through a local banking institution. On recommendation of the City Manager, Commissioner Keith moved to accept low bid in amount of $106,095 from H. F. Mason Equipment Company. Seconded by Commissioner Yancey and carried. After consideration, the Commission approved payment of the City Attorney's statement in amount of $2,187.42, for July, 1984. The City Manager reported that Gerald Gross and Associates, Architects, have submitted plans to restore their building at 202 East First Street, including a covered walkway over Rands Mall, utilizing support columns along each side which will intrude on the public right-of-way about two feet. Commissioner Keith moved to approve the plans, and authorize the City Attorney and City Manager to prepare the proper agreement for intrusion on that portion of the right-of-way. Seconded bY Commissioner Yancey and carried. On motion of Commissioner Farr, seconded by Commissioner Yancey and carried, Resolution No. 1376 was adopted. Said resolution being in words and figures as follows: RESOLUTION NO. 1376 A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, ~ING THE SANFORD CODE APPSNDIX B, ~NTITIJ~ SUBDMSION REGULATIONS, BY AMENDING S~CTION III SUBSECTION 310 (2) TO PdDQUIRE THAT ALT, NEW SUBDMSION CONSTRUCTION ODNTAIN MUNICIPAL S~WER SYSTt~; PROVIDING SEVERABILITY, CO6ISLICTS AND ~IVE DATE. 362 MINUTES City Commission, Sanford, Florida August 27 at 7:00 P. M. 19 84 deems it necessary, expedient, and for the beSt interest of said City to amend the Sanford Code to require that all new subdivision construction contain sewers and to require them to be connected to the municipal sewer system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, as follows: SECTION 1: That Section III Subsection 310 (2) of the Sanford Code is hereby deleted. SECTION 2: That a new Section III Subsection 310 (2) is hereby added to read as follows: 2. Sanitary Sewer System: All residential construction, constructed under the subdivision regulations after September 1, 1984, shall connect to the municipal public sewer system to serve all the lots within the subdivision. Where it is determined by the Planning and Zoning Ccnmission, with the advice of the City Engineer, that a subdivision cannot be connected to the central municipal sewer system in a feasible manner, than a developer of a subdivision may be allowed to install an approved private disposal system in accordance with the requLrements of the City; the Seminole County Health Depazht~nt; and the State Depaz~,~nt of Environmental Regulation. SECTION 3: If any section or portion of a section of this resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force or effect of any other section of part of this resolution SECTION 4: That ali resolutions or parts of resolutions in conflict herewith, be and the same are hereby repealed.
