Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 8, 1984, to consider changes and amendments to the Zoning Ordinance, and amending the Future Land Use Element of the Comprehensive Plan of the City of Sanford, Florida, as follows: A portion of that certain propertY lying between U. Maria Stevens, 2207 Bel Air Boulevard, appeared to support the proposed rezoning and reported plans to build a restaurant on the property. On recommendation of the Planning and Zoning Commission, Commissioner Yancey moved to authorize the City Attorney to prepare the proper ordinance to reZone the property. Seconded by Commissioner Smith and carried. Peggy Nestor appeared to support a request for water service to her house at 2306 West First Street, outside the City, and reported the hoUse previously had City water service before she purchased and renovated it. Further, the property cannot be annexed because it is not contiguous and the owner of the property between hers and the City will not annex, but she would annex her property as soon as possible. On recommendation of the City Manager, Commissioner Smith moved to provide water service to the house, subject to Mrs. Nestor signing an annexation petition for the property and paying all expenses for the water service. The City Manager submitted a letter from Titusville Councilman Henry Cook as representative on the National League of Cities Board of Directors, asking Sanford to become a direct member of the National League of Cities, at an annual fee of $926.00 at the present population. The Commission authorized to discuss same during 1985-86 budget work sessions. The City Manager submitted a report on vacancies on various :City boards as a) follows: Airport ~RRi__n~ Commission ~his is a f'ive member boardi, created in November, 1974 under the Airport Zoning ordinance. This board has never met. We are missing one sheet metal contractor. f) 'General Sanford Memorial Library/Museum Board of Trustees: Seven resignations have been received. There had been 25 members but there~ iS ~o designated membership number; ~~ that the number shall not exceed 25 members.. This is in accordance with the Association's By-Laws, with appointments made by the City Commission. Technically there are no vacancies that ~~ filling but there are 7 openings as individuals express an interest that the City Commission ~ay make aPPointments to the Trustees. Sanford PERC~ A five member board with two vacancies. These members are appointed by the city manager (folliwing state law). Commissioner Farr moved not to fill the vacancy on the Airport Zoning Commission at this time. Seconded by Commissioner Smith and carried. Seconded by Commissioner Farr and carried. Commissioner Farr moved not to fill the vacancy on the Minimum Housing Code Board of Adjustment and Appeals at this time. Seconded by Commissioner Yancey and carried. Commissioner Farr moved not to fill the vacancy for a sheet metal contractor on the Central Examining Board at this time. Seconded by Commissioner Yancey and carried. Commissioner Farr moved to appdint J. Clay Hartsoe, 2102 Hartwell Avenue, Sanford, Florida, to the General Sanford Memorial Library/Museum Board of Trustees. Seconded by Commissioner Smith and carried. The City Attorney reported that the Kansas Supreme Court had ruled in 1984 in the case of Siple vs. City of Topeka, that the City was not liable for damages from a falling tree limb even though the City Forester had inspected the tree prior to the incident. The City Manager reported that~ the Florida Department of Health and Rehabilitative Services now requires all mobile food facilities to be mobile, to move at least once each 24 hours, and to clean their facility and tools off-site from which they serve, further, the rule has not gone into enforcement locally but the facility owners are being notified by county personnel. Also, violations by units licensed by the City will be reported to the City and it will be up to the City to act on the City occupational license. The City Attorney reported that there are no durational residency requirements for Candidates for the City of Sanford Commission and that the Commission could consider for future elections items as follows: Durational residency requirement of 30, 60 or 90 days, or some other appropriate time. Require filing of a sworn statement at the time of qualifying, reciting the facts that the candidate is relying on to establish residency (home ownership, rental agreement, voter registration, driver's license, mailing address, etc.).
