The City Commission of the. City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 22, 1984.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with Notice published in the Evening
Herald on October 2 and 12, 1984, as follows:
NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE, AND AMENDING THE FUTURE LAND
USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE
CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on October 22, 1984, to consider changes
and amendments to the Zoning Ordinance, and amending the Future
Land Use Element of the Comprehensive Plan of the City of
Sanford, Florida, as follows:
A portion of that certain property lying East of U.S.
17-92 (S.R. 15-600) and between Americana Boulevard and
Lake Mary Boulevard extended Easterly is proposed to be
rezoned from MR-2 (Multiple-Family Residential
Dwelling) District to GC-2 (General Commercial)
District. Said property being more particularly
described as follows:
The North one-half of the Southeast one-
quarter of the Southeast one-quarter of
Section 11, Township 20 South, Range 30 East,
less the Westerly 330 feet thereof, Public
Records of Seminole County, Florida.
Ail parties in interest and citizens shall have an
opportunity to be heard at said hearing.

to speak in favor of, or in opposition to, the proposed rezoning. No one appeared.
The City Clerk reported that Notice was sent to Mr. and Mrs. Thomas N. Tompkins,
owners, on September 20, 1984 and the property was posted on September 19, 1984.
On recommendation of the Planning and Zoning Commission, Commissioner Farr moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property.
Seconded by Commissioner Keith and carried.

September 20, 1984 and the property was posted on September 19, 1984. Further, that they
withdrew their request for rezoning after the Planning and Zoning Commission granted a
conditional use to allow the dining room to be open to the public as a marketing tool, for a

City Water Connection at 280 Brown Avenue, Sanford, FL
This letter is submitted for your consideration in approval of
city water connection to my recently purchased property on
280 Brown Avenue, Sanford, Florida.
I purchased the property as noted on Exhibit "B" July 31, 1984.
Purchase of this property was made with ~he. understanding there
was city water available. Seller indicated there would be no
~:w~ prob!em~Df connection because of the execution of Exhibit "A".
The~:Util~i~yi,Eaisement in:Exhibit "A" was given and the City of
San~ord placed city water line to said property.
If you will note by Exhibit "B" the Utility Easement is in the
p~c~i;..cen.~er ofi~his:,propert¥. (lots 1 through 16). All persons living
on the lots are connected to city water. I have checked with
Mr. Jim Smith of Smith Well Drilling, Sanford, Florida about a
well. He informed me he could drill a well for approximately
$1,250.00 and up. But there is not good water in that area.
i believe that the circumstances that I am in are in the same
category of the person listed in Exhibit "C". So with all
of the above facts I respectfully request that I be permitted
to connect my property to the city water line that now exists.
If required I will give approval to annex into the city.

The City Manager reported the neighboring property owners obtained water service
years ago, at the then existing houses, when they granted the easement, prior to the City
policy of water service' only to property in the City.
Commissioner Keith moved to authorize the new water service, if Ms. Cobb pays all
costs and signs a Petition for Annexation of the property. Seconded by Commissioner Yancey
and carried over dissenting vote of Commissioner Farr.
Letter submitted from A. K. Shoemaker, Jr., Chairman, Sanford Airport Authority,
recommending the reappointment of W. Scott Burns, whose term expired September 30, 1984.
Commissioner Farr moved to re-appoint. Mr. Burns to the Sanford Airport Authority for a four
year term beginning October 1, 1984. Seconded by Commissioner Yancey and carried.

Seconded by Commissioner Keith and carried over the dissenting vote of Commissioner Farr.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,

introduced and placed on first reading at meeting of October 8, 1984, was next placed on
final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
adoption of Ordinance No. 1725. No one appeared.
Commissioner Farr moved on the passage and adoption of Ordinance No. 1725.
Seconded by Commissioner Yancey and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1725, entitled:

On motion of Commissioner Yancey, seConded by Commissioner Farr and carried,
Minutes of October 8, 1984 were approved.
The City Manager reported that the developers of Pine Ridge Subdivision at Airport
Boulevard and 25th Street will provide the required 7.77 acres of open space, and have an
additional 2.43 acres which the City could buy at their purchase price of $9,424.55 per
acre, and this would be reimbursed as other developers request to pay cash in lieu of
donating land for open space. All of said 10.2 acres is separated from their subdivision by
Old Lake Mary Road and the Seaboard Coastline Railroad tracks. On recommendation of the
City Manager, Commissioner Keith moved to purchase the 2.43 acres in amount of $22,901.66

from the Public Projects Fund. Seconded by Commissioner Yancey and carried.
The City Manager submitted an activity report for fiscal year 1983-84 from the
Sanford Airport Authority. Commissioner Farr moved to accept. Seconded by Commissioner
Yancey and carried.
The City Manager reported that the City has complied with federal law requiring
all public employers to offer to employees the option of a Health Maintenance Organization
instead of a group health plan. Further, HMO of Florida has been selected and begun to
address the employees. Commissioner Yancey moved to authorize to proceed with the program.
Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner Farr moved to authorize
payment of the City Attorney's September, 1984 statement in amount of $5,177.95. Seconded
by Commissioner Yancey and carried.
The City Manager submitted a tabulation of bids for the boiler at the Civic
Center, folding partitions at the Civic Center Youth Wing and roll-up service doors at the
Motor Vehicle Repair Shop, as follows:

On recommendation of the City Manager, Commissioner Keith moved to accept low bids
as indicated for Items I and II, to reject bids for item III, and to re-write the specifica-
tions and re-advertise for bids for Item III. Seconded by Commissioner Farr and carried.
The City Manager submitted Amendment 3, Value Engineering Studies, to agreement
with Conklin, Porter and Holmes, Engineers, Inc., dated December 7, 1983 for Wastewater
Treatment and Effluent Disposal Facilities. On recommendation of the City Manager, Commis-
sioner Keith moved to authorize the Mayor and City Clerk to execute same. Seconded by Commiss
Farr and carried.
The City Manager submitted letters from Conklin, Porter and Holmes, Engineers,
regarding Florida Department of Environmental Regulation's concern about impact of combined
sources, and a report that the water quality is similar to that of urban stormwater.
The City Manager reported on .Architect Gerry Gross's plans to build a second floor
cross-over structure above Rands Mall, and that same would require relaying approximately
140 feet of drainage pipe at an estimated cost of $12,900.00. Commissioner Yancey moved to
authorize same, with Mr. Gross to pay material costs estimated to be $7,200.00, and the City
to provide labor and equipment. Seconded by Commissioner Keith and carried.
Commendation~ submitted for Police Sergeant Bill Bernosky and Officers Aaron
Keith, Richard Poovey, Greg Harrell.
The City Manager reported that the Personnel Officer and two representatives from
the Florida Department of Health and Rehabilitation had inspected City buildings for handi-
capped accessibility, and that some minor corrections will need to be made over the next 3
years to meet state regulations.
On recommendation of the City Manager, Commissioner Yancey moved to authorize
salary reclassification for George Atkinson, Police Department, from Police Officer C to D,
$18,778.98 annual. Seconded by Commissioner Farr and carried.

The City Manager submitted a request from Johnnie Lee Williams for a 90 day time
extension on the condemned structure at 1705 West 15th Street, Condemnation Gruop 72, Report
No. 83-1086. On recommendation of the City Manager and the Minimum Housing Code Inspector,
Commissioner Keith moved to authorize same. Seconded by Commissioner Farr and carried.
The City Manager reported that he had concurred with the findings of the Building
Official that red, white and blue flags displayed at the Box Car Barbeque were not a
violation of the sign ordinance. No action was taken by the Commission.

The City Manager reported that Clayton Bros. had agreed to some changes in plans
to develop an apartment complex on Airport Boulevard, abutting Sanora Subdivision, and may
finance the project with Orange County Financing Corporation bonds, or use conventional
financing. Further, they agreed to meet with the Sanora Homeowners' Association to discuss
their proposed development and resubmit the site plan.
