The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening
Herald on November 6 and 16, 1984, as follows:
NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE, AND AMENDING THE FUTURE LAND
USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE
CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on November 26, 1984, to consider
changes and amendments to the Zoning Ordinance, and amending the
Future Land Use Element of the Comprehensive Plan of the City of
Sanford, Florida, as follows:
A portion of that certain property lying between
Airport Boulevard and West 25th Street and between the
Seaboard Coastline Railroad Right-of-Way and U.S. 17-92
(Orlando Drive) is proposed to be rezoned from SR-2
(Mobile Home Residential Dwelling) District and MR-1
(Multiple-Family Residential Dwelling) District to GC-2
(General Commercial) District; and from SR-2 (Mobile
Home Residential Dwelling) District, GC-2 (General
Commercial) District and MR-1 (Multiple-Family
Residential Dwelling) District to MR-2 (Multiple-Family

~his letter is relative to the fee Beta Sigma Phi agreed to pay for lease of
the Sanford Civic Center, where we will present our annual Valentine Ball
scheduled February 9, 1985.
As you may kno~, Beta Sigma Phi is a non-profit organization, with the proceeds
fr~n the event to be distributed to the Missing Children's Society of Central
Florida (e~sing Sanford) and to I.S.I.S., a program to help autistic
children, with each being operated solely by volunteers and donations.
Beta Sigma Phi believes we have selected t~o extremely worthy charities (from
among many) to support with the funds raised from this charity benefit.
However, in lieu of the current emphasis placed c~ missing children programs
stateside by Governor Graham and Senator H~kins, and the support generated
in oonmunities throughout Florida; coupled with the relatively ne~ efforts
for autistic children in our area, we would like to know if you would consider
a reduction in this year's fee in order to increase our financial contribution
to these respective charities. We also believe the ccmmamity would favor the
request if given the opportunity, and this would be reflected in greater ticket
sales and contributions.

property if!it should be rezoned.
Wick Austin appeared and reported he is one of the owners of the property, that
the area has changed in the 20 years since he bought the property, from multi-family to
light industrial, and they are asking to be able to use the property for it's present
highest and best use.
Tom Ball, 107 North Crescent Boulevard, appeared and reported he will be buying
the property from Wick Austin's group, and he reaffirmed his committment of donating
$1,000.00 for park equipment at the park South of Academy Manor.

hearing with respect to the contemplated issuance and sale of
not exceeding $3,000,000 Industrial Development Revenue Bonds,
Series 1984 (Cardinal Sanford Offices, Ltd. Project), by the
City of Sanford, Florida, at its regular meeting to be held
November 26, 1984, beginning at 7:00 p.m. at City Hall,
Sanford, Florida.
The proceeds of such bond issue will be used to finance
the acquisition of certain real property and the acqisition,
(sic), construction, equipping and furnishing thereon of
facilities constituting a regional headquarters of a multi-
state business for the manufacture of modular homes, to be
located opposite 3701 South Sanford Avenue in the City of
Sanford, Florida. The principal user of the industrial

payments made by Cardinal Sanford Offices, Ltd.

KIND OF WORK
This is routine work in the operation of a water treatment plant
or wastewater treatment plant as a trainee on an assigned shift.
EXAMPLES OF DUTIES
Attends training courses and engages in study of water plant and
wastewater treatment plant operations; regulates the proper flow
of chemicals used in treatment proaess in accordance with pre-
scribed instructions; maintains records of amounts of chemicals
added; transfers chemicals from storage to feeder hopper; checks
for residual chlorine and settleable solids; maintains proper water
level in storage tanks by operating pumps and opening and closing
valves; takes water samples for chemical analysis; checks samples
for clearness of settled water and makes routine laboratory tests;
checks and lubricates pumps, motors, and other plant equipment;
advises the Utility Plant Supervisor of any mechanical defects;
assists with the maintenance and repair of machinery and equipment;
performs general custodial work in keeping the plant clean and
orderly; performs other duties as required.
KNOWLEDGES, SKILLS AND ABILITIES
Knowledge of the functions and servicing requirements of mechanical
equipment and machinery;ability to learn the processes involved in
the treatment of water and sewage and the procedures involved in
making chemical tests; ability to inspect machinery and mechanical
equipment in operation and to detect flaws and defects; ability to

Commissioner Farr moved to re-appoint to said Board, James Barks for term to expire July,
1988, and to re-appoint A. K. Shoemaker for term to expire November, 1988. Seconded by
Commissioner Smith and carried.
The City ManaGer reported that the Police Department Uniform Division
Machinery/Equipment Replacement account is short $9,459.00, due to an error in the extension
of the computation, to complete the three year plan to replace the Uniform Division portable
radios and the funds are needed since Motorola's state contract price expires the end of
December. On recommendation of the City ManaGer, Commissioner Yancey moved to authorize
transfer in amount of $9,459.00 from Law Enforcement Trust Fund for purchase of 9 portable
radios. Seconded by Commissioner Keith and carried.
The City ManaGer reported on a meeting held on November 14, 1984, with Department
of Environmental ReGulation officials in Orlando, at which the City was instructed to notify
Lake Mary and Seminole County of the need to act on the request to be included in the 201
ProGram's planning area and that lack of response will be considered as a desire to be
excluded. Also, the City ManaGer reported that each Governmental unit had been so informed.
The City ManaGer reported that RGK, Inc., the contractor for reconstruction of the
West end of Country Club Road, has completed the work except the relocation of the Seaboard
Coast Line Railroad signal, and would like to receive payment. Further, the contract calls
for payment upon completion, including the relocation of the signal, however, the railroad
can not find the paperwork, and it is not known how much longer the relocation will take.
Commissioner Smith moved to authorize the City ManaGer to disburse the funds at the proper
time. Seconded by Commissioner Keith and carried.
The City ManaGer reported that the air conditioner compressor at the Police
Station is burned out, the Maintenance Superintendent and others who have looked at ~it
recommend replacement at an estimated cost of $12,500.00. Commissioner Smith moved to
authorize replacement, based on the lowest of three quotes. Seconded by Commissioner
Yancey and carried.
