120584-Special Session MINUTES City Commission, Sanford, Florida December 5 at 12:00 Noon 19 84 The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on December 5, 1984. Present: Mayor-Commissioner Lee P. Moore Commissioner Milton E. Smith Commissioner Edward A. Yancey Commissioner David T. Farr Commissioner Edwin O. Keith City Attorney William L. Colbert City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The Chairman called the meeting into session to canvass the returns of the Municipal General Election held on December 4, 1984, for the purpose of electing a Mayor and two Commissioners. Election returns and absentee ballots were received, opened and examined by the City Clerk and the City Commission and recorded as follows: For Mayor Election Absentee Total Returns Returns Votes Bettye D. McClanahan reported he will request a recount for District 1, and questioned the determination of residency of voters of District 1. Commissioner Keith moved that the returns of the election held December 4, 1984 be accepted and the absentee ballots be approved as recorded, subject to a recount if requested. Seconded by Commissioner Smith and carried. Thereupon, John Y. Mercer, District 1, and Bob Thomas, District 2, were each certified as duly elected to said respective offices, for terms of four years to commence on the first Tuesday after the first Monday in January, 1985. Commissioner Farr moved to authorize payment in amount of $45.00 to Inspectors and $50.00 to the Clerks, for work in the December 4, 1984 General Election. Seconded by Commissioner Yancey and carried. Commissioner Keith moved to authorize a Municipal Run-Off Election to be held December 18, 1984, for the election of a Mayor from candidates as follows: Bettye D. Smith Tom Speer and to authorize the Mayor and City Clerk to execute the Election Proclamation for same. Seconded by Commissioner Smith and carried. Commissioner Yancey moved to appoint Commissioner Keith to represent the canvassing board at the Logic and Accuracy Test on December 17, 1984, at the Office of the Supervisor of Elections of Seminole County.
