021885-Workshop SessionMINUTES City Commission, Sanford, FlOrida February 18 at 4:00 P. M. 575 19 85 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room, in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on February 18, 1985. Present: Mayor-Commissioner Bettye D. Smith ,~. ~Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner Bob Thomas City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Commissioner Dav~'d T. Farr City Attorney William L. Colbert The meeting was called to order by the Chairman. B. C. Conklin, Paul Porter, Mike Deverall and Chris Ferraro, of the firm of Conklin, Porter & Holmes, Engineers, Inc., appeared to submit a report entitled "Funding Alternatives for Pollution Abatement Programs and Customer Impacts". Mr. Porter stated the City is following two tracks for treatment of wastewater, with estimated costs over a period of 10 years for each as follows: Track 1, Secondary Treatment with land application: $38,194,400. Track 2, Advanced Treatment with lake discharge: $27,932,300. Mr. Conklin stated that the report was based on the estimated population growth prepared by the East Central Florida Regional Planning Council, which is required to be used by the 201 Grant Program. The City Manager pointed out that the land application method included scheduled plant improvements for 1990/1992, however, he felt the plant improvements need to begin immediately due to the anticipated increase of the biological loading caused by the addition in the next two years of 4,500 single family units already planned or under construction at this date, which exceeds the 1996 population used in the report estimated by the East Central Florida Regional Planning Council. The Commission reiterated the direction to the engineers to proceed with Tracks 1 and 2, without the land acquisition at this date. Assistant City Manager Harriett reported that the Lake Mary Boulevard Technical Advisory Committee recommended obtaining a 123 foot right-of-way for the extension of Lake Mary Boulevard between Highway 17-92 and Sanford Avenue, to provide for eventual four lanes of traffic. The City Manager Selection Review Committee appeared as follows: Sara Jacobson, Chairman Shirley Shilke Eliza Pringle Eddie Keith Chairman Jacobson reported on the methods used in classifying the 101 applicants to arrive at the top 10 recommended for consideration by the City Commission, in addition, that two committee members feel that the present Assistant City Manager should also be considered with the top 10. The Mayor called a Special Meeting of the Commission to be held at 3:00 o'clock P. M. on February 20 and 21, 1985 to consider the recommendations and all of the other applications. %/' MINUTES City Commission, Sanford, Florida February 18 at 4:00 P.
