The City Commission of the City of Sanford, Florida, met in, Special Session in the
City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:00
o'clock P. M. on March 8, 1985.
Present: Mayor-Commissioner Bettye D. Smith
Commissioner John Y. Mercer
Commissioner Milton E. Smith
Commissioner David T. Farr
Commissioner Bob Thomas
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: City Attorney William L. Colbert
The Mayor announced that the meeting had been called to interview Mr. Frank A.
Faison, Richmond, Virginia, who had been invited as one of the five persons selected from
the applicants for the position of City Manager for the City of Sanford.
Mr. Faison appeared to discuss his education qualifications and professional
experience background, and answer inquiries from the City Commission.
At 5:30 P. M. the Mayor announced that the Commission would adjourn for dinner and
would reconvene at 7:30 P. M.
At 7:30 P. M., the Commission reconvened in the City Manager's Conference Room.
Those present were as follows:

The Mayor announced that the purpose of the meeting was for the Commission to
evaluate the five candidates who appeared and were interviewed for the position of City
Manager.
The Commission then voted by ballot, rating the applicants, awarding five points
for first choice to one point for fifth choice.
The City Clerk tallied the ballots and announced the results as follows:
Frank A. Faison 25
Alan Tandy 16
William McGill 14
William Cook 12
James Turner 8
Total 75
The Mayor announced that Mr. Frank A. Faison had received the unanimous approval
of the Commission.
At this time, Mr. Faison was called at his motel and requested to reappear'before
the Commission.
The Commission then proceeded to discuss items of employment with Mr. Faison as
follows:

Salary: $50,000.00 per year.
Car allowance: $250.00 per month.

3. In case of termination by the City Commission for other than malfeasence, the
Manager is entitled to three (3) months severance pay.
4. Understood the City Manager is to receive three (3) weeks vacation time after
one year in office~. ~
5. Understood the City Manager is to receive the same benefits as all City
employees re: retirement, sick leave, personal leave, and $100,000.00 life
insurance.
6. The City is to pay moving expenses from Richmond, Virginia to Sanford,
Florida.
7. Mr. Faison is to report for work April 3, 1985; to work with the
present City Manager through April 30, 1985, until his appointment
as City Manager on May 1, 1985.
The Commission and Mr. Faison agreed on the above items, subject to the Mayor
verifying within the next 48 to 72 hours, Mr. Faison's references.
There being no further business, the meeting was adjourned.
