Request submitted from The American Legion to waive two Occupational License Fees,
for a Circus on March 28, 1985 and a Carnival on April 1-9, 1985. Commissioner Farr moved
to authorize said waivers. Seconded by Commissioner Mercer and carried.
Sara Jacobsen appeared and reported Lurlean Sweeting has been working with the
Scenic Improvement Board, even though she is not a member. Further, they would like the
number of members increased from seven to eight, so that Ms. Sweeting could be appointed to
the board and be able to vote. The City Attorney was authorized to research the City Code
and Charter and report to the Commission.

SUBJECT:
Designation of a representative of your governing
board to pursue right-of-way donations for Lake Mary
Boulevard
The Committee recognizes the need to move forward with implemen-
tation of the Lake Mary Boulevard Corridor Project. First
priority is being placed on the eastern extension, segment one,
of the corridor, from U.S. 17-92 to Sanford Avenue. The con-
struction and right-of-way plans are complete and the necessary
right-of-way must be acquired i'n order to expedite the project.
The Committee requests that a member of your governing board
be designated to contact property owners for the purpose'of
pursuing donations of needed right-of-way within the Corridor.
The Committee recommends that discussions be conducted ~mong
those persons appointed and the Technical Advisory Committee
prior to initiation of negotiations in order to delineate and
coordinate these activities.
The Committee wishes to offer your staff any assistance necessary
to complete this phase of corridor development.

Commissioner Smith moved to authorize the City Manager to designate a staff person
as the City Commission's representative to contact property owners to obtain the needed
right-of-way. Seconded by Commissioner Mercer and carried.
On recommendation of the City Manager, Commissioner Smith moved to authorize
payment to the City Attorney in amount of $22,090.75, for services rendered in December,
1984 and January and February, 1985. Seconded by Commissioner Thomas and carried.
Letter of commendation submitted from Jim Terwilleger, Seminole High School, for
Utility Plants Superintendent James C. Cohen and Utility Plants Operator Reigh Craven, for
their assistance to the Linmology Class.
Mayor Smith read a positive summary of her verification of Mr. Frank A. Faison's
references. Commissioner Smith moved to appoint Mr. Frank A. Faison City Manager, effective
May 1, 1985. Seconded by Commissioner Thomas and carried.
Commissioner Farr moved to authorize the City Attorney to prepare a Letter of
Intent to Mr. Faison, setting forth employment terms as follows:
1. Salary: $50,000.00 per year.
2. Car allowance: $250.00 per month.
3. In case of termination by the City Commission for other than malfeasence, the
City Manager is entitled to three (3) months severance pay.
4. After one year in office, the City Manager is to receive three (3) weeks
vacation time.
5. The City Manager is to receive the same benefits as all city employees re:
retirement, sick leave, personal leave, and $100,000.00 life insurance.
6. The City is to pay moving expenses from Richmond, Virginia to Sanford,
Florida.
7. Mr. Faison is to report for work April 3, 1985, to work with the present City
Manager through April 30, 1985.
Seconded by Commissioner Smith and carried.
The City Manager submitted a petition for street lights and a letter from Mr. J.
J. Schaffer, 219 Woodmere Boulevard, requesting improvement to the area as follows:
1. More street lights.
2. Remove junk and unlicensed cars.
3. Houses kept in better repair.
4. Repaying some of the streets.
5. More police patrol.
6. Animal control.
The City Manager submitted a report that the street lights in the Woodmere
Subdivision are in keeping with the system throughout the City, the Police Department is
working on the junk and unlicensed cars, keeping houses in better repair is the owner's

responsibility, and is not a city function, the Woodmere Subdivision streets are scheduled
for slurry sealing on or before June, 1985, the Police Department is at normal strength and
has a ratio of personnel to population equal to the average, and that Seminole County
provides Animal Control Service to the City.
Mr. Joe Schaffer, 219 Woodmere Boulevard, Sanford, appeared to support the
requests, and reported prowlers and loitering in the neighborhood. Further, the
Neighborhood Crime Watch in Woodmere has disbanded. Also, they need a recreation area on
the East side of Sanford Avenue, between 25th Street and Airport Boulevard.
Commissioner Smith reported he would ask the Police Chief to send someone to
organize another Neighborhood Crime Watch in the Woodmere Subdivision, and he would report
the request for increased patrols in said subdivision.
The City Manager reported the Sunrise Kiwanis Club has leased, and sub-leased to
the Sanford Gymnastics Association, property on the East side of Sanford Avenue, between
25th Street and Airport Boulevard, said property to be used for a park.
The City Manager submitted a Petition for Annexation from W. Garnett and Paulette
C. White, for a portion of the property lying North of and abutting C.R. 427, South of
Bieder Avenue extended Westerly and East of and abutting French Avenue, further described as
follows:
All of Brentwood Grove, Block "A". Lots 1 through 10, 60 through 77,
(Less Lots 74 and 76), and Lots 113 through 118, Brentwood Addition to
Sanford.
Commissioner Farr moved to authorize the City Attorney to prepare the proper ordinance to
annex said property. Seconded by Commissioner Smith and carried.

On recommendation of the City Manager, Commissioner Smith moved to accept iow bids
as indicated. Seconded by Commissioner Thomas and carried.
The City Manager reported the Engineering Division is working on the list of non-
conforming buildings, and he will have it ready for the Commission at the Workshop Meeting
of March 18, 1985.
The Commission authorized City Staff to obtain information on ad sizes and prices
to encourage participation in the City Clean-Up Program, and report on same at Workshop
Meeting of March 18, 1985.
There being no further business, the meeting was adjourned.
