The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. The City Clerk reported that Notice was sent to the owners on March 20, 1985 and the property was posted on March 20, 1985. George Gibbs, Jacksonville, Florida, appeared to support the proposed rezoning and reported Kindercare Day Care School has the property under contract, and plans to build a day care center or offices on the property. On recommendation of the Planning and Zoning Commission, Commissioner Farr moved to authorize the City Attorney to prepare the proper ordinance to rezone said property. Seconded by Commissioner Thomas and carried. Request submitted to use a mobile trailer for additional offices at the Seminole Juvenile Detention Center. William R. Hughlett, Superintendent, Seminole Juvenile Detention Center, 3300 South Orlando Drive, appeared to support the request and reported they have applied to the State Legislature for funding for additional permanent offices, and they hope to have same within a year. Commissioner Smith moved to approve same for a 12 month period, subject to applicable codes and being properly connected to utilities. Seconded by Commissioner Farr and carried. On motion of Commissioner Thomas, seconded by Commissioner Farr and carried, Resolution No. 1404 was adopted. M. 19 85 WHEREAS, perform designs sludge handling the City of Sanford, Florida, proposes to and construct wastewater collection, treatment, and effluent disposal improvements as described in the Sanford 201 Facilities Plan dated January 1985; and WHEREAS, it is deemed necessary and advisable to seek Federal and/or State assistance for such work; specifically grant assistance for the purchase of land for wastewater effluent disposal, the construction of sludge handling improvements, the construction of sewer system rehabilitation, and the design and construction of effluent disposal improvements; and WHEREAS, W. E. Knowles, City Manager, was authorized by Resolution No. 1392 to make application for federal and state assistance and is retiring April 30, 1985, and Frank A. The City Manager submitted a request from The Housing Authority of the City of Sanford, Florida, to use the City parkway area on the East side of Jessamine Avenue between 10th Street and Eleventh Street and on the West side of Oleander Avenue between 10th Street and llth Street for off-street perpendicular parking backing into the street. He reported when Castle Brewer Court was constructed, off-street parking was not required, it is now required and since they are modernizing the units, they must comply with all applicable codes, including providing off-street parking. Commissioner Farr moved to approve the request as indicated in letter dated April 18, 1985 and accompanying diagram. Seconded by Commissioner Smith and carried. The City Clerk submitted a request from Neill O'Brien III, to grandfather in, and waive the 19 days late period for the sale of alcoholic beverages for consumption on the premises at 119 Magnolia Avenue. Neill O'Brien, 442 Woodland Street, Orlando, appeared to support the request and reported he purchased and renovated the property at 119 Magnolia Avenue, and has advertised and hired staff to open for business on May 7, 1985. Further, he did not know about the requirement to obtain the license within six months, and it would take about 45 days and create a hardship for him to go back through the Planning and Zoning Commission and then the City Commission for approval. Commissioner Farr moved to waive the 19 days late period and authorize the sale of alcoholic beverages for consumption on the premises at 119 Magnolia Avenue. Seconded by Commissioner Thomas and carried. Request submitted from Jerry L. Givens, owner, 1229½ West 13th Street, Condemnation Report No. 84-1121, Group 77, for a 90 day time extension. The City Manager reported that the Florida State Employment Office on French Avenue has requested to pave a 50 foot by 20 foot portion of the parkway on Second Street next to their building, and use for five off-street parking stalls. Velma Williams, 1605 West 17th Street, appeared and reported she was dissappointed by the "vibes" she received from the Commission's action on the Bi-Racial Committee. Alfred DeLattibeaudiere appeared and reported he does not feel a Bi-Racial Committee is needed, and commended the community for the progress made in the past 28 years.
