The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 10, 1985.

The City Clerk reported Notices were sent May 22, 1985.
Commissioner Mercer moved to authorize the City Attorney to prepare the proper
ordinance to close, vacate and abandon said street. Seconded by Commissioner Smith and
carried.
A public hearing was held in accordance with Notice published in the Evening

whether or not the City will close, vacate and abandon

the Florida Power Company easement, further described

Request submitted from Harley Peter Hoy, American River Cruises, Inc., for an
alcoholic beverage license for the M/V ROMANCE, at the Sanford Marina, 433 North Palmetto
Avenue. The City Attorney reported telephone information from the court, that in the future
the Star of Sanford will not be operated from the Marina location. Commissioner Smith moved
to approve said request. Seconded by Commissioner Thomas and carried.
The Commission further considered an Appraisal in amount of $50,000.00, submitted
at meeting of May 28, 1985, for approximately 4 acres of City property in Lake Minnie
Estates, and lying North of Lake Mary Boulevard and Southwest of Hidden Lake Subdivision.
Commissioner Mercer moved to authorize the Minimum Acceptable Bid in amount of $50,000.00,

and to authorize to advertise for bids, with requirement of a certified check for 10% as a
binder. Seconded by Commissioner Thomas and carried.
On recommendation of the Director of Recreation and Parks, Commissioner Smith
moved to authorize the Seminole High School Class of 1965 to use the Civic Center June 15,
1985, with alcoholic beverages, for a Class Reunion, after payment of proper fee. Seconded
by Commissioner Mercer and carried.
On motion of Commissioner Thomas, seconded by Commissioner Smith and carried,
Ordinance No. 1757, entitled:

On recommendation of the City Manager, Commissioner Smith moved to authorize
salary reclassification for Larry D. White, Recreation and Parks Department, from
Maintenance Worker I E to F, $13,605.14 annual. Seconded by Commissioner Thomas and
carried.
Request submitted from Cris Crismond, G & C Engineering Consultants, Inc., to
close a portion of Georgia Avenue between West 25th Street and Anderson Circle extended
Easterly and part of West 24th Place between Georgia Avenue and Hartwell Avenue.
Commissioner Smith moved to authorize a public hearing to be held July 8, 1985 to consider
same, and proper notice. Seconded by Commissioner Thomas and carried.
On motion of Commissioner Thomas, seconded by Commissioner Smith and carried,
Minutes of May 28 and June 3 and 5, 1985 were approved.

The next item of business was consideration of repairs at the Marina.
The City Manager reported the City had retained a survey team and a diver to
assess the underwater condition of the public boat launching ramps, and the report received
showed larger holes and greater damage than previously reported, and estimated costs in
amount of $55,000.00 to repair. Further, large boats would have to be prohibited in the
Marina during the time of the actual repairs of approximately one to ten days, in about six
weeks.
On recommendation of the City Manager, Commissioner Mercer moved as follows:
a. Declare the repairs an emergency and authorize the City Manager to
expedite and award the best proposal for repairs and also
inspection by a consulting engineer.
b. Transfer $55,000.00 from Unappropriated Surplus Funds to reserve
for repairs.
Seconded by Commissioner Thomas and carried.

Department Reorganization
I held a meeting with all departmental personnel this monring to present the plan for
reorganization of the Police Department.
Each member of the department was presented with a copy of the attached organizational
chart and was given an explanation thereof.
The reorganization essentially involves:
Creating two (2) main service sections within the Police Dept.;
a. Enforcement Operations
b. Support Services
2. Eliminating the position of Assistant Police Chief.
Enforcement Operations includes all sworn personnel and functions whose primary duties
are to enforce the law. Enforcement Operations will be supervis~ by Capt. Charles
Fagan who is being transferred from the D.E.A. Task Force back to the Police Dept.
effective 6/17/85, or earlier if it can be arranged. Enforcement Operations encompasses
uniform patrol, traffic enforcement (motorcycle and parking officers) and investigations
(detectives and vice agents). Each of the divisions are supervised by lieutenants who
report to the section captain who in-turn reports to the Police Chief.
Support Services includes the areas of police work which augment and support the line
law enforcement work of the Enforcement Operations section. These functions are
predominantly staffed by non-sworn personnel. Communications, records, fiscal admini-
stration, data processing, community relations and training are traditional Support
Services functions. Support Services will be supervised by Herb Shea who is being
reclassified to Captain from Assistant Police Chief. The Support Services Captain
reports to the Police Chief.
At the present time, the Police Department does not require the position of an
Assistant Police Chief. Each captain can adequately and efficiently coordinate and
supervise their specific areas of responsibility and communicate with the Police Chief.
In the Chief's absence, a Captain will be designated as the Acting Police Chief.
It is my intention to continue the Sanford Police Department's participation in the
D.E.A. Task Force. I will assign a police officer to serve as Capt. Fagan's replacement
in this position. It is justified for the Police Department to do its part in the
combating of drug traffic. Being a member of the D.E.A. Task Force gives the Police
Department the opportunity to do its part in attacking high level drug activity. D.E.A.
needs help and Sanford receives the benefits by curtailing available drug supply lines
to our City and sharing in the assets received from forfeited illegal property and
money involved with the drug activity.
The reorganization of the Police Department is a positive step to streamline and
provide an efficient way for the department to operate. The organization establishes
clear lines of responsibility, accountability and authority. I am eager to watch it
work for the improvement of the Police Department and result in improved and
efficient police servica tc the citizens of Sanford.

Commissioner Smith moved to approve the reclassifications and reorganization of
the Police Department as submitted. Seconded by Commissioner Mercer and carried.
Letter submitted from the Sanford Lions Club selecting Officer Carlos M. Monti to
receive their award for "Policeman of the Year".
The City Attorney reported that his office had achieved compliance in 12 instances
and another 12 cases were taken to the Code Enforcement Board for violations of the code for
parking of junk cars.

Police Chief Top 10
The Civil Service Board held their meeting last night at 8:00 P.M, in the
City Manager's conference room. The Civil Service Board members devoted a
lot of time and effort into picking the top 10 applications before last
night's meeting. Many of the Civil Service Board members drew up charts,
or graphs utilitizing the applicants qualifications off their resumes.

The City Manager submitted a list of complaints of damaged trees on streets,
alleys and ditch rights-of-way, and tree stumps at Chase Park.
Commissioner Mercer moved to authorize the City Manager to contract with an
outside tree service to remove said trees and stumps. Seconded by Commissioner Smith and
carried.
Cathy Stamm, 850 Grove Manor Drive, Sanford, Florida, appeared to discuss a Lot
Mowing Complaint Form which she received for her property located at the Southwest corner of
the intersection of Mellonville Avenue and Celery Avenue. She reported the property is a
typical undeveloped piece of property, with trees and grasses.
The Commission reported receipt of complaints about the trash, concrete and
underbrush on the property. Further, the clean-up and mowing must be accomplished by the
end of June, 1985.
Ms. Stamm reported trash and weeds on property by the railroad track and an orange
grove near her home on Glenway Drive and Grove Manor Drive.
Richard Hathaway, 3510 South Park Avenue, Sanford, Florida, appeared and asked
about reimbursement for the costs of the repairs at the Marina. The City Attorney reported
that approximately 30 days ago, the City had filed suit against the Marina Operator and
against the Star of Sanford cruise ship for damages to the Marina.
Commission Mercer requested the Commission to consider expanding the Downtown
Development into a second phase, in the 1985-86 Budget.
The Commission requested information to be submitted on the expenditures for
capital improvements made by the operators of the Mayfair Country Club.
Commissioner Thomas moved to appoint Dr. Hortense Evans to the Planning and Zoning
Commission, for a four year term beginning July 1, 1985. Seconded by Commissioner Smith and
carried.
There being no further business, the meeting was adjourned.
