The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 5:30
o'clock P. M. on June 24, 1985.

The meeting was called to order by the Chairman.
The Chairman announced that the purpose of the meeting was to consider the
applications from candidates for the position of Chief of Police, with specific attention to
the ten top candidates selected by the Civil Service Board as follows:

After consideration, Commissioner Farr moved that finding the buildings under
Condemnation Reports Numbers 85-1138 through 85-1144 to be unsanitary, unsafe and
delapidated, that said structures be condemned and the owners given 90 days in which to
repair or demolish said structures; and if the structures are not repaired or demolished
within 90 days, to authorize the City to demolish same and levy a lien against the property.

Reimbursement and/or credit toward the construction
costs of a new 10" water line to the site. You
will recall that there presently exists a fire flow
problem and the City Department has now decided
that it can only be resolved by the developer
constructing a new 10" line to the project· At
the city's recommendation there had previously
been constructed a 6" line from First Street to
the site(which now will have no value to the
project). Additionally, it would appear that
other users(future connections)will utilize the
10" line to be constructed·
At the time of site plan approval the Commission
agreed that the developer and the city manager
could work out the acquisition of other off-site
properties to be given to the city instead of a
parks contribution. Everyone acknowledged that
for a contribution equal to the per acre cost of
the development property would be excessive.
This agreement appears not to have been implemented
and some resolution must be made.

Request for annexation submitted from Mr. and Mrs. William A. Cagle, for a portion
of the property located at the Northwest corner of the intersection of Airport Boulevard and
Country Club Road, described as follows:
From the Southeast corner of Section 34, Township 19 South, Range 30
East, run North along the Easterly line of Section 34, 864.4 feet,
thence Westerly parallel to the centerline of Country Club Road, 25 feet
to the Point of Beginning: thence run Westerly along the Northerly
Right-of-Way line of Country Club Road, 80 feet, thence Northerly

The City Manager submitted a recommendation to deny the request.
William A. Cagle appeared to support the request and reported he wants City
services, including police and fire protection, and wants to use the property for a
commercial use.
The Commission requested Mr. Cagle to contact the owners of the properties
abutting on the North and West, and try to get them to join the Petition for Annexation.
Commissioner Farr moved to table consideration of said Petition for Annexation.

Hy father gave me a piece of property adjoining his in hopes I could build
a home to be near him, thusly taking care of him his advancing years. After
applying for permitting, I found that because of an addition he has made to
hie home, the lot he deeded to me has been deemed unbuildable due to the fact
that said addition is encroching on my property by some 5 plus feet.
Although this situation has been pointed out as "self-inflicted", it was
by no means intentional and I, at this point, beg your every consideration

Mounted System Bid 84/85-30
The Utility Department currently has budgeted a TV/seal
truck unit for repair of sewer lines as required in the State
wastewater grant program. This system will work in conjunction
with other techniques to reduce infiltration into the sewer
system.
The bid was opened on May 22, 1985 with three (3) compan-
ies responding. The three companies are:
Cues, Inc.
Cherne Industries
Telespector Corp.
Orlando, Florida
Edina, Minnesota
Auburn Hills, Michigan
Only one company met specifications, Cues, Inc.0 but
this was expected. Cues is a local company which assisted in
the preparation of the specifications. However, all three
bids submitted were carefully evaluated in order to determine
which equipment would be in the best interest of the City.

The equipment bid out is very technical with each company
offering slightly different components and packages. No single
item was used to eliminate any of the bidders from consider-
ation.
Each company submitted a bid which included deviations
from the specifications. Detailed information on the deviations
were included. Both Cues and Telespector listed various options
or equipment substitutions which could be added or subtracted
from the base bid.
The various options and substitutions were used to place
each bidder on an equal level for comparison purposes.
By using this evaluation procedure and reviewing all
submitted information, it was determined that Cues, Inc. was
the low bidder. It is recommended that Cues, Inc. be awarded
the bid as originally specified in the amount of $119,940.
An alternate bid would be a unit featuring the following
items:

The Commission authorized to table same for discussion at a Workshop Meeting.
The City Manager submitted a request to authorize moving expenses in amount up to
$5,000.00 each for the two new department directors as follows:

Commissioner Farr moved to authorize same. Seconded by Commissioner Mercer and carried.
The City Manager submitted a letter and a proposed agreement from Kenneth R.
Hooper, Administrator, Seminole County, for a new distribution formula of revenue from the
Local Option Four (4) Cent Gas Tax, with a provision for an additional two (2) cents gas
tax, which the County Commission has not considered. The City Manager submitted a
recommendation to approve same. Commissioner Farr moved to approve the new distribution
formula for the four (4) cent tax, based on last five years' expenditures. Seconded by
Commissioner Mercer and carried.

These requirements would be over and above what is currently required
by the Life Safety Code, Southern Standard ButldinE Code and NFPA Codes.
The existing codes that we work with do not require sprinkler systems
in the above listed types of construction. In view of the rapid growth
and development taking place in the City of Sanford and the fire service
resources being stretched, I believe that it is timely for the City of
Sanford to consider a life safety measure such as this.
Commissioner Smith moved to authorize the City Attorney to prepare the proper ordinance for
same, after further discussion at Workshop Meeting on July 1, 1985. Seconded by
Commissioner Thomas and carried.
The City Manager recommended approval of Amendment 4 to Consulting Engineering
Agreement for Alternate Plant Site and Sewer Impact Fee/User Charge Study, with Conklin,
Porter and Holmes, Engineers, Inc.. Commissioner Mercer moved to authorize the Mayor and
City Clerk to execute same. Seconded by Commissioner Thomas and carried.
On recommendation of the City Manager, Commissioner Mercer moved to authorize the
Mayor and City Clerk to execute an Inter-Local Agreement with Seminole County for
maintenance of County School Zone signs. Seconded by Commissioner Smith and carried.

February_ 19, 1985 the Supreme Court reversed previous legislation effectin9
cities and their public employees in the case of Garcia vs. San Antonio
Metro. Transit Authority. Where as in the past cities had been exempt from
the provisions of the Fair Labor Standards Act, they must now cemply.
This comes at a critical time for the City which is working in an exsisting
budget year with budget set and approved. Monies must be appropriated no later
than July 1, 1985, to possibly avoid audit by the Department of Labor that
may result in fines of up to $10,000.00 per day as well as the possibility of
individual lawsuits by employees. This will also represent a substantial increase
in the 1985/86 budget.
This legislation effects all regular employees with a few exceptions in the
executive, administrative, professional, and temporary areas. However, largest
costs will be in the ar~ea of public safety personnel (e.g. Police and Firefighters).
Funds needed to cover ccmpl~ce with the FLSA for the last quarter of our current
budget year will be $54,567.60 . Department break, down of this figure is as
follows:

Recreation & Parks $5,710.00
Building $340.70
With the consideration of the Acting Chief's proposal to have a 43 hour work
week for the Police Officers, the above figures are proposed to the City
C~t,~ssion that establish annual parity between the Fire and Police Departments.

Re: Firestone square block on West First Street
It's a shame, Mayor Smith...
...to see that empty block as an eyesore here in downtown
Sanford.
There are old cars and trucks parked there and all looks
terrible.
Just as ! years ago made a small park for City beautifica~
tion some 20 years ago until such time as i have a better
use for it (across from the empty square block eyesore) -
so should that square block be made into a temporary
City Pa rk.
Whoever is the owner now should be happy to continue to
pay the taxes but let the City landscape it and put some
benches, etc. for the people's enjoyment an( rt.

Letter of commendation submitted from John A. Spolski, for Police Officer Greg
Harrell for actions taken regarding an accident on May 30, 1985.
Letter submitted from J. J. Schaffer, 219 Woodmere Boulevard, Sanford, Florida,
thanking Chief Harriett for his help and concern about the junk cars and speeding cars in
the Woodmere area.
Sara Jacobson, Chairman, Scenic Improvement Board, appeared and submitted two
synopses of the Master Plan for Visual Improvements and the Master Plan Expanded as follows:
SCENIC IMPROVEMENT BOARD
THOSE ITEMS THAT THE CITY COMMISSION OR THE CITY MANAGER CAN DELEGATE
BACK TO THE SCENIC IMPROVEMENT BOARD AT NO COST TO, THE CITY IN DOLLARS
OR MANPOWER.
1. Direct the SIB to create a voluntary Technical Assistance Committee (TAC) to serve
in advisory capacity to the City through the Parks Department as outlined in
Item #2, Recommendation A $ B, Page 2.
The TAC should include an Agronomist, an Arborist, an Horticulturist, an irri-
getionist, and Landscape Architect, a member of the SIB, and others.
2. Direct the SIB to provide a ':Tree Plan" in accordance with Item #q, Recommendations
a, b, c, & d, Page 6.
Place emphasis on a tree survey as described in Item #q, Recommendation A.
3. Authorize the SIB to coordinate efforts with the School Board concerning visual
impact of school sites. Reference Item #6, Recommendation A, Page 7.
#. Accept the SIB's offer to provide a weekly list of residential, commercial, and
government property with the intention of reporting possible code infractions.
Reference Item #7, 'Recommendation B, Page 8.
5. Authorize the SIB to provide a Garden and Lawn Counselling Service to be made
available to the general public at no charge. Reference Item #8, Recommendatons
A, B, C,&& 0, Page 9.
6. Direct the SIB to create planting designs for City Hall and the Lakefront greenbelt
along the seawall between French Avenue and Mellonville Avenue at no design cost
to the City. Reference Page 13 A.
7. Diredct the Sib to initiate a "Pick-a-Park" project designed to encourage private,
civic, and business groups to cooperate with the City in effecting a Visual Improve-
ments Program.

3. Direct the City Manager to place a moratorium on new planting and construction
projects that would use Parks manpower or Parks budget. Any projects already
fundeed and/or previously approved that the City Manager considers of significant
impact to the community shall be brought to the City Commissions attention for
exemption to the moratorium rule.
Direct the City Manager to place top priority in guiding the Parks Department toward
efficient solution to the problems itemized in Item #5, under Observations A, B, C, D,
E, F, $ G. These items deal with gardening, irrigation and equipment maintenance.
4. Direct the City Manager to establish open communications for the public to report
eyesores that are possible Code infractions.. Reference Item #7, Recommendation E,
Page 9.
5. Direct the City Manager to encourage staff to take better~advantage of the Code
Enforcement Board and to study the Board's procedures in an effort to make it more
efficient and less labor intensiVe.
Direct the City Manager to consider additional personnel for Code Inspectors to keep
up with new lists of possible infractions as presented by the SIB. Reference
Item #7, Recommednations A $ C, Page 8.
6. Create an Historic District Council, by Ordinance, and direct the City Attorney to
draft such an ordinance. Reference item #9, Recommendations A & B, Page 10.
7. Direct the City Manager to prepare guidelines for a Sign Ordinance. Reference
item #10, Recommendation A, Page 10.
8. Identify the City's Professional Image and support and encourage the City Manager
in interpretting that image into areas of Professional Courtesy and Appearance as
outlined in Item #11, Recommendation A & B, Page 11.
9. Accept in concept all site improvements listed in Item #12, Pages 11 through 16.
Direct the City Manager to prepare a proposed action plan including time frames
and cost figures by September 1, 1985.
Commissioner Mercer moved to approve (a) above. Seconded by Commissioner Thomas
and carried.
Commissioner Smith moved to accept, in concept, (b) above, direct the City Manager
to work with the Scenic Improvement Board on same, and submit to the Commission a report and
recommendations, including funds, time, etc., and the Commission to consider and vote on an
item by item basis. Seconded by Commissioner Mercer.
Commissioner Mercer moved to amend the foregoing motion, to delete Items 5 and 6.
Seconded by Commissioner Thomas and carried.
The Mayor called for the vote on the motion as amended, and same was carried over
the dissenting vote of Commissioner Farr.
Commissioner Mercer moved to refer Item 5 to the City Manager and to authorize the
City Attorney to prepare the proper ordinance to create an Historic District Council as set
forth in Item 6. Seconded by Commissioner Thomas and carried.
Commissioner Smith asked the Commission to consider providing another free refuse
pick-up each year, for a total of two per year. The City Manager was authorized to
determine how many people take advantage of the current pick-up, and report on the cost to
provide an an additional pick-up.

NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
Section 1. That it shall be the policy of the City of
Sanford, Florida that if any conditional use as provided for in
Article II, Section 12-1 of the Sanford Code shall cease to be
used as a conditional use for a period of more than six months,:
that such conditional use shall lapse, be null, void and of no
further force or effect, and any subsequent conditional use shall
only be permitted after separate application to and consideration
by the Planning and Zoning Commission as provided for in Section
12-1 of the City Code as described above.
Section 2. That this Resolution be recorded in the
official minutes of the City of Sanford, Florida.

The City Manager was authorized to contact the City of Lake Mary regarding joining

Commissioner Farr reported there is a vacancy on the Scenic Improvement Board, and
moved to appoint the Planning and Zoning Commission Vice-Chairman, Brent Carli, to said
board. Seconded by Commissioner Smith and carried.
The City Manager was authorized to report at the next meeting on the utility
capacity in the Silver Lake area.
Commissioner Farr moved to authorize the City Attorney to prepare the proper
ordinance to create a Youth Advisory Board. Seconded by Commissioner Smith and carried.
Raymond Sage, P. O. Box 2136, Sanford, Florida, appeared to donate his services as
landscape technician. The Commission thanked him for'the offer of service to the City.
