071585-Workshop SessionMINUTES 127 City Commission, Sanford, Florida JUly 15, 19 85 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on July 15, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the.Chairman. ~ The City Manager was authorized to write a letter of confirmation of~ understanding of a joint project for utility service to a proposed industrial site north of C. R. 46-A and east of Upsala Road. Cris Crismond, G & C Engineering, appeared to submit an amended site plan for a proposed development north of C. R. 46-A and east of Georgia Avenue, and proposed to route the sewer line to the west of C. R. 46'A to the Big Inch Collector line. No action was taken by the Commission. The City Manager was authorized to solicit requests for proposal for the position of Financial Advisor to the City for the anticipated issuance of revenue instruments to finance waste water treatment improvements. Cal Conklin and Charles Jensen appeared to report that after examination by divers there appeared to be considerable more damage to the ramps at the Marina than was originally estimated. Mr. Conklin stated that $79,000 was the best bid but the bond for the General Contractor had not been examined. ~. The Commission requested a further report for the meeting of July 22, 1985. The City Manager submitted a tabulation of bids for services to remove approximately 149 dead trees from the Public Right-of-Way as follows: RE: COMPANY Red Hill Tree Service, Inc. The Commission next authorized the Finance' Director to obtain quotes from local banks to finance the $90,000 balance in a three year note for the purchase of a TV Sewer Truck from Cues Co. The resignation was next submitted from Carrie Robinson from the Minimum Housing Code Board of Adjustments and Appeals, effective January, 1984, and the same was authorized to be considered at the next regular meeting. ~ The Commission recessed at 5:32 o'clock P. M. The Chairman called the meeting back to order at 6:09 o'clock P. M., with all persons present who were in attendance prior to the recess. James Jernigan, Director, appeared to present the Recreation and Parks Department Budget. Budgets. Steven Harriett, Police Chief, appeared to present the Police Department Budget. J. Thomas Hickson, Fire Chief, appeared to present the Fire Department Budget. A. Robert Kelley, Director, appeared to present the Public Works and Refuse The Mayor announced that the next Budget Workshop Meeting would be held at 4:30 P. M. on July 16, 1985.
