The City Commission of the City of Sanford, Florida, met in Regular Session in the
iCity Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 22, 1985.

The meeting was called to order by the Chairman.
Commissioner Thomas moved to adopted the "proposed" budget for 1985-86. Seconded
by Commissioner Mercer and carried.
Commissioner Smith moved to authorize a rollback millage of 3.170 mills. Seconded
by Commissioner Farr and carried.
Commissioner Farr moved to set the proposed millage at 4.38 mills. Seconded by
Commissioner Smith and carried.
The Chairman announced a public hearing on the "tentative Budget" will be held at
7:00 o'clock P. M. on September 9, 1985, in the City Commission Room.

Representatives of Cardinal Industries appeared to support the amendment as
Jim Crouse, P. O. Box U, Sanford, Florida
Seymore Spears, New Smyrna, Florida
Julian Stenstrom, 2200 Cordova Drive, Sanford, Florida
Robert McKee, 403 Terrace Court, Sanford, Florida, appeared to support the
amendment. No one opposed.
After discussion, Commissioner Mercer moved to deny the proposed amendment.
Seconded by Commissioner Smith and carried.
Commissioner Smith moved to authorize the City ManaGer to follow through with the
City's cooperation with utilities to Sanford Central Park. Seconded by Commissioner Thomas
and carried.
On recommendation of the City ManaGer, Commissioner Farr moved to accept the low
bid in the amount of $79,000 from Erosion Specialists, Inc. for repair of the Marina Boat
Ramp. Seconded by Commissioner Smith and carried.
The Commission requested the City ManaGer to contact the County about a boat ramp
repair fund from the State levy for boat licenses.
On recommendation from the Public Works Director and the EnGineerinG Technician,
Commissioner Smith moved to accept the low bid in the amount of $22,685 from AAA Tree
Service for the removal of 149 dead trees. Seconded by Commissioner Mercer and carried.
Commissioner Thomas moved to accept with regrets, the resignation of Carrie
Robinson from the Minimum Housing Code Board of Adjustments and Appeals, effective January,
1984, and to authorize a letter thankinG her for her service. Seconded by Commissioner
Smith and carried.
Commissioner Thomas moved to approve Sun Bank's offer of 67% of the prime rate for
the financing of the TV/Sewer Truck in the amount of $90,000 over a three (3) year period.
Seconded by Commissioner Smith and carried.
On motion of Commissioner Farr, seconded by Commissioner Mercer and carried,
Ordinance No. 1770, entitled:

The Commission authorized the City Clerk to contact the Parks and Recreation
Director to arrange for an organizational meeting and notification of the nominees.
Police Chief Steven Harriett appeared to explain the Distribution of Forfeiture
Assets Implementation Agreement. On motion by Commissioner Smith, seconded by Commissioner
Thomas and carried, the Police Chief was authorized to execute said agreement.
The City Manager noted that applications for land appraisals for the effluent
disposal site are still being received by his office.

Letter submitted from Lamar D. Oxford, commending Police Officers Charles Tate and
N. J. Raby, and Investigator Karen Reynolds, for their investigation of an incident on July
7, 1985.
On recommendation of the City Manager, Commissioner Farr moved to authorize Salary
Reclassification as follows:
Marion C. Harris, Engineering Division, Secretary I D to E, $14,661.28 annual.
Seconded by Commissioner Thomas and carried.
Letter submitted from William C. Hutchison, Jr. requesting the release of Fred
Salgado's interest in Seminole Isle Properties. Commissioner Smith moved to table the
request and to authorize the City Attorney to research same. Seconded by Commissioner
Mercer and carried.
On motion of Commissioner Smith, Commissioner Mercer, the City Manager, City
Clerk and .City Attorney were appointed to serve as a committee to solicit proposals for
Financial Advisors and Underwriters. Seconded by Commissioner Thomas and carried.

approval of permit for the sale of beer and wine for consumption on the premises at
Hampton Gardens, 112 East First Street, Commissioner Mercer moved to table consideration of
same. Seconded by Commissioner Thomas and carried.
Commissioner Thomas moved to authorize transfer from Contingency Fund in the
amount of $4,267, to purchase an on-line validator for Data Processing. Seconded by
Commissioner Fart and carried.
On recommendation of the Engineering Technician and the City Manager, Commissioner
Mercer moved to authorize a street light installation at 607 North 24th Street. Seconded by
Commissioner Thomas and carried.

Commissioner Mercer moved that if the Zoo Board persists in their efforts to move
the zoo, to ask the County Commission to declare the zoo in default of the lease agreement,
that the Leasee not be allowed to take equipment and cages, and another society be allowed
to supply the zoo with animals. Seconded by Commissioner Fart and carried.
There being no further business, the meeting was adjourned.
