072985-Workshop Session140 MINUTES City Commission, Sanford, Florida July 29, 19 85 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room at the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on July 29, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. After discussion, Kim Smith, Director of Administrative Services, was appointed to the Productivity Committee of CALNO. A model ordinance for Developments of Regional Impact was submitted from the East Central Florida Regional Planning Council and same was authorized to be considered at the next regular meeting. Letter submitted from Ken Hooper, Seminole County Administrator, requesting the City to execute an agreement for participation in the Community Development Block Grant Program for entitlement qualification for the county, and the Commission authorized to consider same at the next regular meeting. Cal Conklin, Paul Porter and Mike Deverall, Conklin, Porter and Holmes Engineers, Inc., appeared to discuss a report on the appointment of Appraisers for the Effluent Disposal Site. Mr. Deverall reported that Dwayne Robinson, State DOT Appraiser, has agreed to do the required review of the appraisals without charge, thereby saving the city the amount of $3,500, and further recommended the acceptance of Mr. Robinson's offer and the appointment of appraisal firms as follows: Hastings & Associates Stephen J. Matonis & Assoc. $ 8,800 6,500 $15,300 The Commission authorized to consider same at the next regular meeting. The Commission authorized to consider at the next regular meeting, a contract with Conklin, Porter and Holmes Engineers, Inc. for a study of the City's water storage and distribution system. The Commission next reviewed a chart of alternative sewer system improvements. The Commission authorized to consider the appointment of members to boards as follows: 46-A / Airport Boulevard Corridor Board of Adjustment and Appeals Minimum Housing Code Board of Adjustment and Appeals at the next regular meeting.
