081985-Special Session MINUTES City Commission, Sanford, Florida August 19, 157 19 85 The City Commission of the City of Sanford, Florida, met in Special Session in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. M. on August 19, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The City Manager reported that the City had received offers for grants from the Florida Department of Environmental Regulations under provisions of the Small Community Sewer Construction Assistance Act in the amount of $3,000,000, and under provisions of the Florida Water Pollution Control and Sewage Treatment Plant Grant Act in the amount of $5,247,000, and recommend acceptance of same by adopting proper resolutions. The City Manager stated that by so doing, the City is committed to proceeding toward the land spread application for the waste water effluent. On motion of Commissioner Farr, seconded by Commissioner Mercer and carried, Resolution No. 1415 was read in full and adopted. Said resolution being in words and figures as follows: RESOLUTION NO. 1415 A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY OF SANFORD TO ACCEPT A STATE GRANT UNDER THE PROVISIONS OF THE FLORIDA WATER POLLUTION CONTROL AND SEWAGE TREATMENT PLANT GRANT ACT. WHEREAS, the City Commission of the City of Sanford, Florida, did seek state assistance for Step 3, land acquisition for construction of effluent disposal facilities; sludge handling facilities and sewer rehabilitation work to correct excessive infiltration/inflow in the City of Sanford; and WHEREAS, the Florida Department of Environmental Regulation did offer said grant to the City through a Grant Offer dated July 9, NOW, THEREFORE, BE IT CITY OF SANFORD, FLORIDA: SECTION 1: That hereby authorized and Acceptance and accept $5,247,000.00 on behalf 1985; RESOLVED of Sanford, Florida, BY THE PEOPLE OF THE Frank Faison, City Manager, be and is directed to execute the Offer and a grant offer in the amount of of the City of Sanford with the Florida Department of Environmental Regulation for assistance under the Florida Water Pollution Control and Sewage Treatment Plant Grant Act. 158 MINUTES City Commission, Sanford, Florida August 19, SECTION 2: That Frank Faison, City Manager, be and is hereby authorized and directed to furnish such additional information as the Florida Department of Environmental Regulation may reasonably request in connection with the implementation of the Grant Award and the subject facilities. Said resolution being in words and figures as follows: RESOLUTION NO. 1416 A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY OF SANFORD TO ACCEPT A STATE GRANT UNDER THE PROVISIONS OF THE SMALL COMMUNITY SEWER CONSTRUCTION ASSISTANCE ACT. WHEREAS, the City Commission of the City of Sanford, Florida, did seek state assistance for Step 2 and 3, construction )f effluent transmission facilities and rapid infiltration basins ith subsurface drains; and WHEREAS, the Florida Department of Environmental egulation did offer said grant to the City of Sanford, Florida, :hrough a Grant Offer dated July 12, 1985; NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE IT¥ OF SANFORD, FLORIDA: 19 . 85 MINUTES City Commission, Sanford, Florida 159 August 19, 19885 SECTION 1: That hereby authorized and Acceptance and accept a 3,000,000.00 on behalf of Frank Faison, City Manager, be and is directed to execute the Offer and grant offer in the amount of the City of Sanford with the Florida epartment of Environmental Regulation for assistance under the mall Community Sewer Construction Act. SECTION 2: That Frank Faison, City Manager, be and is ereby authorized and directed to furnish such additional nformation as the Florida Department of Environmental Regulation aay reasonably request in connection with the implementation of :he Grant Award and the subject facilities.
