City Commission, Sanford, Florida

The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:51
o'clock P. M. on August 19, 1985.

City Manager Frank A. Faison
City Clerk H. N. Tamm, Jr.
The meeting was called to order by the Chairman.
Commissioner Thomas submitted to each commissioner a copy of informatiOn.for
establishing a Human Relations Committee, and same was authorized to be considered at the
next regular meeting.
The City Attorney submitted a copy of a proposed ordinance to provide for
establishing a Historic Preservation Board and stated that if a Historic District is
delineated in the Ordinance that a public hearing would be necessary after proper notice to
the owners of property within the district.
The Commission considered several recommendations for changes to the proposed
ordinance and authorized the City Attorney to submit a revised ordinance at the next regular
meeting.
A delegation appeared to request releif from the congestion of parking for church
services on Sunday mornings in the area of the Centenial Park between Park Avenue and Oak
Avenue and between Fourth Street and Fifth Street, and after discussion, the City Staff was
authorized to make a study and submit a report.
Consideration next given to the policy of providing health insurance for retired
employees and same was directed to staff for a report.
ReqUest next submitted from the Scenic Improvement Board to begin preliminary
studies for the City Hall planting project and suggested a person to be selected to assist,
design, select plants and install same. The City Manager was authorized to determine if the
party would contract to perform this service.
Petition submitted from residents of Academy Manor Subdivision requesting the City
to grant a variance and requesting the owner of the abutting industrial park to install a
chain link fence in lieu of a block fence and further, to set the fence away from the
property line, and same was authorized to be placed on the next agenda.
The City Manager next submitted several recommended policy changes to comply with
the Fair Labor Standards Act and same was authorized to be considered on the next agenda.
The City Manager submitted recommended personnel regrades and same was authorized
to be resubmitted after further revisions.
The Mayor announced there would be no workshop meeting on September 2, 1985, due
to it being a holiday recognized by the city.
The Mayor announced that there would be a joint meeting with the Seminole County
Commission on October 21, 1985, at the County Administrative Building.
There being no further business, the meeting was adjourned.
