The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 9, 1985.

The meeting was called to order by the Chairman.
Public hearings were held in accordance with notices published in the Evening
Herald on August 23, 1985, as follows:

comment. Senior citizens are encouraged to attend and comment.

The Chairman announced that the proposed millage of 4.38 mills exceeds the roll
back millage of 3.170 mills by 38.17 percent.
The Chairman announced that the Commission would hear from those persons present

Commissioner Farr moved to remove from table, consideration of request for use of
streets, parking lot and Civic Center by the Rotary Breakfast Club of Sanford for their
Annual Blue Ribbon Classic and Antique Auto Show to be held March 28 and 29, 1986. Seconded
by Commissioner Smith and carried.
After discussion the Commission declared that the proposed event did not qualify
for free use within the guidelines of the city policy. Commissioner Fart moved to approve
the use of Seminole Boulevard from Myrtle Avenue to Palmetto Avenue; Park Avenue from Fulton
to Seminole, the use of all of the City Hall parking lots, the right to barricade these
streets from public use, from 6:00 P. M. Friday March 28, 1986 until Saturday night 6:00 P.
M. March 29, 1986. Also, permission to utilize restrooms in lobby area of City Hall.
Seconded by Commissioner Mercer and carried.
The City Manager reported on the request for additional funds for tree removal
tabled from meeting of August 26, 1985, the expert's findings were a few trees were dead or
dangerous, few showed some signs of greenery if fertilized, but will not last long and will
die.
The Commission requested a new list of trees to be submitted.
The Chairman reported that Sanford Business Association had withdrawn their
request, tabled on August 12, 1985, to hold a First Street Halloween Festival on October 26,
1985.

Commissioner Thomas moved to remove from table, consideration of request from
representatives of Academy Manor Subdivision residents requesting the City to grant a
variance so that the owner of the abutting industrial park may be permitted to install a
chain link fence in lieu of a block fence, tabled from August 26, 1985. Seconded by
Commissioner Farr and carried.
Mr. Willie King, 141 Bethune Circle, representative of the Academy Manor
Subdivision appeared to support the request.
Mr. Vernon Dillon, 163 Bethune Circle, appeared to support the request.
Commissioner Thomas moved to waive the requirement of a sight proof fence and to
authorize the installation of a chain link fence. Seconded by Commissioner Farr and carried
over the dissenting vote of Commissioner Mercer.
The City Manager reported that the State of Florida Department of Transportation
has requested the City to approve the installation of new traffic signals at the
intersection of S R 46 and Mellonville Avenue. On recommendation of the City Manager and the
Director of Engineering, Commissioner Smith moved on the adoption of the proper resolution
and to authorize the Mayor to execute the standard agreement. Seconded by Commissioner Farr
and carried. Said Resolution being in words and figures as follows:

On recommendation of the City Manager, Commissioner Mercer moved to approve the
request of the Pre-School Education and Development Center to use Centennial Park on Park
Avenue between Fourth and Fifth Street on October 19, 1985 from 7:30 A. M. to 5:00 P. M. for
their fund raising craft fair. Seconded by Commissioner Farr and carried.
COmmissioner Thomas moved to approve the request of Recreation and Parks Director
to block off streets from 6:00 A. M. to 9:30 A. M. on September 21, 1985, for the 7th Annual
Sanford Road Race, as follows:
1. Seminole Boulevard from Sanford Avenue to Mellonville Avenue.
2. Mellonville Avenue from First Street to Seminole Boulevard.
3. San Juan from First Street to Seminole Boulevard.
also, to approve request for the Sanford Police Department to provide two motorcycle units
and the Sanford Fire Department to provide a rescue truck. Seconded by Commissioner Smith
and carried.

AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
CLOSING, VACATING AND ABANDONING A PORTION OF
AMERICANA BOULEVARD LYING EAST OF ORLANDO
DRIVE (HIGHWAY 17 & 92) AND BETWEEN THE
EASTERLY EXTENSION OF LAKE MARY BOULEVARD AND
AIRPORT BOULEVARD, RESERVING A UTILITY
EASEMENT; PROVIDING FOR SEVERABILITY,
CONFLICTS AND EFFECTIVE DATE.
A public hearing was held in accordance with notice published in the Evening
Herald on Augst 30, 1985, as follows:
NOTICE OF A PUBLIC HEARING TO CONSIDER THE
ADOPTION OF AN ORDINANCE BY THE CITY OF
SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on September 9, 1985, to consider
the adoption of an ordinance by the City of Sanford, Florida,
title of which is as follows:
ORDINANCE NO. 1778
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
PROMOTING COORDINATION BETWEEN UNITS OF LOCAL
GOVERNMENT FOR THE EARLY IDENTIFICATION OF
DEVELOPMENTS WHICH MAY HAVE REGIONALLY
SIGNIFICANT IMPACTS; PROVIDING THRESHOLDS,
LETTERS OF INTERPRETATION; PROVIDING SEVERA-
BILITY, CONFLICTS AND EFFECTIVE DATE.
A copy shall be available at the Office of the City Clerk
for all persons desiring to examine the same.
Ail parties in interest and citizens shall have an
opportunity to be heard at said hearing.

introduced and placed on first reading at meeting of August 26, 1985, was next placed on
final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
adoption of the ordinance. No one appeared.
Commissioner Farr moved on the passage and adoption of Ordinance No. 1778.
Seconded by Commissioner Thomas and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1778, entitled:

A RESOLUTION OF THE CITY OF SANFORD,~ FLORIDA,
AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF SANFORD TO ACCEPT A FEDERAL GRANT
UNDER THE PROVISIONS OF THE FEDERAL WATER
POLLUTION CONTROL ACT AS AMENDED.
WHEREAS, the City Commission of the City of Sanford,
Florida, did seek federal assistance for Step 3 - construction of
wastewater trgatment facilities; and
WHEREAS, the United States Environmental Protection
Agency did offer said grant to the City of Sanford, Florida,
through a Grant Offer dated August 29, 1985;
NOW, THEREFORE,
CITY OF SANFORD, FLORIDA:

Acceptance and accept a grant offer in the amount of $374,677.00

sEcTION 2: That Frank Faison, City Manager, be and is
hereby authorized and directed to furnish such additional
information as the United States Environmental Protection Agency
may reasonably request in connection with'the implementation of
the Grant Award and the subject facilities.

On recommendation of the City Manager, Commissioner Smith moved to authorize
salary reclassifications as follows:
~Charlie Collier, Parks Division, Recreation Department, from Field Supervisor E to
F, $20,444.62 annual.
W Booker T. King, Street Division, Public Works Dept., from Maint. Worker I C to D,
$13,113.98 annual.
'~Marcelle Capewell, Administration, Utility Department, from Customer Service Rep.
E to F, $14,343.17 annual.

On recommendatin of the City Manager, Commissioner Fart moved to approve new job
classification for Secretary III position and table consideration of new job classifications
for Landscape Gardener and Master Gardener. Seconded by Commissioner Mercer and carried.
Commissioner Mercer moved to approve amending the tentative budget for 1985/86 to
include a transfer from contingency in amount of $26,832 for mosquito control. Seconded by
Commissioner Smith and carried.
On motion of Commissioner Farr, seconded by Commissioner Smith and carried, Minutes
of August 12, 19, and 26, 1985 were approved.

2. Unanimously approved the final plat for Placid Lake, a mixed use development

Attached)
On recommendation of the Planning and Zoning Commission, Commissioner Farr moved
to approve the final plat for Placid Lake and to authorize the Mayor and City Clerk to

Commissioner Farr moved to authorize payment in the amount of $18,043 to the City
Attorney for services for the months of June, July and August. Seconded by Commissioner
Smith and carried.
The Mayor submitted a letter of commendation for Lt. Bernosky from Karen L.
Holdeman.
Chief Steven Harriett appeared to submit memorandum as follows:

SUBJECT: Lieutenant Appointments
Effective September 6, 1985, employees Joe Dillard and William Hasson
were promoted from Sergeants to Lieutenants.
Lt. Dillard has been assigned to head the Traffic Enforcement section,
which includes the motor squad, parking enforcement and the breath alcohol
testing (B.A.T.) unit.
Lt. Hasson is being transferred from Investigation to the Uniform Division
as a Watch Commander.
Commissioner Mercer reported the City Manager, City Attorney, City Finance
Director and himself had met with representatives from four law firms who submitted
proposals for appointment as bond councel and recommended retaining the firm of Bryant,
Miller and Olive, P.A., Tallahassee.
Commissioner Mercer moved to appoint Bryant, Miller and Olive, P.A., as Bond
Counsel for the issuance of Water and Sewer certificates to finance the proposed utility
project. Seconded by Commissioner Farr and carried.
Commissioner Mercer requested Paving Projects be discussed at next Workshop
Session.
Commissioner Farr requested an update from the county on the 25th street sidewalk
project.
The Mayor requested discussiOn at next Workshop Session regarding first response
Fire Protection with the County.
Commissioner Fart reported there should be discussion with proper authorities of
setting up a Disaster Shelter in Sanford.
Sara Jacobson reported the "No Trucks" signs'in downtown Sanford were
not controlling the truck traffic and same was referred to the Police Chief.
Ms. Jacobson also reported on the progress of the City Hall planting project with
Kaufman Consultants.
There being no further business, the meeting was adjourned.
