The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30
o'clock P. M. on September 16, 1985.

The meeting was called to order by the Chairman.
The Commission considered amendments to various building regulatory codes and
authorized the City Attorney to prepare an ordinance for same.
The Commission considered a "First Response" agreement with Seminole County, and
the Mayor and Fire Chief were authorized to meet with officials from the City of Altamonte
Springs to discuss their experience with such an agreement and report to the Commission.
The City Engineer reported that approximately $300,000 would be available in the
Local Option Gas Tax Fund and submitted a proposed list of streets to be resurfaced. The
Commission authorized to advertise for bids for same.
The City Engineer submitted a proposed agreement with Seminole County to renew the
annual lease for a portion of the first floor of the City Hall at the same rate now in
effect, and same was authorized to be considered at the next regular meeting.
Jerry Gross and John Smith, Beda Marine, appeared to request to lease a portion of
the Marina described as Lot 1, Riverfront project, with terms similar to lease offered to C.
Volk in 1981. Mr. Gross stated the northerly 60 feet would be for construction of small
retail sales and professional offices, and further to maintain a boat ramp at the foot of
Palmetto Avenue. The Commission authorized same to be considered at the next regular
meeting.
The Director of Administrative Services submitted a report on insurance coverages
for employees and retired personnel.
The City Engineer reported that the repairs had been completed to the launch ramps
at the Marina.
The City Manager submitted a copy of a consent order from the Department of
Environmental Regulation addressing a schedule for removal of combined sewer overflow from
Lake Monroe, and after discussion same was referred to the City Attorney and authorized to
be considered at the next regular meeting.
The City Manager reported on the progress of the rate review for system
development charges that will need to be adopted,
The City Manager submitted a draft of a proposed intergovernmental agreement
between Seminole County and the City of Sanford for a regional wastewater system, and same
was authorized to be submitted to the county officials.
The CommisSion next authorized to be considered at the next regular meeting the
nominations of names for the park being developed at Academy Manor.
Bart Peterson appeared to request further information on providing a right-of-way

to that portion of the city landfill advertised for sale on July 8, 1985, and at which no
bids were received. The City Manager reported this area was the required surface water
retention area for the operation of a landfill being used by the city for tons of brush and
tree trimmings, and requested the Commission holdoff any acction until the landfill area was
completely utilized.
