The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30
o'clock P. M. on September 30, 1985.

The meeting was called to order by the Chairman.
The Chairman announced that the first item of business was the consideration of a
request to lease a portion of Lot 1, Sanford Riverfront Project, at the Marina.
The City Attorney submitted a letter dated September 30, 1985, requesting
clarification of terms of the proposed lease.
John Smith appeared to support his request for the lease.
William C. Hutchison, Jr., Attorney for Seminole Isle Properties, appeared to
request an opportunity for his clients to participate in development of plans for this
property, and further that a portion of Lot 8 used for a portable dry dock facility would be
cut off if all of Lot 1 is under lease.
Letters in support of the project proposed by the Beda Marine were submitted from
parties as follows:
Downtown Business Association
Monroe Harbour Marina
The Greater Sanford Chamber of Commerce
The Commission authorized to set a deadline of November 1, 1985 to receive
proposals to utilize a portion of Lot 1 and authorize the City Attorney to proceed to
prepare a proposed lease.
The City Manager presented a philosophy for settin9 sewer and water rates based on
consumption, demand and impact fees.
The City Planner explained a map for the interim Land Use Plan.
John Morris, Chairman of the Planning and Zoning Commission, appeared to explain
that boards recommendation to establish an architects review board, and same was referred
back to the board to develop standards for same.
The Police Chief reported that the Seminole County Sheriff had discontinued
participation in the Seminole County Criminal Justice information system so their data
processing equipment had been returned to the Sheriff, and recommended the emergency
purchase for the replacement of the equipment by the transfer of excess department
appropriations to be used for purchase of IBM data processing equipment, Institute of Police
Traffic Management software package, and training courses in the total amount of $25,988.00,
and same was authorized by the Commission.
The Police Chief also reported that one vehicle had been totaled in an accident
and requested same to be replaced by purchase under state contract bid in the amount of
$9,475.00 from the insurance fund, and same was authorized.
