The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 14, 1985.

The meeting was called to order by the Chairman.
On motion of Commissioner Farr, seconded by Commissioner Smith and carried,
Resolution No. 1424 was read in full and adopted by the Commission.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING JOSEPH A. "JOE" ORITT FOR HIS
YEARS OF FAITHFUL SERVICE TO THE CITY OF
SANFORD, FLORIDA.
WHEREAS, the untimely death of JOSEPH A. "JOE" ORITT on
September 27, 1985, has come to the attention of the City Commission
of the City of Sanford, Florida; and
WHEREAS, the City
faithful service of JOSEPH A.
Chairman of the Board of
Said Resolution being
of Sanford, Florida, recognizes the
"JOE" ORITT to the City by service as
Bond Trustees from the time of his
appointment on February 22, 1982, until the date of his death; and

NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, recognizes
and commends JOSEPH A. "JOE" ORITT for his years of service to the
City and to the Community, and the City Commission extends its
condolences and best wishes to his widow, Stella, and the other
members of his family,
SECTION 2: That this Resolution be recorded in the official
minutes of the City of Sanford, Florida, and that a copy be presented
to Joseph A. "Joe" Oritt's widow, Stella Oritt.
PASSED AND ADOPTED this 14th day of October, A.D. 1985.
The Chairman submitted a note from Mrs. Oritt thanking the Commission for the
tribute in Joe's name.

A HISTORIC BOARD AND AN INITIAL HISTORIC DISTRICT.
Notice is hereby given that a Public Hearing will be held in
the City Commission Room at the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on October 14, 1985, to consider
establishing a Historic Preservation Board and an initial
Historic District, and regulations pertaining to same.
A copy of the proposed Ordinance is available for your
inspection during regular work hours of 8:30 A. M. to 5:00 P. M.
at the office of the City Clerk, City Hall, Sanford, Florida.
Ail parties interest and citizens shall have an opportunity
to be heard at said hearing.

On recommendation of the City Manager, Commissioner Smith moved to authorize the
City Attorney to prepare the proper ordinance to close, vacate and abandon said street.
Seconded by Commissioner Farr and carried.
On recommendation of the Minimum Housing and Zoning Official, the Commission
approved 90-day extensions on condemnations as follows:
Johnny Williams, 1703 West 15 Street, Group 72, Report 83-1086.
Gary Williams, 815 East 7 Street, Group 78, Report 84-1130.
Bobby Jackson, 109 Mangoustine Avenue, Group 80, Report 85-1143.
On recommendation of the Minimum Housing and Zoning Official, the Commission
approved request for condemnatin extension to December 30, 1985 submitted from Lula Mae
Bryant, 909 Pecan Avenue, Group 79, Report 85-1136. ~
The Commission removed from table the discussion of the name for the park in
Academy Manor Subdivision.
Mrs. Doris Thomas appeared to report a tabulation of ballots from Academy Manor
residents to be a first choice of the name, Academy Manor Park, or for an individual as
Mother Ruby Wilson Park.
Commissioner Smith moved to authorize the name of the park to be "Academy Manor
Park in honor of Mother Ruby Wilson". Seconded by Commissioner Farr and carried.
Commissioner Thomas moved to accept from Charles W. Hardwick, M.D. a utility
easement on his property abutting Lot 6, Lake Monroe Industrial Park and to authorize the
installation of water and sewer lines to be placed on the Easterly line of the Public Works
Complex to service a medical/office complex fronting on Highway 17 & 92. Seconded by
Commissioner Farr and carried.
Mr. Alvin Jones, President of the Youth Advisory Committee, appeared to report on
the Committee's first project, a Homecoming Parade to be held on November 15, 1985 at 4:00
P.M.

The City Manager submitted a letter from the Sanford Housing Authority requesting
the City to participate in their application for Community Development Block Grant Program
funds. After discussion the Commission moved to tabled same until next Workshop Session.
Recommendation submitted from the Planning and Zoning Commission for approval of a
request submitted from Lori Enterprises for permit for sale of alcoholic beverages for
consumption on premises in a GC-2 zone at 2680 Orlando Drive in the Fairway Plaza.
Ms. Phyllis Flaherty, representative, appeared to support the rezoning.

Commissioner Smith moved to deny the request. Seconded by Commissioner Farr and
carried.
The Commission considered the request submitted by William C. Hutchison, attorney
for J. Wallace Schoettelkotte and Edward F. Welch, for the City to consent to the assignment
of Fred Salgado's interest in their partnership directly to them, and request releasing Fred
Salgado individually of any and all quarantees made to the City.
Commissioner Farr moved to consent to the assignment of Mr. Salgado's interest in
the lease to Mr. Schoettelkotte and Mr. Welsh, and on recommendation of the City Attorney,
took no action in regards to the releasing of individual guarantees unless or until they are
specifically set forth. Seconded by Commissioner Smith and carried.
Consideration of first reading of Ordinance No. 1783, tabled from meeting on
September 23, 1985, amending the various building regulatory codes was tabled by motion of
Commissioner Smith. Seconded by Commissioner Thomas and carried.
The Commission, also, tabled consideration of first reading of Ordinance No. 1784,
regarding the rate review and system development charges for the Water and Sewer Fund.
On motion of Commissioner Thomas, seconded by Commissioner Smith and carried,
Ordinance No. 1785, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 2 OF THE CITY CODE BY
CREATING ARTICLE XIV TO ESTABLISH A HUMAN
RELATIONS ADVISORY BOARD, PROVIDING TERMS OF
OFFICE AND DUTIES OF THE BOARD; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.

The next item of business was the continuation, from meeting of August 26, 1985,
of a public hearing to consider the adoption of Ordinance No. 1771, entitled:

The Commission considered a request from John P. White, representative of "Plants
at Work", to w~ive a two-hour moving requirement for peddlers license for the sale of plants
between the hours of 9:00 A.M. and 1:00 P.M. every Saturday morning underneath the bridge
that connects the #106 and #202 buildings on the north side of East First Street, directly
outside of the Hampton Gardens Restaurant.
The City Manager and Licensing Official recommended denial of request.
After discussion, Commissioner Farr moved to approve same. Seconded by
Commissioner Smith and carried.
On motion of Commissioner Smith, seconded by Commissioner Thomas and carried,
Minutes of September 23, 30 and October 7, 1985 were approved.

The City Manager reported he had received three requests for extensions or waivers
from the requirement of Resolution No. 1364A for all multiple family residential units in
the downtown area to be brought into compliance with the building and other technical codes
by October 24, 1985.
After discussion, the Commission tabled action until a Workshop Session.
The City Manager reported that he had received a letter from the School Board of
Seminole County setting forth playground equipment and two City Parks located at the
Margaret Reynolds Student Museum (formerly Sanford Grammar School) and the Velma Mitchell
Annex (formerly South Side Elementary School) were returned to the city on October 1, 1985
and same was approved.
There being no further business, the meeting was adjourned.
